The public hearing for the addition of 87 ½ Street and Oakland Avenue to the 2018-101 PMP Project is scheduled for February 12.

Notices regarding the 2018 PMP Street Improvement Project for the addition of 87 ½ Street and Oakland Avenue have been mailed to the affected properties.  Informational meetings will be scheduled for the week of February 5 for the affected properties.  The public hearing is scheduled for February 12.

November 9, 2017

2017-101 PMP Street Improvement Project
Knox Area – Phase 2 (Street Segments West of Knox Avenue including Knox Avenue, Haeg Drive, Haeg Circle, Valentine Terrace, W. 84th Street and W. 83rd Street)
Final paving and installation of the sod were completed early the week of November 6 and have substantially completed work in the area.  Punch list items still remain.

Knox Area – Phase 2 (Street Segments West of Knox Avenue including Knox Avenue, Haeg Drive, Haeg Circle, Valentine Terrace, W. 84th Street and W. 83rd Street)
Adjustment of utility structures in the roadway were completed late the week of October 30 ahead of the final paving, scheduled to begin on Friday, November 3 and continue into early the following week.  Final paving will substantially complete the work in the area with only punchlist items remaining

2017-101 PMP Street Improvement Project
Knox Area – Phase 2 (Street Segments West of Knox Avenue including Knox Avenue, Haeg Drive, Haeg Circle, Valentine Terrace, West 84th Street and West 83rd Street)

Boulevard grading and installation of sod will continue into the week of October 30 and is expected to completed by week’s end barring inclement weather. Adjustment of utility structures are also expected to be completed ahead of the scheduled paving days at the end of the week and early the week of November 6, when the final layer of asphalt is expected to be completed.

Knox Area – Phase 1 (Street Segments East of Knox Avenue including W. 85th Street, W. 84th Street, Haeg Drive, W. 83rd Street, Irving Curve, Irving Avenue and Humboldt Avenue)
Paving of the final layer of asphalt for Phase 1 Streets was completed on October 16 and 17, substantially completing work for the listed street segments.  Additional items such spot restoration, erosion control and replacement tree plantings will follow during the week of October 23.  Rain garden plantings for the area are scheduled for Saturday, October 21. 

Knox Area – Phase 2 (Street Segments West of Knox Avenue including Knox Avenue, Haeg Drive, Haeg Circle, Valentine Terrace, W. 84th Street and W. 83rd Street)
Paving of the initial layer of asphalt for Phase 2 Streets was completed early the week of October 16 and will be followed by boulevard grading in preparation for sod restoration during the week of October 23.  Additionally, the adjustment of utility structures in roadways are scheduled for the week of October 23.  Rain garden plantings for the area are scheduled for Saturday, October 21.

Knox Area – Phase 1 (Street Segments East of Knox Avenue including W. 85th Street, W. 84th Street, Haeg Drive, W. 83rd Street, Irving Curve, Irving Avenue and Humboldt Avenue)
Adjustment of utility structures is complete and paving of the final layer of asphalt is scheduled to complete early in the week of October 16. The remainder of sod installation is scheduled to complete the week of October 16.

Knox Area – Phase 2 (Street Segments West of Knox Avenue including Knox Avenue, Haeg Drive, Haeg Circle, Valentine Terrace, W. 84th Street and W. 83rd Street)
Fine grading of the aggregate rock base is complete and paving of the first layer of asphalt is scheduled to begin on Saturday, October 14 (weather permitting). The contractor has a noise exception to begin work at 7 a.m. Paving of asphalt driveways along with boulevard restoration will begin the week of October 16.

2017-101 PMP Street Improvement Project
On Monday, October 2, a public hearing was held at City Council to order the assessments for all areas on the project.

Knox Area – Phase 1 (Street Segments East of Knox Avenue including W. 85th Street, W. 84th Street, Haeg Drive, W. 83rd Street, Irving Curve, Irving Avenue and Humboldt Avenue)
Boulevard grading was completed late the week of October 2 and will be followed by sod restoration the week of October 9. The adjustment of utility structures will also take place the week of October 9 in anticipation of final paving tentatively schedule for the week of October 16.

Knox Area – Phase 2 (Street Segments West of Knox Avenue including Knox Avenue, Haeg Drive, Haeg Circle, Valentine Terrace, W. 84th Street and W. 83rd Street)
Installation of concrete curb and gutter was completed the week of October 2, in addition to installation of concrete sidewalk and driveways. Excavation of rainwater gardens began late this week and will continue into the week of October 9. Fine grading of the aggregate rock base is expected to begin on Saturday, October 7 and will continue into the following week. Depending on weather in the upcoming days and availability of equipment and personnel, the initial layer of asphalt could be paved as early as October 11, this is subject to change due to the previously mentioned factors.

2017-101 PMP Street Improvement Project
Informational meetings for the assessment of the 2017-101 PMP Street Improvement Project were held in the Bloomington Public Works Training Room on Tuesday, September 26th at 2:00 p.m. and 5:30 p.m. The public hearing for the entire project will be held on Monday, October 2.

Knox Area – Phase 1 (Street Segments East of Knox Avenue including W. 85th Street, W. 84th Street, Haeg Drive, W. 83rd Street, Irving Curve, Irving Avenue and Humboldt Avenue)
Paving of asphalt driveways and boulevard grading have followed the initial layer of asphalt completed late the week of September 18. Additional boulevard work and adjustment of utility structures will take place the week of October 2nd in anticipation of sod installation and asphalt paving.

Knox Area – Phase 2 (Street Segments West of Knox Avenue including Knox Avenue, Haeg Drive, Haeg Circle, Valentine Terrace, W. 84th Street and W. 83rd Street)
Excavation of the existing road subgrade and installation of the aggregate rock base were completed late this week. Completion of the aggregate rock work was immediately followed by installation of concrete curb and gutter, the concrete work will carry into the week of October 2 and is expected to be completed late in the week, weather permitting.

Bloomington Ferry Road
(Pioneer Trail to 96th Street)
Seed and sod installation is complete. Final striping will complete by early October. Punch list work remains.

Knox Area – Phase 1 (Street Segments East of Knox Avenue including W. 85th Street, W. 84th Street, Haeg Drive, W. 83rd Street, Irving Curve, Irving Avenue and Humboldt Avenue)
Fine grading of the aggregate rock base was completed early the week of September 18 in preparation for the paving of the initial layer of asphalt in Phase 1 areas. Paving will be followed by boulevard grading, asphalt driveway paving and adjustment of utility structures.

Knox Area – Phase 2 (Street Segments West of Knox Avenue including Knox Avenue, Haeg Drive, Haeg Circle, Valentine Terrace, W. 84th Street and W. 83rd Street)
Storm sewer installations were completed late the week of September 18 and will be followed by excavation of the existing road base, as well as the installation of the aggregate rock base on Knox Avenue. Excavation and rock aggregate base have been completed for other areas of Phase 2 streets in anticipation of concrete curb and gutter work scheduled to begin during the first week of October.

Sod installation is complete, punch list work remains.

Bloomington Ferry Road (Pioneer Trail to 96th Street)
Paving is complete and striping is scheduled to complete the week of September 25. Seed and sod installation is scheduled to complete the week of September 25.

September 15, 2017

2017-101 PMP Street Improvement Project
Knox Area – Phase 1 (Street Segments East of Knox Avenue including W. 85th Street, W. 84th Street, Haeg Drive, W. 83rd Street, Irving Curve, Irving Avenue and Humboldt Avenue)
Concrete curb and gutter for Phase 1 streets has been substantially completed and was followed by fine grading of the aggregate rock base late this week. Fine grading will continue through midweek of September 18 and will be followed by paving of the initial layer of asphalt. Additional concrete flat work was completed for concrete driveways and sidewalks.

Knox Area – Phase 2 (Street Segments West of Knox Avenue including Knox Avenue, Haeg Drive, Haeg Circle, Valentine Terrace, W. 84th Street and W. 83rd Street)
Storm sewer installations resumed this week and will continue into the week of September 18. Additional excavation of the existing road base and placement of the aggregate rock base will continue on Phase 2 streets.

2017-102 PMP Street Maintenance Project
Heritage Hills Drive (Rich Road to France Avenue)
Paving and striping are complete. Final sod installation is scheduled for the week of September 18.

Bloomington Ferry Road (Pioneer Trail to 96th Street)
Concrete work is complete. Milling of the northbound side is complete and due to some equipment issues, completion of the southbound side was delayed but is scheduled to complete on Saturday, September 16. The northbound side will be paved on Friday, September 15 with the southbound side paved on Monday, September 18 (weather permitting). Traffic will be switched to one side of the median and then the other with one lane in both directions as this paving is completed. Seed and sod installation is anticipated to occur the week of September 18 along with striping.

