Bloomington, MN Four finalists have been selected to be interviewed for city manager in Bloomington. The finalists are Kathy Hedin, Interim City Manager, Bloomington, MN; Noah Schuchman, City Manager Golden Valley, MN; Cindy Steinhauser, Deputy City Administrator, Rochester, MN and Zach Walker, City Manager, Independence, MO. All four candidates have accepted the invitations and will have a first interview with the City Council on Monday, July 14.

The City of Bloomington engaged Mosaic Public Partners, a search firm that specializes in placing city managers and other public agency executives. The firm collected guidance and perspectives on city priorities and interests from city council members, community stakeholders, and city staff.  

The search, which opened on May 16 and closed on June 16, attracted candidates from across the country. Preliminary screening and vetting identified a group of candidates that were presented to the City Council on June 23. The Council selected the group of four candidates to invite as finalists.  

Bloomington is a home-rule charter city governed by a seven-member city council and operates under a council-manager form of government. The city manager will oversee a staff of 650 full- and part-time employees and a total budget of $242 million and a general fund budget of $110 million.

The city manager position was left vacant when former Bloomington City Manager Jamie Verbrugge resigned in December 2024 after 10 years to lead Catholic Charities Twin Cities.

Bloomington Chief Equity and Inclusion Officer Lauren Reynolds accepts a 2025 GreenStep City award at the annual League of Minnesota Cities conference.

Bloomington, MN – The City of Bloomington received an award for being a Steps 4 and 5 city in the Minnesota GreenStep program. Bloomington is one of 154 participating cities and Tribal nations in the 15-year-old challenge, assistance and recognition program.

“This award shows community members and other cities across Minnesota that the City of Bloomington is taking great steps in the direction of energy and resource conservation and innovation,” said Emma Struss, environmental sustainability coordinator and GreenStep program lead with the City of Bloomington.

Bloomington has implemented best practice actions to meet its sustainability goals with support from the GreenStep program and peers. The City's actions taken within the program focus on cost savings, energy use reduction, resource conservation, climate change and the encouragement of civic innovation. Creekside Community Center closed at the beginning of June to make way for the new Community Health and Wellness Center. Logan Lodge, 9930 Logan Ave. S., is the temporary location for many 50+ programs. The new space opened June 16 and will host activities including card groups, needleworking, crafting programs and more.

Each year the City Council approves a budget to fund City services such as Public Safety, Public Works, and Parks and Recreation. This year, like many other organizations in Minnesota and around the country, the City of Bloomington is facing budget challenges. City staff are navigating these challenges by looking for ways to prioritize what matters most like the services that have the greatest impact on the community.

What’s driving the budget pressure?
  • Expiring funding sources.

  • Rising costs of goods and services.

  • Aging infrastructure and facilities.

Shifting to Priority-Based Budgeting

To navigate these pressures, the City is implementing Priority-Based Budgeting—a set of government finance best practices to help:

  • Evaluate all City programs based on outcomes and community value.

  • Align resources with the Bloomington. Tomorrow. Together. strategic plan priorities.

  • Increase transparency and accountability.

  • Make data-driven, strategic decisions.

What you need to know
  • We’re committed to understanding the impacts of these budget decisions on the community.

  • We’ll use resident feedback, data and new tools to make strategic, sustainable decisions.

  • Final decisions rest with the City Council, with guidance from City staff and the new budgeting model.
