Rates and cart sizes
The cost for garbage service varies based on the size of your cart. The cost for recycling and organics recycling is paid for by everyone per State Statute and doesn’t vary based on the size of your cart. The Bulky Item Management Fee is also paid for by everyone. Yard waste service is a subscription service, as well as all "on-call" services. Contact Utility Billing to change the size of your cart, get an extra recycling cart, or sign up for an organics recycling cart. You can also sign up for an organics recycling cart online at blm.mn/organics. Prices listed below are the monthly cost for each service. Your Utility Bill reflects two months of service.

Minnesota Solid Waste Management Tax and Hennepin County Solid Waste Management Fee
The state requires the city to collect this residential tax on garbage services. The tax is remitted to the state. The residential tax rate is 9.75% and only applies to charges for garbage. Learn more about the tax.
Hennepin County Solid Waste Management Fee: The County requires the City to collect a residential fee on garbage services. The fee is remitted back to the County. The fee increased from 9% to 15.5% on April 1, 2019. The fee was established in 1994 to fund environmental programs that protect human and environmental health. Learn more about the fee online.
The tax and fee (total of 25.25%) are applied to charges for garbage only. Recycling and yard waste collection and special electronics pick-ups are not subject to the state tax and county fee.
Personalized billing options
Residents with disabilities, or limitations may apply for “door-step collection.” Containers will be set out to a location accessible to both resident and hauler. There will be an application process but is provided at no extra charge. Carts must be placed in a location that is safely accessible to the hauler, free of snow and ice. City staff will verify the viability of the door-step request and will update your customer records.
The Citywide garbage and recycling program requires all residents to participate in order to be successful. It is expected that residents have means to properly dispose of garbage, recycling and yard waste materials. An application is required in order to process the request.
Opting out means residents are not eligible for garbage, recycling, yard waste, bulky material collections or participation in the Citywide Curbside Cleanup Program.
Sharing garbage service is not an approved alternative collection method.
Residents who will not need garbage, recycling or yard waste service for a minimum of four consecutive weeks may request for a suspension on collections. Residents requiring a suspension must inform the City at least a week in advance. Residents who request suspended services will see a difference on their next utility statement. General Service Requirements
The following service guidelines ensure that materials are collected safely and efficiently.
All materials must be placed at your collection point by 7 a.m. on your collection day. Make sure there is at least three feet between carts to ensure safe and efficient service. Carts can be stored outside but must be no more than five feet in front of a house. Also, they must be at least 30 feet from other homes. Carts may be set out at the curb 12 hours before collection day and must be taken back from curb 12 hours afterwards.
Please watch for any educational tags placed on the handle of your cart(s). This is important information that could affect your service.
Please keep your carts clean. The city and haulers do not clean carts. To clean your carts, put a little dish soap and baking soda into the cart and spray with water. Do not paint or alter the exterior of your carts. Carts are the property of your hauler. If a cart is damaged and needs to be replaced, contact Utility Billing at 952-563-8726.
Snow and ice should be cleared as necessary in order for carts to be at ground level and accessible for the hauler. Haulers will not collect your garbage, recycling, organics, or yard waste if the carts are not serviceable. Do not place carts in the street for collection. This is especially important during snow events when City plows need to plow streets quickly and efficiently.
How to pay your bill
The most cost effective way to pay your bill is to sign up with autopay from your checking or savings account, since postage isn't required. You will still receive a paper statement informing you of the amount to be drafted from your account on your due date.