September 8, 2017

2017-101 PMP Street Improvement Project
Knox Area – Phase 1 (Street Segments East of Knox Avenue including W. 85th Street, W. 84th Street, Haeg Drive, W. 83rd Street, Irving Curve, Irving Avenue and Humboldt Avenue)
Installation of concrete curb and gutters began on September 7 and is anticipated to be completed early the week of September 11. Concrete work will continue on Saturday, September 9, for which the contractor has been granted a variance to begin work at 7 a.m. Installation of concrete driveways will follow late this week and be completed early the following week.

Knox Area – Phase 2 (Street Segments West of Knox Avenue including Knox Avenue, Haeg Drive, Haeg Circle, Valentine Terrace, W. 84th Street and W. 83rd Street)
Excavation of the existing road base and placement of the aggregate rock base continues and will follow further storm sewer installations. Installation of storm sewer pipe and manholes will resume on Tuesday, September 12 on the north end of Knox Avenue and will proceed south. Removal of driveways in the area was completed late this week.

2017-102 PMP Street Maintenance Project
Heritage Hills Drive (Rich Road to France Avenue)
Concrete replacement is complete. Boulevard restoration in preparation for sod is scheduled to complete late in the week of September 4. Milling is scheduled for Friday, September 8 followed by paving on Friday, September 8 and Saturday, September 9. Final sod installation and striping are scheduled for the week of September 11.

Bloomington Ferry Road (Pioneer Trail to 96th Street)
Concrete removal and replacement has started and is scheduled to complete early in the week of September 11. Boulevard restoration in preparation for sod/seed along with bituminous patching is scheduled for mid-week of September 11. Milling and paving is anticipated to occur late in the week of September 11 or the week of September 18.

September 1, 2017

2017-101 PMP Street Improvement Project
Knox Area – Phase 1 (Street Segments East of Knox Avenue including W. 85th Street, W. 84th Street, Haeg Drive, W. 83rd Street, Irving Curve, Irving Avenue and Humboldt Avenue)
Excavation of the existing road base and the placement of the rock aggregate base continued the week of August 28, and is scheduled to be completed on September 5. The excavation and base work will be followed by installation of concrete curb and gutter scheduled to begin shortly after the Labor Day holiday.

Knox Area – Phase 2 (Street Segments West of Knox Avenue including Knox Avenue, Haeg Drive, Haeg Circle, Valentine Terrace, W. 84th Street and W. 83rd Street)

August 25, 2017

2017-101 PMP Street Improvement Project
Zenith Area
(Zenith Avenue, Abbott Avenue, Beard Avenue)
Paving of the final layer of asphalt was completed earlier this week to substantially end work in the area. Installation of replacement trees will take place during the appropriate planting season in the fall. Punchlist items will remain.

W. 80th Street (from American Boulevard to Thomas Avenue)
Paving of the final layer of asphalt was completed earlier this week, as were the installation of sidewalk fencing and additional landscape work. Striping of the center median gore near the intersection of W. 80th Street and W. American Boulevard is expected to be completed early the week of August 28. Traffic control signs have been removed, and the road has been reopened completely to traffic.

Knox Area – Phase 1 (Street Segments East of Knox Avenue including W. 85th Street, W. 84th Street, Haeg Drive, W. 83rd Street, Irving Curve, Irving Avenue and Humboldt Avenue)
Installation of underground storm sewer pipe and structures continued this week and is scheduled to be completed early the week of August 28 in Phase 1 Streets, prior to proceeding to Phase 2 Streets.  Excavation of the existing road base, and placement of the rock aggregate base began this week in the southern portions of Phase 1 Streets and will proceed north, this work is scheduled to continue through the week of August 28.

Knox Area – Phase 2 (Street Segments West of Knox Avenue including Knox Avenue, Haeg Drive, Haeg Circle, Valentine Terrace, W. 84th Street and W. 83rd Street)
Removal of the existing asphalt took place late this week on Haeg Drive and Valentine Terrace, in anticipation of underground storm sewer installations scheduled to begin early the week of August 28. Storm sewer installations will begin near Haeg Drive and W. 86th Street and will proceed north through Haeg Drive, Haeg Circle and Valentine Terrace. Further removal of asphalt will take place late the week of August 28.

Humboldt Avenue area
(includes 100th Street, 102nd Street, Fremont Avenue, Emerson Avenue, Dupont Avenue, Colfax Avenue, Humboldt Avenue, 98 ½ Street, Girard Avenue, W 104th Street)
Sodding is complete and striping is anticipated to complete by early in the week of August 28.

93rd Street area (includes 93rd Street, 92nd Street, Vincent Avenue, Washburn Avenue)
Concrete replacement is complete, along with patching. Boulevard restoration and paving are anticipated to complete the week of August 28.

Heritage Hills Drive (Rich Road to France Avenue)
The remainder of the manhole adjustments, along with minor utility work, is scheduled to complete by the end of the week (weather permitting). Concrete removal has started and will continue the week of August 28, along with replacement of the concrete. Bituminous patching is anticipated to complete prior to Labor Day weekend. Boulevard restoration, milling and paving are scheduled to complete in early September.

Bloomington Ferry Road (Pioneer Trail to 96th Street)
Minor utility work along, with concrete removals, have been slightly delayed in this area and will begin after Labor Day.

August 18, 2017

2017-101 PMP Street Improvement Project
Zenith Area
(Zenith Avenue, Abbott Avenue, Beard Avenue)
Paving of the final layer of asphalt has been delayed due to inclement weather, and has been scheduled to occur early the week of August 21.

W. 80th Street (from American Boulevard to Thomas Avenue)
Excavation and infills of areas near the sound wall were completed the week of August 14, in anticipation of final paving, scheduled to be completed early the week of August 21. In addition to paving, a sidewalk fence is scheduled to be installed late the week of August 21.

Knox Area – Phase 1 (Street Segments East of Knox Avenue including W. 85th Street, W. 84th Street, Haeg Drive, W. 83rd Street, Irving Curve, Irving Avenue and Humboldt Avenue)
Installation of underground storm sewer pipe and structures began on W. 85th Street, and continued onto W. 84th Street east of Knox Avenue. Excavation of the existing soils and placement of the aggregate rock base is scheduled to begin Monday, August 21, and will follow areas where storm sewer installation has been completed.

Minor utility work, along with concrete removals, are anticipated to begin the week of August 28 in this area.

August 11, 2017

2017-101 PMP Street Improvement Project
Russell Ave area (Russell Avenue, Queen Avenue, Queen Circle, W. 108th Street, W. 107th Street)
The final layer of asphalt for the area has been paved to substantially complete reconstruction of the roads in the area. Tree replacement has been scheduled to occur during the appropriate planting season in the fall. Punchlist items remain.

Zenith Ave area (Zenith Avenue, Abbott Avenue, Beard Avenue)
Sod restoration and adjustment of utility structures will have been completed late the week of August 7th in anticipation of final paving, tentatively scheduled to occur late the week of August 14 or early the following week.

W. 80th St (from American Boulevard to Thomas Avenue)
Sod restoration and adjustment of utility structures will have been completed late the week of August 7th in anticipation of final paving, tentatively scheduled late the week of August 14 or early the following week. Clearing of trees in advance of construction are anticipated to complete this week.  Manhole adjustments are anticipated to begin the week of August 14.  Minor utility work along with concrete removals are scheduled for the week of August 21.

August 4, 2017

2017-101 PMP Street Improvement Project
Russell Area
(Russell Avenue, Queen Avenue, Queen Circle, W. 108th Street, W. 107th Street)
With the restoration of the area having been completed, the final layer of asphalt has been scheduled to be paved early the week of August 7th.

Zenith Area (Zenith Avenue, Abbott Avenue, Beard Avenue)
Restoration work in the area continues with boulevard grading, top soil and sod installation currently in progress, following the completion of asphalt driveways.  The adjustment of underground utility structures will begin early the week of August 7th, in preparation for final paving.

W. 80th Street (from American Boulevard to Thomas Avenue)
Utility conflicts near the retaining wall required a modification to the fence post installations; fence installation is scheduled to be completed August 7th.  Additional restoration, adjustment of utility structures and installation of signs are also scheduled to be completed the week of August 7th.

Knox Area – Phase 1 (Street Segments East of Knox Avenue including: W. 85th Street, W. 84th Street, Haeg Drive, W. 83rd Street, Irving Curve, Irving Avenue and Humboldt Avenue)
Reconstruction of the Knox Area will be split into two phases to accommodate the size of the neighborhood. Phase 1 will include work on all streets in the area east of Knox Avenue, not including Knox Avenue. Phase 2 will include all streets west of Knox Avenue, including Knox Avenue. Moving forward the updates will be provided for each phase separately.

