Rental Housing Code Updates

The Bloomington City Council adopted changes to the Rental Housing Code at their regular meeting on April 25, 2022. These changes went into effect on May 5th, 2022. 

The changes include: 

  • Updated definitions
  • Adopt 2021 International Property Maintenance Code
  • All non-owner occupied state-licensed or registered group homes/housing need a city rental license
  • Update rental licensing procedures & reinspection fees
  • Rental occupancy standard based only on space; no longer limited to 4 unrelated persons
  • 60-day limit to pass the initial pre-licensing inspection after submitting application & license fee  
  • $100 re-inspection fee if inspection was unsuccessful due to lack of entry or missed appointment by the landlord or tenant
  • Repeal of crime-free provisions

The focus of the Rental Licensing and Inspection Program is to maintain the quality and stability of rental dwelling units which will preserve the value of land and buildings throughout Bloomington. Rental housing conditions that adversely affect or are likely to adversely affect the life, safety, general welfare and health of renters can be corrected and prevented by enforcing minimum standards within the city.

The Rental Housing program licenses many types of rental dwelling units including:

  • Single-family homes
  • Townhouses
  • Condominiums
  • Duplexes
  • Multi-family buildings and units
  • Group Housing
  • Accessory dwelling units

Environmental Health Inspectors annually inspect both the interior and exterior of all rental dwellings within Bloomington. They also respond to complaints concerning rental properties and systematically inspect the exterior of rental units throughout the year. In addition, at least 10% of all multifamily dwelling units are inspected each year.

Rental Program Information
