Ranked choice voting rules state a candidate is elected on election night if they receive at least 50% +1 of all votes cast. This is called the “maximum possible threshold.” All votes cast includes first-choice votes for a candidate on the ballot, first-choice votes for write-in candidates, overvoted first-choice votes and undervoted first-choice votes.
The maximum possible threshold was not met by candidates in the City Council Member At-Large race, the City Council Member District 3 race or the City Council Member District 4 race. These three races will require ranked choice voting tabulation. This counting begins at 9 a.m. on Thursday, Nov. 4 in the Black Box Theater at Bloomington Civic Plaza, 1800 West Old Shakopee Road.