Removal work is scheduled to begin in Phase 1 of the Knox Area the week of August 7th and will include pavement, driveway and tree removals. Installation of underground storm sewer is also expected to begin later the same week.

2017-102 PMP Street Maintenance Project
Humboldt Avenue area
(includes 100th Street, 102nd Street, Fremont Avenue, Emerson Avenue, Dupont Avenue, Colfax Avenue, Humboldt Avenue, 98 ½ Street, Girard Avenue, W 104th Street)
Concrete removal and replacement is complete on all streets except for 104th Street and 100th Street. Concrete work on those streets is scheduled for early in the week of August 7. Boulevard restoration has started and will continue late in the week of August 7. Milling and paving of the area is anticipated to occur the week of August 14 (weather permitting).

93rd Street area (includes 93rd Street, 92nd Street, Vincent Avenue, Washburn Avenue)
The MCES Interceptor Project and CenterPoint Energy gas main replacement projects are complete in the area, excluding some minor restoration. Minor underground utility work along with manhole adjustments as part of the 2017-102 PMP project are scheduled for the week of August 7. Concrete removal and replacement is anticipated to occur the week of August 14.

Heritage Hills Drive (Rich Road to France Avenue)
This area is anticipated to begin with minor utility work and tree removal late in the week of August 14 or the week of August 21.

Earlier this week, the initial layer of asphalt was completed for all streets in the area as was the remaining concrete work in the area. The adjustment of utility structures within the roadway, boulevard grading and paving of asphalt driveways are schedule to take place next week.

W. 80th Street (from American Boulevard to Thomas Avenue)
Construction of a retaining wall and concrete work for the area were completed this week in anticipation of the initial layer of asphalt scheduled to be paved early next week. The paving will be followed by installation of a fence adjacent to the retaining wall and restoration of boulevard areas.

Paving and boulevard restoration is complete. Striping is scheduled to complete by the end of the week.

Concrete removal and replacement has started and will continue the week of July 31. Boulevard restoration will follow concrete work late in the week of July 31 and the week of August 7.

93rd Street area (includes 93rd Street, 92nd Street, Vincent Avenue, Washburn Avenue)
The current projects in this area, which include the MCES Interceptor Project and CenterPoint Energy gas main replacement, are currently finishing restoration. The 2017-102 PMP Project is anticipated to begin in this area late in the week of July 31 with minor underground utility work.

Removal of existing sidewalk and a retaining wall were completed this week along with underground storm sewer work. Excavation and placement of the rock aggregate base will also be completed by the end of the week ahead of concrete work and the reconstruction of the retaining wall; both are scheduled for next week.

  • Milling and paving is scheduled for Friday, July 21 and Saturday, July 22 (weather permitting). The Contractor is approved to begin work at 6:00 am on Saturday, July 22.

Work is scheduled to begin on W. 80th Street on Wednesday, July 19 and will involve removal of existing concrete items and will be followed by storm sewer work and excavation the following days. Work on W. 80th Street will require a closure of between Thomas and American Boulevard, however local access for residents on W. 80th Street and Washburn Circle will be maintained.

Work on Zenith Avenue and Beard Avenue will be coordinated with a planned Hennepin County Maintenance project that includes a mill and overlay of Old Shakopee Road (CSAH 1) between France Avenue (CSAH 17) and Logan Avenue.

Excavation of W. 108th Street will take place Monday morning. Concrete crews will be in the area beginning Monday, working to install curb and gutter as well as concrete sidewalk and driveways. Tree removals in the area will be completed early next week.

Zenith Area (Zenith Avenue, Abbott Avenue, Beard Avenue)
The underground utility contractor began their work earlier this week and completed work on Beard and Abbott Avenue, they will continue their work on Zenith Avenue into next week. Upon completion of the storm sewer installation, the contractor will work to excavate the area and place the rock aggregate base. Tree removals in the area will be completed early next week.

82nd Street (24th Avenue to 28th Avenue), 26th Avenue (Lindau Lane to 82nd Street)
The remaining items to be installed include the Rectangular Rapid Flashing Beacon (RRFB) system, pedestrian lights on 26th Avenue and new light poles on 82nd Street and 26th Avenue. These items will be installed upon delivery either by late June-early July or will not installed until late July-early August after the X-games event is complete in the area.

86th Street (Nicollet Avenue to Portland Avenue)

  • Traffic is currently switched to the outer lanes while utility adjustments are completed in the center lane.
  • Boulevard restoration is scheduled for the week of June 19 and lane closures will be moved as work completes on both sides of 86th Street.
  • Milling and paving is scheduled for the week of June 26.

Chicago Avenue (86th Street to North Terminus)

  • Concrete replacement is scheduled to complete by the end of the week.
  • Reconstruction of the segment of Chicago Avenue between 83rd Street and Smith Park will complete by early in the week of June 19.

Concrete work will include construction of the new curb and gutter on Russell Avenue from W. 108th Street to just south of W. 107th Street, spot curb replacement will also occur in areas with existing curb and gutter. Removal of boulevard trees is scheduled for Monday morning ahead of the excavation work beginning on Queen Avenue.

Milling of this area is scheduled to begin on Tuesday, June 6, which will be followed by paving later in the week. Boulevard restoration has started and final placement of sod in the area will complete after paving is complete. Median plantings will be installed late in the week of May 29.

The second half of driveway entrances are scheduled to be installed late in the week of May 29. Boulevard restoration has started and will continue the week of June 5.

The new color will attempt to match that of the South Loop charcoal grey color, without having to remove and replace all existing red colored concrete. Sidewalk installation is complete and one half of all driveway entrances have been installed. The other half of the driveway entrances will be installed later in the week of May 29. This will be followed by boulevard restoration.

The Contractor will begin work in this area the week of May 29. Minor utility work including the removal and replacement of a hydrant will occur on Tuesday, May 30. Concrete removal and replacement on the south side of road will start the week of May 29 and continue for 1-2 weeks.

Old Cedar Avenue (86th Street to 82nd Street)
Concrete removal and replacement is complete. Boulevard restoration is anticipated to occur the week of May 29, which will be followed by milling and paving the week of June 5.

2017-102 PMP Street Maintenance Project
Mailings have been sent out to all properties adjacent to the 2017-102 PMP Street Maintenance Project informing them that the adjacent street has been selected as part of the overlay project.  Additional mailings will be sent out a week or two in advance of construction beginning in each particular neighborhood, giving more information on the construction along with both City and Contractor contact information.
One of the neighborhoods on this project includes portions of Fremont, Emerson, Dupont and Colfax Avenue between W. 102nd Street and W. 100th Street along with W. 102nd Street and W. 104th Street, which are directly adjacent to W. Bloomington Freeway.  A few residents have called or emailed staff since the mailings went out, regarding the status of W. Bloomington Freeway between W. 104th Street and W. 106th Street, which is not included as part of the 2017-102 Project.  This section of roadway is currently in poor condition and on the 5 year map for a full reconstruction, which would include new curb and gutter and a complete street reconstruction.  This section of roadway is within MnDOT ROW, and City and MnDOT staff will be working together on the replacement.  In addition, with the I-35W bridge over the MN River scheduled for replacement by MnDOT within the next 5 years, this construction work may have minor impacts on the W 106th Street intersection of I-35W, which would also impact W Bloomington Freeway. Given the need to coordinate with MnDOT on these items, staff didn’t want to miss the window to preserve the pavement in the neighborhood adjacent to W Bloomington Freeway at a lower cost than a reconstruct and included it in this year’s maintenance project.  Bloomington maintenance staff will continue to maintain and patch W. Bloomington Freeway until reconstruction occurs as per the agreement with MnDOT.

Striping of Lyndale Avenue was completed early this week ahead of ground-in pavement messages and crosswalks scheduled to be completed late this week.  The signal at W. 86th Street was not turned on this week due to complications with connecting the signal to power.  Xcel Energy will address the issue in the coming days.  The signal at W. 90th Street has been restored to working order.  The W. 94th Street signal work continues.

A public hearing was held in the council chambers at City Hall on Monday, November 7, 2016.  At the public hearing council approved the 2017-101 Feasibility Study and adopted the resolution to order all streets for construction, including all benefitting properties in a special assessment.

Xcel Energy began work on the lowering of the electrical duct earlier this week and will continue working into next week.  They are expected to complete this work by late next week or early the following week.  Electrical contractors are currently raising steel signal poles at W. 86th Street and will work on the corresponding electrical wiring next week.  Concrete for the W. 94th Street turn lane island will follow as will restoration items such as irrigation repairs and boulevard stabilization.

