Major Construction Projects

Project Schedule:

The contract was awarded on Monday, August 4th, 2025 at City Council. Work is anticipated to begin in mid-September and continue until November 2025.There may be final restoration items completed in Spring 2026. 

• Updates for the week of November 10: The contractor will begin installation of the concrete face of the new retaining wall the week of November 10th. The contractor will also be paving the asphalt patches on W. 90th Street.

• Updates for the week of November 3: The contractor will continue installing the wall lagging materials the week of November 3rd. The contractor will also be in the week of November 3rd replacing concrete curb & gutter along the retaining wall.

• Updates for the week of October 27: The contractor will finish installing steel piling early the week of October 27th. After steel piling, the contractor will begin installing the wood lagging material and begin backfilling the new retaining wall.

• Updates for the week of October 6: The contractor will begin installing the steel piles and retaining wall lagging the week of October 6th.

• Updates for the week of September 11: The Contractor plans on starting work late in the week of September 15, with traffic control devices installation and tree removals and clearing.

• Updates for the week of September 25: The contractor is relocating a water hydrant near the new wall site. An eastbound closure of W 90th Street between Xerxes Avenue and Penn Avenue is scheduled for September 26–27 to allow for storm sewer installation; a marked detour will be provided. Removals of the existing wall and excavation of the embankment for the proposed wall are scheduled for the week of September 29.

Project Scope

This project will replace the existing two-tiered timber retaining wall on the south side of 90th Street between Russell Avenue and Vincent Avenue.The wall will be replaced with one large reinforced soldier pile wall.The existing sidewalk that currently runs between the two tiers of the existing wall will be relocated to the level of the street along the wall and have a boulevard area between the street and sidewalk.

How is the Project funded?

The project will be funded by a combination of State Aid and City funds. Special assessments are not included as part of the funding for the project.

Project Schedule:

Updates from the week of October 6: Asphalt driveway installation is complete.  The contractor is working on installation of foundations for the new flashing beacon system that will be installed later this Fall. 

Updates from the week of September 26: Work on this project is substantially complete, with only a few remaining items such as asphalt driveway installation, restoration work, and installation of the new pedestrian flashing beacon. The existing beacon at Portland and Bischoff will remain in service until the new system arrives, which has a 12-week lead time.

Updates from the week of September 11:

• The Contractor has completed the installation of the new sidewalk on the north side of the E 88th Street from Portland up to Stevens Avenue
• They are anticipating completing the stretch up to Nicollet Avenue by mid-week the week of September 15.
• The curb bump out at Clinton Avenue and E 88th Street was installed the week of September 8.
• The median on Portland Avenue and Bischoff Lane is scheduled for the week of September 25.
• Restoration items are scheduled for the week of September 22. 

Updates from the week of September 2:

• The contractor began work in late August with removals on E. 88th Street between 3rd Avenue and Portland Avenue, followed by installation of the proposed sidewalk along that stretch.
• Work on the section of sidewalk from 3rd Avenue to Nicollet Avenue started in early September and is expected to continue into the week of September 8.
• In addition, the contractor started work on Portland Avenue at the Valley View Middle School driveway entrance during the week of September 1. This includes renovating the existing driveway entrance and installing the proposed sidewalk on the west side of Portland Avenue.
• Work on the east side of Portland Avenue, along with construction of the proposed median at the middle school driveway entrance, is scheduled for the week of September 8.

Project Scope

This project aims to make sidewalk and access improvements to the Valley View Schools area on 88th Street from Nicollet Avenue to Portland Avenue.This project will also enhance the pedestrian crossing at Bischoff Lane and Portland Avenue.

The project includes:

• Installation of a new sidewalk along the north side of East 88th Street from Nicollet Avenue to Portland Avenue, with associated ADA compliant curb ramps
• Construction of a pedestrian refuge island, crosswalk enhancement, installation of a new Rectangular Rapid Flashing Beacon (RRFB) system and the addition of a center median at the intersection of Portland Avenue and Bischoff Lane.
• Crosswalk enhancement at the elementary school entrance at East 88th Street and Clinton Avenue.
• School zone speed limit signs installation on E. 88th Street, 3rd Avenue and Portland Avenue

How is the Project funded?

The project is funded partially by a Safe Routes to School federal grant with the remaining project costs covered with a combination of State Aid and City funds. Special assessments are not included as part of the funding for the project.

