The Bloomington City Clerk’s Office is an authorized Passport Acceptance Facility located at Bloomington Civic Plaza, first floor, City Clerk counter. 

Passport applications are BY APPOINTMENT. Appointments are available Monday through Friday, 8:00 a.m. – 2:00 p.m.  We offer routine service but you also have the option of paying an additional $60 for expedited service to receive your passport.

Mail delays are impacting when passport applications are received for processing. Processing times begin the day an application is received at a passport agency or center not on the day the customer applied for a passport at an acceptance facility.

Routine service can take up to 6-8 weeks. The weeks begin the day an application is received at a passport agency or center to the day a new passport is received.  

Expedited service (for an additional $60) can take up to 2-3 weeks.  The weeks begin the day an application is received at a passport agency or center to the day a new passport is received. 

For faster mailing times, customers may opt to pay for 1-2 day delivery service for applications mailed to Passport Services and for the return mailing of their new passport.

You need an appointment if:

  • You are a first time applicant.
  • You are under 18.
  • Your previous passport was issued over 15 years ago.
  • Your previous passport was issued when you were under the age of 16.
  • Your previous passport is badly damaged, lost or stolen.
  • Your previous passport was in a different name and you are unable to submit proper documentation to reflect the name change.
  • Your previous passport was a limited validity passport.

You DO NOT need an appointment if you can renew by mail.

If you are experiencing symptoms related to COVID-19 please cancel your appointment and reschedule for a later time.

Renewal by mail is required if all of the following are true:

Your most recent U.S. passport:

  • Is undamaged and can be submitted with your application;
  • Was valid for 10 years;
  • Was issued within the last 15 years; and
  • Was issued in your current name or you can legally document your name change with original or certified copy of your marriage certificate or the government-issued document evidencing your legal name change.

Complete the DS-82 for renewal applications and follow the directions.  The DS-82 is also available at the City Clerk counter in Bloomington Civic Plaza

Passport renewal photos are available for $15.  No appointment needed for photos only.

Make your appointment online

  • Please select the number of appointments you need for in-person applicants (see above regarding mail-in renewals).
  • We cannot process more applicants than the number you have booked for your appointment. For example, if you book an appointment for three applicants, we are able to process three applications, but will not have time to process four or five.
  • If no appointments are shown, we are booked for the week.

Appointments are open Monday mornings (about 9 AM) for the following week.  We are only scheduling appointments for ONE WEEK out at a time.  If there are no appointments available check back online the following Monday.

Be advised – if you show up for your one appointment with more than one applicant – ONLY ONE PERSON WILL BE PROCESSED.

Complete the DS-11 form in black ink. You will receive instructions in an email confirmation. To modify or cancel your appointment, follow the prompt on the yellow bar in your email confirmation.

Minors

Applicants 15 and younger must appear in person with BOTH parents. If they had a previous passport they must submit the old passport AND their birth certificate. Applicant and both parents must be present at the time of the appointment to begin.

Applicants 16 and 17 years old must appear in person with one parent. If they had a previous passport, they can submit either the old passport or their birth certificate as proof of citizenship.

*For U.S. Department of State fees:  Check or money order only.  A separate check or money order is required for each application.

*U.S. Department of State fees and City of Bloomington fees cannot be combined. They are 2 separate payments.

Domestic travel in 2023-2025

Federal agencies will continue to accept standard Minnesota driver's licenses and identification cards for official purposes until May 7, 2025. After May 7, 2025, a REAL ID, Enhanced driver's license or ID or passport will be required for those wanting to board domestic flights or enter federal facilities.

Real ID -vs- Standard DL -vs- Enhanced DL

You have a choice of Real ID, Enhanced ID or Standard ID. All are valid for driving and most identification purposes. Only Real ID and Enhanced ID are acceptable for domestic air travel after May 3, 2023.  A passport is also a Real ID.