Rain water garden mulching is scheduled for the week of October 10 and tree planting on the entire project will occur in October.

Xcel Energy will work to lower an existing electrical duct near the intersection of W. 94th Street and Lyndale Avenue beginning next week.  Traffic control at the W. 94th Street intersection will need to restrict westbound traffic and a detour will be provided. This work is expected to take three weeks and will be followed by restoration work and subsequent paving.

Pillsbury Area (Pillsbury Avenue from W. 82nd Street to W. 81st Street and Wentworth Avenue from W. 82nd Street to W. 81st Street)
Previous work in the area completed by private companies postponed the milling and paving of the area to a time when the area could be completed concurrently with another segment.  As a result milling and paving are scheduled to take place at the end of October.

Installation of curb and concrete driveways is nearly complete in the entire neighborhood and the balance of this work is anticipated to complete early in the week of October 3.  Fine grading of class 5 on Washburn Avenue, 87th Street and the remainder of 87 ½ Street is scheduled for early in the week of October 3.  Paving of the first layer of bituminous will follow on these streets and is anticipated to occur late in the week of October 3.  This will be followed by boulevard restoration the week of October 10 along with the paving of the remainder of bituminous driveways.

The retaining wall at W. 98th Street was painted early this week to a more natural color and was subsequently graded in anticipation of concrete work to take place late this week.  Restoration of resident driveways will take place once the new concrete has properly cured and will be followed by landscaping work.

Removals were completed earlier than expected and will accommodate concrete work scheduled for the week’s end, barring weather delays.  Restoration, including grinding and striping of a new crosswalk, will follow.

The retaining wall at W. 98th Street will be painted on Monday, September 12 and will be followed by restoration of the area including concrete and/or asphalt restoration for the adjacent driveways.  The sidewalk has been reopened and will remain open, so long as work is not occurring.  In the event the sidewalk is closed for work, the signs and barrels will be removed at the end of the working day barring protection for uncured concrete.

Concrete removal and replacement began earlier this week and will continue on the eastside of Lyndale Avenue into next week.  Completion of the concrete and adjustment work on the eastside of Lyndale Avenue will be followed by a change in traffic control.  The change in traffic control will switch traffic from the southbound lanes to the northbound lanes to allow the crews to safely continue their work on the west side of Lyndale Avenue.  Electrical work in for new traffic signal poles will continue as well and has progressed with the installation of the signal pole bases.

Underground utility structures were reconstructed and adjusted this week and will continue into next week.  Future utility work will require changes to the traffic control that will utilize an All-Way Stop at the intersection of Lyndale Avenue and W. 90th Street.  Electrical work associated with traffic signal revisions continue.

The Humboldt Area was milled earlier this week and is scheduled to be paved on Monday, August 15th.  Restoration work was completed late this week as well.

Pillsbury Area (Pillsbury Avenue from W. 82nd Street to W. 81st Street and Wentworth Avenue from W. 82nd Street to W. 81st Street)
Concrete replacement work as the result of a utility project has been completed.  Restoration will follow prior to milling.

W. 98th Street Filtration Basin (Located East of the intersection of Nesbitt Avenue and W. 98th Street)
Construction of the filtration basin is scheduled to resume next Friday, August 19th.  In preparation for construction, the basin will be pumped and cleaned.

W. 98th Street Retaining Wall (2620 W. 98th Street)
Installation of the galvanized chain link fence took place this week and will include landscaping plantings to be planted at a later date.

Concrete work has started and is anticipated to complete early in the week of August 15.  This will be followed by fine grading of the class 5 late in the week of August 15.  The first layer of bituminous is anticipated to be paved the week of August 22.

Washburn Area (includes Washburn Avenue, Vincent Avenue, Thomas Avenue, Sheridan Avenue, Russell Avenue, Queen Avenue, 87th Street, 87 ½ Street)
Tree removal in the entire area has started and is anticipated to complete early in the week of August 15.

Pavement removal in the stage 1 area, which includes Queen Avenue, Russell Avenue, Sheridan Avenue and 87 ½ Street from Thomas Avenue to Queen Avenue is scheduled to begin Tuesday, August 16.  Storm sewer work in this area is scheduled to begin late in the week of August 15 and continue the week of August 22.  Excavation, grading and placement of class 5 will follow storm sewer work as it progresses.

Pavement removal in the stage 2 area, which includes Thomas Avenue, Vincent Avenue, Washburn Avenue, 87th Street and 87 ½ Street from Vincent Avenue to Thomas Avenue is anticipated to begin early in the week of August 29.  Similar to the stage 1 area, this will be followed by storm sewer work later in the week of August 29.

Sod installation, milling and paving of the final layer of bituminous is complete.  Punch list work remains.

90th Street (from 12th Avenue to Old Cedar Avenue)
Boulevard restoration along with raising of manholes and gate valves has started and is scheduled to complete the week of August 8.  Paving of the final layer of bituminous is anticipated to occur late in the week of August 8.  Final striping of the new pavement will occur approximately 3 days after the street is paved and 90th Street will be reopened to traffic at that time.

Lyndale Avenue (from W. 94th Street to W. 86th Street)
Installation of electrical conduit continues in the area, this work has also included the removal of existing traffic signal poles and the relocation of utility power poles.  Utility adjustments and reconstructions are scheduled to begin early next week.  Underground utility work will require lane closures, as such motorists are advised to use extra caution and to expect delays when traveling through the area. 
City forces will be sealcoating Lyndale Avenue south of W 94th Street on Sunday, August 7th.

Concrete work in the area has been completed.  Private utility work took place on Friday, August 5th and may require follow up concrete work early next week.  The area is anticipated to be milled on Tuesday, August 9th.  Paving will follow soon after.

W 98th Street Filtration Basin (Located East of the intersection of Nesbitt Avenue and W. 98th Street)
Iron filings needed to create iron enhanced sand have been received by the contractor.  Work on the filtration basin will begin upon completion of underground utility work in time sensitive area of town.  A late August/ early September timeline is expected for completion of the filtration basin.

W. 98th Street Retaining Wall (2620 W. 98th Street)
Installation of fence posts was completed this week and will be followed by some grading work behind the wall.  The color of the wall is currently being discussed with the contractors.

2016-102 PMP Street Maintenance Project
Lyndale Avenue (from W. 94th Street to W. 86th Street)
Bloomington’s mill and overlay project will begin on Lyndale Avenue Monday, August 1.  Traffic signal revision work will require removal of existing signal poles at the intersections of W. 94th Street and W. 86th Street, as such these intersections will require a 4-way stop.  Residents are advised to use extra caution when navigating through the Lyndale Avenue and to expect delays.
Xcel Energy continues installation of electrical conduit in the area and will begin installing light poles and bases next week.

East Bush Lake Road (Right Turn Lane at W. 86th Street)
Paving of the new East Bush Lake Road right turn lane is complete and will be striped on Saturday, July 30.

W. 84th Street (from Normandale Lake Boulevard to Normandale Boulevard)
Paving of the W. 84th Street was completed early this week after delays caused by the weather on Saturday, July 23.  The area has been pre-marked for striping, which will take place Saturday, July 20.

This large area will be broken into two stages, with stage 1 including Queen Avenue, Russell Avenue, Sheridan Avenue and 87 ½ Street from Thomas Avenue to Queen Avenue.  Stage 2 will include the remainder of the area which includes Thomas Avenue, Vincent Avenue, Washburn Avenue, 87th Street and 87 ½ Street from Vincent Avenue to Thomas Avenue.  The Contractor anticipates removing pavement and starting storm sewer work in stage 1 the week of August 15.  Stage 2 is anticipated to begin approximately 2 weeks after stage 1 as phases of construction progress.  More information will be given as construction nears.

Installation of ground in pavement messages and crosswalks were completed at W. 98th Street and Normandale Boulevard.

East Bush Lake Road (Right Turn Lane at W. 86th Street)
Restoration of the boulevard area was completed this week with plans to pave the final lift of asphalt on Saturday, July 23.

W. 84th Street (from Normandale Lake Boulevard to Normandale Boulevard)
Restoration of the boulevard areas adjacent to W. 84th Street were completed this week in anticipation of milling to take place on Wednesday, July 21 and Thursday, July 22.  This work will be followed by the final paving of the area and is scheduled to take place on Saturday, July 23.  The contractor has been granted a variance to begin work in the area between the hours of 4 AM – 7 AM and 10 PM – 11 PM on July 21, 22 and, 23.

Xcel Energy began their light pole replacement project early this week and their work is expected to last until the end of July. 
Bloomington’s mill and overlay project will commence on Lyndale Avenue following completion of Xcel Energy’s light pole replacement project.  The expected start date is Monday, August 1st.