Updates for the week of November 10: The contractor has begun tolerancing the gravel base in preparation for asphalt pavement. The first lift of asphalt paving is scheduled be installed on Tuesday, November 11th and Wednesday November 12th. Once the first lift of asphalt paving is completed, the contractor will immediately begin raising utility maintenance holes in preparation for paving the final lift of asphalt. Final paving is scheduled late the week of November 10th. 

Updates for the week of November 3: The contractor will be back the week of November 3rd to finish concrete installation. Following concrete installation, the contractor will begin final grading the gravel base in preparation for asphalt paving.

Updates for the week of October 27: The contractor has completed installation of all mainline sanitary sewer pipe. The contractor will be back the week of October 27th to begin installation of new concrete curb & gutter. 

Updates for the week of October 6: The contractor will continue sanitary utility installation along E. 100th Street the week of October 6th. The contractor will also be working on upsizing the sanitary sewer on 1st Avenue the week of October 6th. The contractor will also continue installation and grading of gravel on 100th Street. 

Updates for the week of September 19: The contractor will continue sanitary utility installation along E. 100th Street the week of September 22nd. The contractor will be working on 100th Street at the intersection of Nicollet Avenue and working west towards Blaisdell Avenue. 

Updates for the week of September 11: The contractor will continue sanitary utility installation along E. 100th Street the week of September 15th. The contractor will be working on 100th Street at the intersection of 1st Avenue and working west towards Nicollet Ave. 

Updates for the week of September 2: The contractor will continue sanitary utility installation along E. 100th Street the week of September 8th. One utility crew will continue installing sanitary sewer from 1st Avenue to Nicollet Avenue. This second crew will be installing sanitary sewer on Wentworth Avenue to Pillsbury Avenue the week of September 8th. 

Updates for the week of August 22: The contractor will continue sanitary utility installation along E. 100th Street. The contractor will be mobilizing a second utility crew the week of August 25th. This second crew will start at 100th Street & Blaisdell Avenue and work west.

Updates for the week of August 18:  The contractor will continue sanitary utility installation along E. 100th Street. The work area for the week of August 18th will be between Stevens Avenue and 3rd Avenue. 

Updates for the week of August 11: The contractor will begin installing the new sanitary mainline on Monday, August 11th. This work will begin at the intersection of E. 100th Street & 3rd Avenue. Utility work will continue west along E. 100th Street.

Update for the week of November 10: A project informational open house was hosted on Wednesday, November 5th from 5:00 P.M. to 6:30 P.M. at Bloomington Public Works. Ten residents or property owners attended the meeting. This project will be ordered through consent at the November 17th City Council meeting.

Update for the week of October 31: Mailers were sent on Monday, October 27th to residents and property owners along the project corridor inviting them to a project information open house that will be hosted on Wednesday, November 5th from 5:00 P.M. to 6:30 P.M. at the City of Bloomington Public Works building.

What is the scope of this project?

The 2024-110 Normandale Boulevard PMP Trail and Sidewalk Improvement Project includes trail and sidewalk improvements along with associated intersection improvements on Normandale Boulevard from Old Shakopee Road to 94th Street.This project will improve the accessibility and safety of users along the corridor by providing ADA compliant facilities along with safety improvements along the corridor.

Components of the project include:

• Reconstruction of the existing walk on the west side of Normandale Boulevard from Old Shakopee Road to W 94th Street with a 10’ multi-use bituminous trail. 
• Reconstruction of the existing walk on the east side of Normandale Boulevard from Old Shakopee Road to W 94th Street with a 6’ concrete sidewalk. 
• Retaining wall and fence installation at locations along the corridor to accommodate walk/trail installation.
• Upgrading pedestrian crossings with ADA compliant ramps along with Accessible Pedestrian Signals (APS) at signalized intersections within the corridor.
• Vehicle access and pedestrian modifications at the intersection of Hyland Greens Drive to improve safety for drivers and pedestrians.
• Signal system revisions at the intersections of 102nd Street and 94th Street, along with the installation of a right turn lane on westbound 102nd Street at Normandale Boulevard.
• Right turn lane modification on southbound Normandale Boulevard at Old Shakopee Road.
• Utility revisions such as hydrant relocation to accommodate trail and sidewalk installation.
• Right turn lane modification on eastbound 94th Street

How is the project funded?

