Bloomington Housing Choice Voucher Program
The Housing Choice Voucher (HCV) Rent Assistance Program helps very low-income households with rent payments. The HCV Program is a federal program, learn more on HUD's website here: HUD Housing Choice Voucher Fact Sheet.
The waiting list for the Bloomington Housing Choice Voucher Program (Section 8) is currently OPEN.

Applications are currently being accepted via the online portal for the Housing Choice Voucher and Project Based Voucher waiting lists. There is an estimated waiting time of approximately 5-10 years. The HRA communicates via email to applicants 2x per year to update records and requires a response to maintain your position on the waitlist.

Project Based Voucher-Rosalyn Apartments
Bloomington HRA will be selecting eligible households for 8 1-bedroom, project-based units within the new 55+ Rosalyn Apartments located at 700 American Blvd, West Bloomington, MN 55420. Online applications for the Project Based Voucher at the Rosalyn Apartments will open on Monday, January 12, 2026 at 8:00am and CLOSE on Friday, February 6, 2026 at 4:30pm.

As a program participant, you are required to complete an annual recertification of income. If your income changes during the year, the change must be reported to our office within 10 business days. Unit inspections are completed every 2 years.

The Housing Choice Voucher Program is a three-way partnership between property owners, tenants, and the HRA. Learn more about participating in the program on HUD’s website.
Owner responsibilities:
- Show available units
- Screen and approve prospective tenants
- Complete Request for Tenancy Approval form
- Provide proposed lease
- Sign and return contracts
- Enforce terms of lease
- Maintain safe and habitable units

Effective October 2025, National Standards for the Physical Inspection of Real Estate (NSPIRE) will be used to inspect housing units and properties of tenants using a Housing Choice Voucher, formally known as Section 8. NSPIRE inspections focus on deficiencies deemed to be the most important indicators of housing quality.

Housing Choice Voucher program participants have the ability to transfer or “port” their voucher to a different city or state while retaining their rental assistance. To port out your voucher to another jurisdiction you must notify your current housing authority and give proper notice to your current landlord. The current housing authority will send your file to the new housing authority. You will be contacted by the new housing authority once all portability paperwork is received.

As an agency administrating the federal Housing Choice Voucher (Section 8) program, the Bloomington HRA is required by the U.S. Department of Housing and Urban Development (HUD) to file a 5-Year Agency Plan and annual updates to that plan. The plans are a comprehensive guide to the BHRA's policies, programs, operations and strategies for meeting local housing needs and goals. The most recent 5-year Agency Plan and Housing Choice Voucher Administrative Plan are below and also available in the Housing and Redevelopment Authority (HRA) office Monday thru Friday between the hours of 8 a.m. and 4:30 p.m. at 1800 West Old Shakopee Road, Bloomington, MN 55431.