Center Point Energy continues to work on the installation of gas services and will continue their work on the curb lanes of Lyndale Avenue.
The removal of light poles and bases will be completed late this week in anticipation of the light pole installation work scheduled to begin on Monday, July 18 by Xcel Energy.

W. 84th Street (from Normandale Lake Boulevard to Normandale Boulevard)

W. 98th Street from Nesbitt Avenue to Briar Road has been paved and is open to traffic.  Paving for the area occurred early this week and is awaiting final pavement marking to take place next Monday, July 11.  Restoration of the boulevards will also take place early next week.  Work on the filtration basin in the center median has been delayed; further information will be provided once a schedule has been determined.

East Bush Lake Road (Right Turn Lane at W. 86th Street)
Installation of concrete curb and gutter has been completed, as well as the adjacent pedestrian access ramps.  Additional prep work on the area will take place late this week in anticipation of the base course of asphalt pavement to be placed mid to late next week.

Auto Club Area (Auto Club Road, Bluff Drive and Normandale Boulevard)
The contractor completed both the milling of the existing roadways and paving of the area this week.  Final pavement marking will take place on Monday, July 11.  Restoration work in the area is scheduled to begin late this week to early next week.

Lyndale Avenue (from W. 94th Street to W. 86th Street)
Center Point Energy continues to work on the installation of gas services and will continue their work on the curb lanes of Lyndale Avenue.  Their work is expected to last until the end of next week to be followed by restoration.
As part of the 2016-102 PMP Overlay project the contractor will be removing light poles and light pole base in the area beginning next week on Monday, July 11.  This is preliminary work being done in conjunction with Xcel Energy’s light pole replacement project.


W. 84th Street (from Normandale Lake Boulevard to Normandale Boulevard)
The reconstruction and adjustment of existing utility structures has been completed this week. Removal and replacement of concrete curb and gutter, and concrete flat work is scheduled to take place early next week.  Work on existing traffic loop detectors is also scheduled to take place early next week.

Concrete curb and sidewalk replacement is complete in both areas.  Bituminous patching is complete on Garden Circle and the first layer of bituminous has been paved on Colorado Road.  Bituminous driveway patching is scheduled for Friday, July 1 on Colorado Road.  Boulevard restoration is scheduled for the week of July 5, which will be followed by paving of the final layer of bituminous on Colorado Road the week of July 11.

The Contractor anticipates starting excavation and grading for sidewalk installation on the south side of American Boulevard from Portland Avenue to Chicago Avenue the week of July 11.  This will also include a small fill-in section of sidewalk on the east side of Chicago Avenue just north of American Boulevard.

W. 98th Street from Nesbitt Avenue to Briar Road will be open late in the afternoon on Friday, July 1.  Residents in the area will have to follow the detour provided until the contractor completes paving of the area.  The road will be open to traffic for the holiday weekend and moving forward.
The contractor completed milling of the roadways and is currently working on restoration of the areas.  W. 98th Street from Nesbitt Avenue to Normandale Boulevard is scheduled to be paved Friday, July 1.  Nesbitt Avenue from W. 102nd Street to W. 98th Street is scheduled to be paved the morning of Wednesday, July 6.

East Bush Lake Road (Right Turn Lane at W. 86th Street)
Excavation and embankment work was completed in preparation for the installation of concrete curb and gutter to take place the day after the Fourth of July holiday.  The area will be graded and prepped for the base course of asphalt pavement late next week.

Auto Club Area (Auto Club Road, Bluff Drive and Normandale Boulevard)
Concrete work and the adjustment of existing utilities are expected to be completed Friday, July 1 before the holiday weekend.  With restoration occurring early next week after the holiday, followed by milling and paving scheduled to take place on Wednesday, July 6.

Lyndale Avenue (from W. 94th Street to W. 86th Street)
CenterPoint Energy has completed installation of their gas main at the intersection of Lyndale Avenue and W. 94th Street.  Restoration work has begun and is expected to be completed by week’s end.  Center Point’s services crew has begun work in the boulevards along Lyndale and will continue this work for an estimated two weeks.  Traffic control is expected to be removed prior to the holiday weekend.

W. 84th Street (from Normandale Lake Boulevard to Normandale Boulevard)
The contractor is schedule to begin work in the area immediately following the Fourth of July holiday.  Preliminary saw cutting may take place late this week.

The Contractor has been granted a noise exception for Saturday, June 25 to start at 7:00 am.  Paving of the first layer of bituminous is complete on Ewing Road and 104th Street.  Minor soil corrections will be completed on portions of 103rd Street and Drew Avenue prior to paving the first layer of bituminous on these street segments.  These corrections are anticipated to occur on Saturday, June 25 (weather permitting).  Paving of bituminous driveways is scheduled for Saturday, June 25 (weather permitting) and boulevard restoration is anticipated to start the week of June 27.

Washburn Area (includes Washburn Avenue, Vincent Avenue, Thomas Avenue, Sheridan Avenue, Russell Avenue, Queen Avenue, 87th Street and 87 ½ Street)
CenterPoint Energy anticipates completing gas service installation by early July in this area.  Street reconstruction is not anticipated to start until early August.

South Bay Area (includes South Bay Drive, South Bay Circle)
The Contractor has been granted a noise exception for Saturday, June 25 to start at 7:00 am.  Minor storm sewer work is complete.  Pavement removal on South Bay Drive is complete and excavation, grading and drain tile placement has started and will continue the week of June 27.  Placement of class 5 will follow behind excavation and grading.  Concrete replacement is anticipated to start late in the week of June 27 or the week of July 4.

90th Street (from 12th Avenue to Old Cedar Avenue)
90th Street is currently closed from 12th Avenue to Old Cedar Avenue and will remain closed until the completion of street reconstruction.  Pavement removal is complete.  Storm sewer and water main work has started and will complete the week of June 27.  The water main work, which includes a hydrant relocation and a minor pipe replacement, will require water main shutdowns for some properties along 90th Street and Bloomington Avenue on Monday, June 27.  Residents affected by these shutdowns have been notified.  Excavation, grading and placement of class 5 will follow behind storm sewer and water main work the week of June 27 and continue into the week of July 4.

Garden Circle (from Louisiana Avenue to West Terminus), Colorado Road (a location just north of Colorado Circle)
Pavement removal, excavation and subgrade correction in both of these locations is complete.  Concrete curb and sidewalk replacement is scheduled to begin Friday, June 24.  Bituminous patching in these areas is anticipated to occur the week of June 27.

Chalet Road (from Normandale Lake Drive to Hyland Hills Ski Chalet)
Three Rivers Park District is working with Canadian Pacific Railway to replace the railroad crossing on the south end of Chalet Road at the entrance to Hyland Hills.  This work is scheduled to occur between Monday, June 27 and Wednesday, June 29.  Chalet Road will be closed at the entrance to Hyland Hills during this work.  Street reconstruction work in this area is anticipated to begin in mid-July.

The contractor completed concrete work in the area and will begin work on the construction of a filtration basin in the center island.  Restoration of the area and paving of the W. 98th Street is scheduled to be completed.
The contractor has been granted a variance to begin work at 7:00 AM on Saturday, June 25.

W. 98th Street Retaining Wall (2620 W. 98th Street)
Work on the retaining wall has been postponed by the contractor due to scheduling conflicts.  Further information will be provided once a schedule has been determined.  The sidewalk adjacent to the wall has been closed.

Construction of a right turn lane at the intersection of East Bush Lake Road and W. 86th Street will begin on Monday, June 27.

The contractor will work on the reconstruction and adjustment of existing man holes, gate valves and catch basins beginning Monday, June 27.

Lyndale Avenue (from W. 94th Street to W. 86th Street)
CenterPoint Energy has completed restoration at the intersection of Lyndale Avenue and W. 90th Street.  Work at the intersection of W. 94th Street and Lyndale Avenue is scheduled to begin Monday, June 27, the intersection will be set to an all way stop and include a truck detour route.  Installation of the gas main and restoration is expected to last through the end of next week.

Telegraph Area (includes Telegraph Road, Rhode Island Avenue and Pennsylvania Road)

Restoration of sod in the area has been completed with minimal landscaping to be done early next week.  On Friday June 17 and Monday, June 20 the contractor will be working to complete milling and paving of the area.

Nesbitt Area (Nesbitt Avenue from W. 102nd to 98th Street and W. 98th Street from Nesbitt Avenue to Normandale Boulevard)

W. 98th Street will be closed from Nesbitt Avenue to Briar Road, the closure will last two weeks starting Friday, June 17 to Friday, July 1.  Residents in the area will have to follow the detour provided. The closure will be used to accommodate safe working conditions for workers and travelers alike.