A portion of the project is funded by state and federal grants that were acquired through the MN Safe Routes to School and Met Council Regional Solicitation process.The project is also funded by the Pavement Management Program (PMP) Right of Way Trails Construction fund, which is one of the funding sources that comes from franchise fees, along with Hennepin County, State Aid and Stormwater Utility funds.Property assessments are not included as part of the funding for this project.

What is the project schedule?

Tree clearing is anticipated to occur in late March – early April 2026 in advance of the construction.It is anticipated that construction will begin in early Summer 2026 and complete in Summer 2027.

Woodbridge Marsh: 

• Status as of September 26, 2025: This work is located at the outlet of Woodbridge Marsh, along Bloomington Ferry Road just south of 96th Street West. The work at this site is the replacement of the basin outlet structure of Woodbridge Marsh. To facilitate construction, the work will involve temporary localized reduction of water levels around the outlet, adjacent to / within City property. The work will occur entirely on City property. Work has been postponed to Summer 2026. 

DeWitt Pond: 

• Status as of September 26, 2025: This work is located on the northern side of DeWitt Pond, off Highwood Drive between West Bush Lake Road and Telegraph Road. The site is located on City property (7725 Highwood Drive).  The work at this site will stabilize the area between a storm sewer pipe and DeWitt Pond. No work within the pond is proposed. Selective tree removals will occur to allow construction access. This portion of the work has been completed.

• This winter (estimated February 2026), the City plans to complete ecosystem enhancement work on the parcel. This work will include forestry practices to enhance woodland health and remove invasive species. This work is currently underway. 

Bush Lake East Bay: 

• Status as of September 26, 2025: This work is located on the western portion of Bush Lake East Bay, off of Lakeview Road. The site is located on City Property, on the west side of Lakeview Road. The work at this site will stabilize areas of erosion between storm sewer pipes and Bush Lake East Bay. Selective tree removals will occur to allow construction access. One access location will be across from 8829 Lakeview Road and the other will be across from the intersection of Lakeview Road and Mt Curve Road. Work at this site is currently underway.

East Tarnhill Pond: 

• Status as of September 26, 2025: This work is located north of the intersection of W 102nd Street and Scarborough Road, at the outlet of East Tarnhill Pond. The site is located within City Easements. The work at this site will replace aging infrastructure between East Tarnhill Pond and the storm sewer beneath W 102nd Street. To facilitate construction selective tree removals will occur and the pond will be temporarily drained. Work within W 102nd Street will result in temporary traffic impacts, but traffic will be able to travel both directions along W 102nd Street for the duration of the project. Pedestrians will be detoured to the south side of W 102nd Street. Work at this site is largely complete and restoration of the site is underway.

Pauly’s Pond: 

• Status as of September 26, 2025: This work is located at the outlet of Pauly’s Pond, along W 84th Street. The work at this site is the replacement of the outlet structure of Pauly’s Pond. To facilitate construction, the work will involve temporary localized reduction of water levels around the outlet, adjacent to / within City property. The work will occur entirely on City property. Work is currently anticipated to last a couple of weeks and may occur in the winter or Summer 2026. 

W 90th Street at Tretbaugh Drive: 

• Status as of September 26, 2025: This work is located within the southern shoulder of eastbound W 90th Street, just west of the intersection of Tretbaugh Drive. The work consists of replacement of a storm sewer manhole. The work will result in temporary traffic impacts, but traffic will be able to travel both directions along 90th Street for the duration of the project. Pedestrians may be detoured to the north side of W 90th Street. The work is scheduled to be completed by October 3, 2025.

East Bloomington Freeway, south of 90th St W: 

• Status as of September 26, 2025: This work is located on the western shoulder of East Bloomington Freeway, just south of 90th Street West. The work consists of replacement of a storm sewer catch basin. The work will result in temporary traffic impacts, but no closures are anticipated. The work is scheduled to be completed by October 31, 2025.  

Lyndale & W 95th St: 

• Status as of September 26, 2025: This work is located on the western shoulder of southbound Lyndale Ave S, just north of W 95th Street. The work consists of relocation of a storm sewer catch basin. The work will result in temporary traffic impacts, including closure of both southbound Lyndale Avenue S lanes, just north of 95th Street. The work is underway and is anticipated to be complete by Friday, October 3, 2025. 

This is winter work and is in the design phase now, with bidding planned for fall of 2025.

Status as of September 19, 2025: Trenchless maintenance of various storm sewer across the City. The project is about 75% complete, with the remainder of the work scheduled for late September / early October 2025.

