About this form

Bloomington residential solid waste customers can use this form to:

  • Change your garbage cart size and service level

  • Change your recycling cart size

  • Sign up for curbside organics collection

Each household is eligible for one free cart delivery trip per calendar year. This includes any combination of cart types — garbage, recycling, organics or yard waste — as long as all changes are made during the same service request.  Additional exchanges requested within the same calendar year may be subject to a cart delivery fee per trip.  Replacement for normal wear and tear does not count towards your annual free cart exchange trip.

We recommend requesting all of your cart changes at once before submitting this form to make the most of your free annual delivery, and to make cart deliveries more efficient for the haulers.

To help us process your request quickly, please have your Utility Bill handy so you can enter your current cart size(s) as they appear on your bill.

Cart change requests can also be made over the phone with Utility Billing at 952-563-8726.