The contractor has completed the reconstruction of existing man holes in the area and will proceed to the removal and replacement of existing curb and gutter.  During the closure of W. 98th  Street the contractor will work to install curb and gutter for a resized center island median that will feature an iron enhanced filtration basin to help treat storm water in the area.

The contractor has been granted a variance to begin work at 7:00 AM on Saturday, June 18.

W. 98th Street Retaining Wall (2620 W. 98th Street)

Removal of the wood timber wall at 2620 W. 98th Street will begin Monday, June 20 and is anticipated to last through the end of the week.

Auto Club Area (Auto Club Road, Bluff Drive and Normandale Boulevard)

Preliminary saw cutting was done this week in preparation for the work beginning Monday, June 20. The contractor will work on the reconstruction and adjustment of existing man holes, gate valves and catch basins early next week.

Lyndale Avenue (from W. 94th Street to W. 86th Street)

CenterPoint Energy has completed their work at the intersection of Lyndale Avenue and W. 90th Street and will next be working north of the intersection of Lyndale Avenue and W. 94th Street at the end of this week and into next week.  Once the installation of their main is completed the crews will work on the installation of gas services.

CenterPoint Energy has completed gas main installation in this area and service installation has started.  This in expected to take another 2-3 weeks to complete. 

 

South Bay Area (includes South Bay Drive, South Bay Circle)

Drain tile installation in South Bay Circle is complete.  Concrete removal has started in the area and will continue the week of June 20.  The removal of street pavement on South Bay Drive is scheduled to begin on Monday, June 20.  This will be followed by minor storm sewer work along with excavation, grading, drain tile placement and placement of class 5 the week of June 20.  This will continue the week of June 27. 

 

90th Street (from 12th Avenue to Old Cedar Avenue)

90th Street will be closed to through traffic from 12th Avenue to Old Cedar Avenue starting Monday, June 20 at 7am.  This closure is anticipated to be in place for 6-8 weeks and a detour will be provided.  The detour will utilize Portland Avenue, 86th Street and Old Cedar Avenue.  Access will remain open for north and southbound traffic on 12th Avenue with intermittent periods of time when access will be delayed.  Northbound and southbound traffic on Old Cedar Avenue will also remain open.  The Contractor is scheduled to complete street pavement removal on June 20 and 21, which will be followed by minor storm and water main work the remainder of the week.  The water main work will include water main shutdowns for some properties in the area either late in the week of June 20 or early in the week of June 27.  Residents affected by these shutdowns will be individually notified when a schedule has been determined.  CenterPoint Energy anticipates completing gas service work in the area the week of June 20. 

 

Garden Circle (from Louisiana Avenue to West Terminus), Colorado Road (a location just north of Colorado Circle)

These two roadways have individual locations of known subgrade soil issues with frost susceptible soils that have caused “frost heaves” in recent years.  The Contractor anticipates removing pavement, excavating and replacing material in these locations the week of June 20.  This work may also include removal and replacement of concrete curb and/or sidewalk in these locations.

2016-102 PMP Street Maintenance Project

Telegraph Area (includes Telegraph Road, Rhode Island Avenue and Pennsylvania Road)

Concrete work in the area has been completed and the contractor will be working to restore the area early next week.  The contractor will also be working to adjust manholes and gate valves in preparation for paving.  Paving is scheduled to be done late in the week following milling of the asphalt early next Friday and may extend into Saturday morning.

Nesbitt Area (Nesbitt Ave from 102nd to 98th and W 98th St from Nesbitt Ave to Normandale Blvd)
The contractor will continue to work on the reconstruction of existing manholes in the area and is expected to finish this work on Monday, June 13. That same day, the underground contractor will be installing new valves for the water main on W 98th St, this work will require a temporary shutdown of water for the residents in the area from 9:00 AM to 3:00 PM, Monday, June 13.  Affected residents have already been notified of the temporary shutoff via mailings.  Late next week the contractor will also be working on the removal and replacement of damaged concrete curb and sidewalks on Nesbitt.

Underground utility work was completed this week on Wednesday, June 1 as was the corresponding patching.  Removal and replacement of curb and gutter will be completed by week’s end with grading, patching and restoration scheduled for next week.

Nesbitt Area (Nesbitt Ave from 102nd to 98th and W 98th St from Nesbitt Ave to Normandale Blvd)

Reconstruction of existing sanitary and storm manholes is scheduled to begin Wednesday, June 8 barring any delays.  Installation of underground utilities will follow soon after.

Lyndale Avenue (from W 94th St to W 86th St)

CenterPoint Energy will begin restoration at the intersection of W 86th St and Lyndale next week beginning on Monday, June 6 and the work is expected to last a maximum of four days and continue to remain an All-Way Stop with a closure of the eastbound lanes.  Once restoration is completed traffic control will be removed and relocated to the intersection of Lyndale and W 90th St.

Construction is scheduled to begin early next week on Tuesday, May 24 north of Highwood Drive to the northern terminus on Telegraph Road, Rhode Island Avenue and Pennsylvania Road.  The limits of construction will also include the adjacent circles on each street.  Work will include the adjustments of the existing manholes and gate valves on each road as well as some manhole and catch basin reconstruction.

95th St has been reopened to traffic.  Boulevard restoration and paving of the final layer of bituminous are complete.  Striping is anticipated to complete by early in the week of November 23.

2015-101 PMP Street Improvement Project

Lyndale Avenue (from 82nd Street to 86th Street):  
Striping is complete along with median concrete and landscaping. Punch list work remains.        

89th Street area (includes 89th Street, Fremont Avenue, Emerson Avenue, Colfax Avenue): 
Sod installation is anticipated to complete by the end of the week of October 19 along with raising of manholes and gate valves. Paving of the final layer of bituminous is scheduled to begin the week of October 26.    

90th Street (from Lyndale Avenue to Wentworth Avenue): 
Traffic has been switched to the north side of 90th Street. Pavement removal is complete and initial grading and placement of class 5 is anticipated to complete by the end of the week of October 19 (weather permitting). Concrete removal and replacement is scheduled for the week of October 26. Signal work at the intersection of 90th Street and Lyndale Avenue will continue the week of October 26.    

95th Street (from Pleasant Avenue to Nicollet Avenue): 
95th Street between Pleasant Avenue and Nicollet Avenue is currently closed to through traffic and will remain for the duration of construction. Concrete removals along with grading and placement of class 5 is complete. Concrete work is scheduled to start late in the week of October 19 (weather permitting) and continue the week of October 26.

2015-101 PMP Street Improvement Project

Lyndale Avenue (from 82nd Street to 86th Street):  
Final striping is anticipated to occur late in the week of October 12 or the week of October 19. Median concrete work is scheduled to complete by the end of the week of October 12. Landscaping restoration within the median will be completed by late October.         

89th Street area (includes 89th Street, Fremont Avenue, Emerson Avenue, Colfax Avenue): 
Boulevard restoration and sod installation continues and will continue the week of October 19. Raising manholes of manholes and gate valves is anticipated to complete late in the week of October 12. Paving of the final layer of bituminous in the area will begin when sod installation is nearly complete, possibly the week of October 19.    

90th Street (from Lyndale Avenue to Wentworth Avenue): 
Final grading of class 5 is complete and paving of the first two layers of bituminous on the north side will complete by the end of the week of October 12. Traffic will be switched to the north side of 90th Street with removals beginning on the south side after this paving is complete either late in the week of October 12 or early in the week of October 19. Signal work at 90th Street and Lyndale Avenue continues. The intersection is currently in a 4-way stop condition and this will remain until signal work is complete. This signal work will require the closure of Lyndale Avenue on the north side of 90th Street for a period of 1-2 days, which has been slightly delayed. East and westbound traffic on 90th Street will remain open and northbound Lyndale Avenue traffic will be able to access 90th Street during the closure. Southbound Lyndale Avenue traffic will be able to take a right to head westbound on 90th Street during the closure. This is anticipated to occur mid-late in the week of October 19. A detour will be provided for this closure.  

95th Street (from Pleasant Avenue to Nicollet Avenue): 
95th Street between Pleasant Avenue and Nicollet Avenue is currently closed to through traffic and will remain for the duration of construction. The existing gate valves and manholes have been lowered and the pavement has been removed. Concrete removals along with grading and placement of class 5 has started and will continue the week of October 19. Concrete work will follow placement of class 5.

2015-101 PMP Street Improvement Project

Lyndale Avenue (from 82nd Street to 86th Street):  
Sod and seed installation is complete. The final layer of bituminous has been paved and the signal at 84th Street and Lyndale Avenue has been activated. Minor median concrete work and landscaping restoration will be completed this Fall. A contractor is currently installing new wiring and light poles along this corridor of Lyndale Avenue under a separate Xcel Energy project.        