Scope

MnDOT and its partners are working to plan and construct improvements on the I-494 corridor that travels through the cities of Bloomington, Richfield, Eden Prairie and Edina. 

The first construction project will include the following

• Interchange improvements at I-494 and I-35W
• E-Z Pass lanes between I-35W and Hwy 100
• Bridge reconstruction and access changes at Nicollet, Portland and 12th Avenues, and new pedestrian bridge at Chicago Avenue

Schedule

The construction of this Design-Build project is underway, started in early 2023, and will continue through the end of 2026.

 This 43-year-old bridge is in need of major repairs to continue to safely transport people and goods between the cities of Bloomington, Eagan, and Mendota Heights. Once construction is completed, travelers using the bridge will enjoy a smoother safer road. The project will also extend the life of the bridge and improve drainage.

Location

• I-494 bridge over the Minnesota River between 24th Ave. in Bloomington and Pilot Knob Rd. in Mendota Heights/Eagan

Schedule

• 2023: construction will begin on the I-494 bridge over the Minnesota River. Crews will begin work on the center median shoulder and traffic will be shifted on to the outside shoulder. During this time, there will be narrower lanes on the bridge and temporary overnight lane closures.
• 2024: work will start on the westbound side of the bridge, which includes resurfacing the bridge deck and doing repair work. There will be road and ramp closures on westbound I-494 between Hwy 77 in Bloomington and Pilot Knob Rd. in Eagan/Mendota Heights.
• 2025: work on the eastbound side of the bridge will begin. There will be road and ramp closures on westbound I-494 between Hwy 77 in Bloomington and Pilot Knob Rd. in Eagan/Mendota Heights. The regional trail will also be closed.

Update from Sept 19, 2025: MnDOT has submitted the municipal consent package for I-494 Project 2.  This project will construct all of the remaining elements from the full Vision that was developed for the I-494 Corridor, that have not been included in the current phase I-494 Project 1.  The I-494 Project 2 will add EZ Pass lanes on I-494 from Hwy 77 to I-35W and from TH 100 to TH 169, as well as associated work that includes reconstructing the 82nd Street bridge over 35W, reconstructing the ramp from eastbound I-494 to southbound 35W, ADA improvements on the impacted local system, drainage system improvements, and utility relocations.  The I-494 Project 2 is being developed for letting in October 2026 as a design-build project.

With this Municipal Consent package, MnDOT is asking the City of Bloomington to approve the proposed layout as it requires the acquisition of right-of-way and it adding additional capacity.  MnDOT has submitted their request for Municipal Consent of this project and that packet included a project layout and Bloomington cost participation estimates. The Municipal Consent process is described in State Statutes 161.162 to 161.167 and requires a public hearing (which will be held with the City Council at the October 13, 2025 meeting) within 60 days of receiving the final layout, and providing a resolution of support, or disapproval, of the layout within 90 days of the public hearing.

MnDOT will be presenting an informational update on the project and Municipal Consent process to the Planning Commission on September 18, 2025 and the City Council on September 29, 2025.

Hennepin County, in partnership with the City of Bloomington, plans to reconstruct Nicollet Avenue (County Road 52) from American Boulevard to East Old Shakopee Road in Bloomington, starting in 2027.

This project will improve safety and mobility for people walking, biking, rolling, and driving.

The project team is hosting their 3rd open house engagement event, for attendees to share feedback on design concepts for Nicollet Avenue. 

The open house is scheduled for Tuesday, October 14 from 4:30-6:30 PM at Bloomington Fire Station #1 (10 W 95th St).

This summer, Hennepin County will replace a deteriorating bridge on France Avenue (County Road 17) over Nine Mile Creek in Bloomington, just north of Normandale Community College. The project is scheduled to begin July 14 and will last about 8 weeks. 

A half-mile section of France Avenue--from 90th Street to the Marsh Lake Playfields entrance--will close to all traffic.

People driving will be able to access the Marsh Lake Playfields and the Bloomington Archery Range from the south, using 98th Street to reach France Avenue.

The shared use trail on the west side of France Avenue will remain open for people who walk, bike, and roll. 

The posted detour for through traffic uses I-494, Normandale Boulevard (County Road 34), and Old Shakopee Road West (County Road 1).

Work is scheduled to be complete in late August. All dates are tentative and weather-dependent.
