Community Development Block Grant (CDBG)

The City is soliciting public comments on its 2026 draft Community Development Block Grant (CDBG) Annual Action Plan which will be submitted to the U.S. Department of Housing and Urban Development (HUD) in May 2026. Notice is hereby given that the City Council will, at a regular meeting of the City Council to be held on Monday, April 13, 2026, at 6:30 p.m., conduct a public hearing to consider the plan.The hearing will be held in the Council Chambers of the Municipal Building located at 1800 West Old Shakopee Road, Bloomington. A copy of the detailed budget and Action Plan is available in the Housing and Redevelopment Authority (HRA) offices between the hours of 8:00 a.m. and 4:30 p.m. until the day of the closing of public comment period. The plan is also available for review below:

Public Comment Period and Process:

Using the Citizen Participation Process, the draft plan is available for a 30-day public review and comment period from March 12, 2026, through April 12, 2026. Written comments can be submitted by email or mail through April 12 and will be included in the documents submitted to HUD.

CDBG funding sources include a 2026 CDBG allocation at $465,000, any prior year carry-over funds estimated at $300,000, previously received program income at $300,000 and anticipated program income estimated at $300,000 for a total proposed 2026-2027 CDBG Program Year budget of $1,365,0000.