89th Street area (includes 89th Street, Fremont Avenue, Emerson Avenue, Colfax Avenue): 
Paving of the first layer of bituminous is complete in this area. Boulevard restoration, sod installation and bituminous driveway placement continues in the entire area and will continue the week of October 12. The Contractor will also continue raising manholes and gate valves in the entire area the week of October 12.  

90th Street (from Lyndale Avenue to Wentworth Avenue): 
Concrete curb and sidewalk replacement on the north side has started and is anticipated to complete the end of the week of October 5. Final grading of class 5 will continue after concrete work is complete the week of October 12. Paving of the first two layers of the bituminous in this area is anticipated to occur late in the week of October 12 or the week of October 19. Signal work at 90th Street and Lyndale Avenue continues. The intersection is currently in a 4-way stop condition and this will remain until signal work is complete. This signal work will require the closure of northbound Lyndale Avenue on the north side of 90th Street for a period of 1-2 days and is anticipated to occur late in the week of October 12 or the week of October 19. A detour will be provided for this closure.   

95th Street (from Pleasant Avenue to Nicollet Avenue): 
95th Street between Pleasant Avenue and Nicollet Avenue will be closed to through traffic starting Monday, October 12 for approximately 6 weeks. A detour will be provided for this closure. Access will be maintained for residents that live along the corridor, the Fire Station and school busses during this closure. The Contractor is scheduled to lower existing manholes and gate valves early in the week of October 12, followed by pavement removal and grading/placement of class 5 later in the week of October 12.

89th Street area (includes 89th Street, Fremont Avenue, Emerson Avenue, Colfax Avenue):  The Contractor has been granted a noise exception for Saturday, October 3 from 7:00 AM – 9:00 AM in this area.  Concrete curb and driveway replacement on Emerson Avenue and Colfax Avenue is mostly complete with a minor amount of work to complete the week of October 5.  Paving of the first layer of bituminous on Fremont Avenue from 90th Street to 87th Street is complete and the remainder of Fremont Avenue along with 89th Street is anticipated to complete late in the week of September 28 (weather permitting).  This will be followed by boulevard restoration and paving of bituminous driveways.  Fine grading of class 5 on Emerson Avenue and Colfax Avenue is anticipated to complete early in the week of October 5, which will be followed by paving of the first layer of bituminous.  The Contractor has also started raising manholes and gate valves on the streets that have been paved and this will continue as more streets receive the first layer of bituminous.

90th Street (from Lyndale Avenue to Wentworth Avenue):  The Contractor has been granted a noise exception for Saturday, October 3 from 7:00 AM – 9:00 AM in this area.  Grading and placement of class 5 on the north side of 90th Street is anticipated to complete by the end of the week of September 28.  Concrete curb and sidewalk replacement on the north side is anticipated to occur the week of October 5.  Signal work at 90th Street and Lyndale Avenue has started and will continue the week of October 5.  The intersection is currently in a 4-way stop condition and this will remain until signal work is complete.

95th Street (from Pleasant Avenue to Nicollet Avenue):  Street reconstruction is anticipated to begin in this area the week of October 12.  95th Street between Pleasant Avenue and Nicollet Avenue will be closed to through traffic for the duration of construction with a detour provided.  The detour will utilize Lyndale Avenue, Old Shakopee Road and Nicollet Avenue.  Access will be maintained for residents that live along the corridor, the Fire Station and school busses during this closure.

The Contractor has been granted a noise exception for Saturday, September 26 from 7:00 AM – 9:00 AM for concrete and paving work in this area. Concrete curb and driveway replacement on Emerson Avenue and Colfax Avenue has been delayed due to the recent rain and is anticipated to begin late in the week of September 21. Paving of the first layer of bituminous on Fremont Avenue was also delayed due to the rain and is scheduled for late in the week of September 21 (weather permitting). This will be followed by boulevard restoration and paving of bituminous driveways. Fine grading of class 5 on 89th Street along with paving of the first layer of bituminous is anticipated to complete the week of September 28.  

90th Street (from Lyndale Avenue to Wentworth Avenue): 
The Contractor has been granted a noise exception for Saturday, September 26 from 7:00 AM – 9:00 AM for grading in the area. Concrete removals along with grading and placement of class 5 on the north side of 90th Street was delayed due to the recent rain, but has started once again and will continue the week of September 28. Concrete curb and sidewalk replacement will occur after placement of class 5. Signal work at 90th Street and Lyndale Avenue is also anticipated to begin the week of September 28. The intersection will be placed in a 4-way stop condition when work occurs on the signal over the next few weeks. CenterPoint Energy has complete gas main and service installation in this area. 

95th Street (from Pleasant Avenue to Nicollet Avenue): 
Street reconstruction is anticipated to begin in this area in early-mid October.

As part of the feasibility investigation for the trail and road improvements along Old Cedar Avenue north of the bridge, geotechnical information will be gathered. One of the boring locations will require removal of brush to provide access for the drill rig. City crews will be out brushing this location as time permits. Braun Intertec has indicated that their rig schedule is out six weeks, but it may occur sooner if there is a cancellation especially given the proximity of the site to their office.

The Contractor has been granted a noise exception for Saturday, September 19 from 7:00 AM – 9:00 AM for final milling and patching in this area. Raising of manholes and gate valves in this area is complete. Concrete work is complete except for some minor median work. Sod and seed installation is scheduled to start late in the week of September 14 (weather permitting) and continue the week of September 21. The final layer of bituminous is anticipated to be paved the week of September 21. Electrical work at the 84th Street and Lyndale Avenue intersection is anticipated to complete late in the week of September 14, with the signal being turned on after paving of the final layer of bituminous is complete. Minor median landscaping restoration will remain after the final layer of bituminous is paved.     

89th Street area (includes 89th Street, Fremont Avenue, Emerson Avenue, Colfax Avenue): 
Concrete curb and driveway replacement is complete on Fremont Avenue and most of 89th Street with the remainder to complete the week of September 21. Concrete curb and driveway replacement on Emerson Avenue and Colfax Avenue is anticipated to begin the week of September 21. Fine grading of class 5 in preparation for the first layer of bituminous on Fremont Avenue is nearly complete and paving of the first layer of bituminous is scheduled for early in the week of September 21. This will be followed by boulevard restoration and paving of bituminous driveways. Fine grading of class 5 on 89th Street along with paving of the first layer of bituminous is anticipated to begin the week of September 21.  

90th Street (from Lyndale Avenue to Wentworth Avenue): 
Storm sewer work is complete. Pavement removal on the north half of 90th Street is complete and traffic has been shifted to the south side of 90th Street with one lane in both directions. Grading and placement of class 5 has started and will continue the week of September 21. CenterPoint Energy has started replacing approximately 500’ of gas main on the north side of 90th Street from Lyndale Avenue to the east and will complete early in the week of September 21. This work will require northbound Lyndale Avenue to be closed for 1-2 days at the north side of the 90th Street intersection to allow for the gas main connection at the intersection of 90th Street and Lyndale Avenue. Southbound Lyndale Avenue will remain open during this closure along with east and westbound traffic on 90th Street at Lyndale Avenue. This closure is scheduled to begin on Monday, September 21 and reopen by the end of the day on Tuesday, September 22.

Raising of manholes and gate valves in this area continues and is anticipated to complete the week of September 14. Concrete work is nearly complete with primarily median work remaining, which is anticipated to complete the week of September 14. Electrical work at the 84th Street and Lyndale Avenue signal continues and is anticipated to complete the week of September 14. Boulevard restoration and placement of topsoil is nearly complete with sod and seed installation anticipated to begin the week of September 14. Traffic will be shifted as needed to the outer and inner lanes as restoration completes in the boulevard and median.        

89th Street area (includes 89th Street, Fremont Avenue, Emerson Avenue, Colfax Avenue): 
Grading and initial placement of class 5 is complete. Concrete curb and driveway replacement is complete on Fremont Avenue between 90th Street and 87th Street along with a portion of 89th Street. Fine grading of class 5 in preparation for the first layer of bituminous in the area that has received curb is scheduled for the week of September 14. Concrete curb and driveway replacement in the remainder of the 89th Street area is scheduled to begin mid-week of September 14.

Paving of the final layer of bituminous is complete. Punch list work remains.

Boulevard restoration was delayed due to the recent rain and is anticipated to complete by the end of the week of August 17 with sod installation to follow early in the week of August 24 (weather permitting). Raising of manholes and gate valves has started and is anticipated to complete late in the week of August 17. The remaining concrete work  will complete late in the week of August 17 or early in the week of August 24. Paving of the final layer of bituminous is anticipated to occur late in the week of August 24.

