Capital Improvement Plan (CIP)

A Capital Improvement Plan (CIP) is a planning tool based on long-range physical planning and financial projections that forecast the City, the Bloomington Port Authority (Port), and Housing and Redevelopment Authority for the City of Bloomington (HRA) capital needs over a ten-year period as building blocks to help achieve the City's strategic vision and mission. The CIP includes a detailed description of every Capital Project anticipated to be initiated during the ten-year period.

2025-2034 CIP

The City Council adopted its 2025-2034 Capital Improvement Plan (CIP) after a public hearing at the December 16, 2024 City Council Meeting. The preliminary draft was presented at the October 28, 2024 City Council Meeting and brought to the Planning Commission in November 2024.

On August 25, 2025, City Council hosted a public hearing to consider amending the 2025-2034 CIP and approved the amendment following the hearing. The proposed amendment was available for review in advance of the public hearing.

 

2026-2035 CIP Final Draft

The first draft of the 2026-2035 Capital Improvement Plan (CIP) was presented to the City Council at the October 20, 2025 Study Meeting and considered by the Planning Commission in November 2025. The final draft will be presented at the December 8, 2025 City Council meeting for consideration of adoption following a Public Hearing.

The CIP Tracker provides status updates on projects beginning or underway in 2025 with estimated costs above $175,000. Activities are updated quarterly. While dollar amounts align with the estimates included in the approved CIP, actual costs may change.
