The Purchasing Section coordinates most purchases of products (commodities) and services for the City of Bloomington and its departments. When Purchasing has current requests for bids, requests for proposals or requests for information, they are posted below, along with instructions for responding. Project documents are available for preview and download using the online system at https://bloomingtonmn.bidsandtenders.net

The Engineering Division coordinates most infrastructure construction projects. Engineering uses the RT Vision dashboard and ConneX to provide information about City projects in the planning stage, downloadable bidding documents and project management information.

The City of Bloomington will receive sealed lump sum bids until 11:00 A.M., Thursday, May 22nd, 2025 through the Bids and Tenders web portal. Bid documents will not be accepted in any other location or format. Bid documents sent directly to the City of Bloomington will be returned unopened and not considered for award. Bids will be opened publicly and read aloud during a live WebEx meeting immediately after the specified closing time. A link to the bid
opening can be obtained by emailing purchasing@bloomingtonmn.gov. All bids submitted are to be valid for sixty (60) calendar days.

SCOPE OF WORK DESCRIPTION:
The scope of work for this Project shall include, but not be limited to:
The Contractor shall be responsible for removal and disposal of all Asbestos-Containing Material associated with the Creekside Community Center as defined in the Non-Destructive Hazardous Building Materials Survey Report dated January 17, 2025. The Contractor shall also be responsible for protection to adjacent property and work. The contractor shall provide all materials, necessary labor and equipment to perform this service. All delivery and associated fees are to be included in bid price.

The City of Bloomington is seeking proposals for janitorial services for ten (10) City buildings in accordance with this Request for Proposal (RFP). The contract resulting from this RFP will be a fixed two (2)-year term contract with one (1) two (2)-year extension option. This RFP outlines the scope of services to be provided and the process for selecting the Vendor to be awarded the contract. Prospective contractors shall be responsible for the complete cleaning of all buildings listed and as such all contractors interested in submitting a proposal must properly inform themselves of the areas to be cleaned, size of the buildings, existing conditions, etc. The selected Contractor will be required to provide janitorial service with a defined quality control and inspection process to reduce callbacks.

The City of Bloomington, the Bloomington Port Authority, and the Housing Redevelopment Authority in and for the City of Bloomington (herein referred to collectively as the “City”) is seeking proposals from qualified individuals, firms, partnerships, and corporations having specific experience in the area(s) of bond counsel and are interested in providing other municipal finance legal services to the City. The City is seeking a firm that has multi-specialty resources that can be accessed, if needed, for any given transaction, and that can bring diverse experience and knowledge to support the City in its debt financing goals. The City intends to enter a five (5) year contract with the selected Consultant.

The City of Bloomington is seeking proposals for school-based youth substance use prevention programs serving the cities of Bloomington, Edina, and Richfield (BER). These programs must align with BPH’s mission to promote, protect, and improve the health of all. These programs should educate and empower students, families, and staff to address Opioid Use Disorder (OUD) and co-occurring mental health conditions. Successful programs will foster peer support, promote informed decision-making, encourage long-term recovery, and connect youth and families to community resources. Additionally, programs should also aim to reduce the impact of Adverse Childhood Experiences (ACEs) and strengthen protective factors to lower substance use risks and support overall well-being.

INVITATION FOR BIDS

Sealed bids will be received at the office of the City Engineer, 1700 W 98th St, Bloomington, MN 55431, up to the time of bid opening, for construction of the: 2025-501 South Central Sanitary Sewer Capacity Improvement Project

 

Which consists of:

1.Approximately1600    cubic yards of common excavation
2.Approximately2300tons of bituminous plant mixture
3.Approximately2600linear feet of concrete curb and gutter
4.Approximately1800tons of Class 5 aggregate base
5.Approximately2600linear feet 18" to 20" sanitary sewer
6.Approximately1100linear feet of 15" to 36" storm sewer
6.Approximately875square feet of 4” to 8” concrete walk or concrete pavement
8.Approximately1200square yards of sodding/seeding

 

Bids will be publicly opened and read aloud in the South Conference Room at 1700 W 98th St at 11:00 a.m. on Friday, May 2, 2025.