The Contractor is anticipating starting work in this area late in the week of August 24. The first phase will include a closure of the inner lanes with traffic moved to the outer lanes in both directions. Final milling and paving is scheduled for the week of August 24.

Auto Club Road Retaining Wall: 
The Contractor has been granted a noise exception for Saturday, August 22 from 7:00 AM – 9:00 AM in this area. Concrete curb and gutter installation is complete on Auto Club Road adjacent to the wall. Sidewalk is anticipated to be installed late in the week of August 17 and fence installation is scheduled for the week of August 24. Grading of class 5 and paving of the first layer of bituminous on Auto Club Road is also scheduled for the week of August 24. This will be followed by topsoil and turf restoration in front of the wall.

The Contractor has been granted a noise exception for Thursday, August 13 to Saturday, August 15 from 3:00 AM-7:00 AM for milling and paving in the area.  Milling of West 78th Street and Johnson Avenue is complete.  Final paving on West 78th Street, Johnson Avenue and Minnesota Drive is scheduled for Friday, August 14 and Saturday, August 15 (weather permitting).  Sanitary sewer work on West 78th Street is complete and West 78th Street has been re-opened to traffic in the location of this work.  Final striping in the area is scheduled for the week of August 17

Nicollet Avenue, W 102nd Street (includes Nicollet Avenue from West 98th Street to West 102nd Street, West 102nd Street from Lyndale Avenue to Nicollet Avenue): 
The Contractor has been granted a noise exception for Saturday, August 15 from 7:00 AM-9:00 AM in this area.  Concrete removal and replacement is anticipated to complete by the end of the week of August 10.  Boulevard restoration along with manhole and gate valve adjustment is scheduled for the week of August 17.  Final milling and paving has been slightly delayed and is anticipated to occur the week of August 24.

Auto Club Road Retaining Wall: 
Installation of the retaining wall is complete.  Restoration on Auto Club Road in the boulevard and around the new retaining wall is scheduled for the weeks of August 17 and 24.   Traffic is currently shifted to the west bound side of Auto Club Road with one lane in both directions.

Concrete and bituminous removals adjacent to the retaining wall are scheduled to begin Mon, August 3.  Xcel energy will be relocating an existing underground electric line mid-week of August 3 with removal of the existing retaining wall starting later in the week of August 3.  Traffic will be shifted to the west bound side of Auto Club Road for the duration of the work with one lane maintained in both directions.

Work continues in the existing phase on the east side of Lyndale Avenue.  Storm sewer work and manhole reconstruction is complete.  Concrete removals along with grading and placement of class 5 are anticipated to start by the end of the week and will continue the week of June 29.  Signal work at the intersection of 84th Street and Lyndale Avenue will also continue the week of June 29.  Weather permitting, the Contractor is anticipating to pave the first two layers of bituminous on the east side of Lyndale Avenue the week of July 6. 

1st Avenue (from 100th Street to 102nd Street):
Concrete work is complete along with paving of the first layer of bituminous.  Paving of bituminous driveways, boulevard restoration and raising of manholes and gate valves will continue the week of June 29.

11th Avenue (from 98th Street to 100th Street):
Concrete work is nearly complete with minor curb and sidewalk replacements remaining.  Paving of the first layer of bituminous is complete.  Paving of bituminous driveways, boulevard restoration and raising of manholes and gate valves will continue the week of June 29.

89th St area (includes 89th Street, Fremont Avenue, Emerson Avenue, Dupont Avenue, Colfax Avenue):  
CenterPoint Energy continues gas service installation in this area, which is anticipated to take another 2 weeks to complete.

Park Avenue (from 90th Street to 88th Street): 
The Contractor anticipates removing the existing pavement the end of the week of June 22 along with starting storm sewer work.  This work will continue the week of June 29.

2015-102 PMP Street Maintenance Project

Morris Area (includes Morris Rd, W 88th St):
The Contractor has been granted a noise exception for Saturday, June 20 from 7am – 9am in this area.  Manhole adjustment, patching and milling of the pavement is scheduled for the week of June 29.  This will be followed by boulevard restoration.  Concrete removal and replacement in this area has started and will complete the week of June 29.

Oxborough Area (includes Rich Rd, W 95th St, W 95 ½ St, Oxborough Curve):
The Contractor has been granted a noise exception for Saturday, June 20 from 7am – 9am in this area.  Concrete removal and replacement is complete.  Bituminous patching and manhole adjustment has started along with boulevard restoration.  Milling of the pavement is scheduled for mid-week of June 29 which will be followed by paving of the final layer of bituminous.

Rich Area (includes Rich Ave, Palmer Ave, Quinn Ave, Stanley Ave, Toledo Ave, W 109th St, Toledo Cir, W 108th St):  
CenterPoint Energy continues gas service replacement in the area.

Minnesota Drive, Johnson Avenue and W 78th Street (includes Mn Drive from Johnson Ave to Edinborough Way, Johnson Ave from Mn Drive to W 78th St, W 78th St from W 78th St Cir to Johnson Ave):
The Contractor anticipates starting work in this area the week of July 6 which will require lane closures as work proceeds in the area.  Sanitary sewer work on W 78th St just south of Johnson Ave will require a road closure which is anticipated to occur in mid-July.  More information will be given when a schedule is determined.

Traffic has been shifted to the west side of Lyndale Avenue with one lane in both directions as work has started on the east side of Lyndale Avenue.  Storm sewer work and manhole reconstruction has started and will continue the week of June 15.  Bituminous and concrete removals have started and will continue the week of June 15. 

1st Avenue (from 1st Avenue from 100th Street to 102nd Street)
Class 5 installation on the roadway is complete.  Concrete work is scheduled for the week of June 15.

11th Avenue (from 11th Avenue from 98th Street to 100th Street)
Class 5 installation on the roadway is complete.  Concrete work is scheduled for the week of June 15.

CenterPoint Energy has completed gas main installation and has started gas service installation.  This is anticipated to take approximately 3-4 weeks to complete.

CenterPoint Energy has started gas main and service installation in the area and anticipates completing early in the week of June 15.  The Contractor anticipates starting storm sewer work in the area as part of the 2015-101 Project upon completion of CenterPoint Energy’s work late in the week of June 15 or the week of June 22.

The Contractor has been granted a noise exception for Saturday, June 13 from 7am – 9am in this area.  Raising of manholes and gate valves along with boulevard restoration is complete.  Milling is anticipated to complete on Thurs, June 11 (weather permitting).  Paving of the final layer of bituminous is scheduled to complete late in the week of June 8.

Morris Area (includes Morris Rd, W 88th St)
Tree removal is complete.  The concrete removals in this area have been slightly delayed and will occur in late June.

2015-101 PMP Street Improvement Project

Lyndale Avenue (from 82nd Street to 86th Street)
The Contractor has completed removing a portion of the surface median between 83rd St and 82nd St and will be temporary paving this location to provide a crossover for traffic. Traffic will be shifted to the west side of Lyndale Avenue on Mon, June 8 with one lane in both directions as reconstruction of the east side of Lyndale Avenue begins. Bituminous and concrete removals along with storm sewer work will begin on the east side following the traffic switch the week of June 8. Access will remain open for businesses on the east side of Lyndale Avenue when this area is reconstructed with access open to 84th Street and also Garfield Circle from W 86th Street.

1st Avenue (from 1st Avenue from 100th Street to 102nd Street)
Storm sewer work in the area is complete. Street pavement has been removed and the Contractor plans to begin grading and placing class 5 the week of June 8.

A Pre-Construction Conference was held on Wednesday May 20 in the Bloomington Public Works Training Room.  The Contractor anticipates starting work on the project the week of June 1, with the first areas to be started including 1st Avenue, 11th Avenue, and Lyndale Avenue.  More information will be given next week when a firm schedule has been determined.

89th St. area (includes 89th Street, Fremont Avenue, Emerson Avenue, Dupont Avenue, Colfax Avenue):  
CenterPoint Energy will be replacing gas main and services in this area prior to start of reconstruction work for the 2015-101 Project.  This work is scheduled to start on Fri, May 22 and is anticipated to last approximately 4-6 weeks. 
 

2015-102 PMP Street Maintenance Project

Concrete replacement has started and will continue the week of May 25.  Raising of manholes and gate valves are scheduled for late in the week of May 25, which will be followed by boulevard restoration.

Minor storm sewer work and manhole reconstruction has started and is anticipated to complete by Fri, May 22.  Concrete removal and replacement is scheduled for the week of May 25.

CenterPoint Energy is currently replacing gas main and services in this area and is anticipated to complete by the week of June 1.  The Contractor for the 2015-102 Project anticipates starting work in this area the week of June 1 following the completion of the CenterPoint Energy work.
