The Capital Improvement Plan (CIP) is a planning tool based on long-range physical planning and financial projections that forecast the City, the Bloomington Port Authority (Port), and Housing and Redevelopment Authority for the City of Bloomington (HRA) capital needs over a ten-year period as building blocks to help achieve the City's strategic vision and mission. The CIP includes a detailed description of every Capital Project anticipated to be initiated during the ten-year period.

Proposed Amendment

On August 25, 2025, City Council will host a public hearing to consider amending the 2025-2034 CIP. The proposed amendment is available for review in advance of the public hearing.

Summary of changes

  1. The total amount for the Equipment Maintenance Garage (also referred to as the Fleet Garage or Fleet Maintenance Garage) was originally listed only in 2025. The amendment will split the amount between 2025 and 2026. The total has not changed.
  2. The public works materials storage shed (also referred to as the Salt Shed) was originally described in the Original Plan as being financed from “Other Sources” in the amount of $4,900,000. The Salt Shed project cost is now $14,000,000 and will be financed with proceeds of CIP Bonds.

2025-2034 CIP

The 2025-2034 Capital Improvement Plan (CIP) was adopted by the City Council after a Public Hearing at the December 16, 2024 City Council Meeting. The preliminary draft was presented at the October 28, 2024 City Council Meeting and brought to the Planning Commission in November 2024.

The CIP Tracker provides status updates on projects beginning or underway in 2025 with estimated costs above $175,000. Activities are updated quarterly. While dollar amounts align with the estimates included in the approved CIP, actual costs may change.
