The Purchasing Section coordinates most purchases of products (commodities) and services for the City of Bloomington and its departments. When Purchasing has current requests for bids, requests for proposals or requests for information, they are posted below, along with instructions for responding. Project documents are available for preview and download using the online system at https://bloomingtonmn.bidsandtenders.net

The Engineering Division coordinates most infrastructure construction projects. Engineering uses the RT Vision dashboard and ConneX to provide information about City projects in the planning stage, downloadable bidding documents and project management information.

The Bloomington Housing and Redevelopment Authority (HRA) announces the availability of up to seventy (70) Bring it Home (BIH) Project Based Vouchers (PBV).

The Bring It Home Rental Assistance Program, also referred to as “Bring It Home”, is a new program to create rental assistance for low-income families across Minnesota. Funded by state appropriations and a new metro sales tax for housing, the program will provide grants to eligible Program Administrators who will administer the program as direct tenant and/or project based rental assistance for cost burdened households at 50% area median income (AMI) or less. Priority for rental assistance shall be given to households earning under 30% AMI that include children.


The HRA applied and was awarded a 2-year grant from Minnesota Housing to administer Bring It Home in Bloomington. The program is modeled after the Housing Choice Voucher (HCV) Program and aims to expand vouchers across the state. Bloomington HRA was eligible to apply because it is actively administering a federally funded HCV program. Bloomington anticipates awarding up to 70 new PBV with this funding.


In the HCV program, Public Housing Authorities (or PHAs) enter into long-term contracts with property owners to provide rental assistance for designated units. Eligible households pay approximately 30% of their income toward rent, and the PBV subsidy covers the remainder. PBVs help preserve affordable housing and provide stability for both tenants and property owners. These Project Based Vouchers differ from a traditional voucher in that they are attached to a property unit instead of being assigned to a family.

The HRA aims to achieve the following outcomes through Project Based Vouchers funded by Bring It Home:

  • Increase the supply of high-quality, permanently affordable housing units within Bloomington.
  • Prioritize housing stability for extremely low-income households, seniors, households with disabilities, and others experiencing barriers in the rental market.
  • Promote equitable access to safe, accessible, and geographically diverse housing options.
  • Ensure PBV-assisted units are in developments that demonstrate long-term financial viability and strong property management capacity.
  • Support development partners that incorporate supportive services, resident engagement, or other strategies that strengthen long-term tenancy success.
  • Maximize the effective use of federal Housing Choice Voucher resources to benefit Bloomington residents.

Minimum Request: Ten (10) Bring it Home Project Based Vouchers

Priority Population: Priority will be given to proposals serving families with children under 18 years of age and households with annual incomes at or below 30% of the area median income (AMI).

PROJECT INFORMATION:
The City of Bloomington will receive sealed lump sum bids until 11:00 A.M. June 30th, 2026 through the Bids and Tenders web portal. Bid documents will not be accepted in any other location or format. Bid documents sent directly to the City of Bloomington will be returned unopened and not considered for award. Bids will be opened publicly and read aloud during a live WebEx meeting immediately after the specified closing time. A link to the bid opening can be obtained by emailing purchasing@bloomingtonmn.gov. All bids submitted are to be valid for sixty (60) calendar days.

BID SUBMITTAL AND OPENING:
Bids must be submitted on the Bid Submittal Form provided in accordance with the Contract Documents, Drawings, and Specifications as prepared by JLG Architects.
Bidders shall use complete sets of the Bid Documents in preparing their Bids. The City assumes no responsibility for errors or misinterpretations resulting from the use of incomplete sets of Bid Documents.

Oral, facsimile, email, hard copy, or telephone Proposals are considered invalid and will not receive consideration.
In making copies of these documents available, the City does not confer a license or grant permission for any other use of the documents other than for the purpose of obtaining and preparing Bids on the Work.
 

BID SECURITY:
A certified check or cashier’s check payable to the City of Bloomington, or satisfactory Bid Bond executed by the Bidder and a licensed surety company must also accompany the Bid in an amount not less than five percent (5%) of the total Bid to be forfeited as liquidated damages in the event that the bid be accepted and the Bidder fail to enter into a written contract and furnish the required bond within ten (10) days after the award of the contract.

BID BONDS:
Bond and/or Bid Security, as required in the Invitation to Bid, must be received in electronic format through the Bidding System with Bid Submission.
Physical copies of Bond and/or Bid Security must also be received in an envelope by the City of Bloomington within 3 business days of the Bid closing date. Oral, facsimile, email, or telephone Bonds or Bid Security are invalid and will not receive consideration.
The envelope shall bear the inscription: “Bid for (TITLE AND BID NUMBER SHOWN ON THE FACE OF THE BID DOCUMENT)”
The Bidder’s name; address; phone number shall be included in the envelope with the physical bond.

The provisions of Minn. Stat. 16C.285, Responsible Contractor, are imposed as a requirement of this contract. All bidders and persons or companies providing a response/submission to the Advertisement for Bids of the City shall comply with the provisions of the statute. Per Minn.
Stat. § 326B.701, unless exempt, any Person, as defined by Minn. Stat. § 181.723, subd. 1(a), who performs public or private construction services must register with the Department of Labor and Industry (DLI). Bidders must submit a copy of their Department of Labor and Industry (DLI) Building Construction Contractor Registration with the Bid.

The City of Bloomington is seeking proposals from qualified individuals, firms, partnerships, and corporations having specific experience in natural and upland resource restoration and management. This plan seeks to create a sustainable ecosystem within the Nine Mile Creek Lower Valley by implementing long-lasting, self-sustaining strategies.  The goal is to restore or guide the ecosystem toward a desired vegetation composition that reflects a natural community suited to the historic and future ecology of the Nine Mile Creek and Minnesota River corridors.

The city will post proposers for each project after the proposal deadline, however the awarded vendor cannot be identified until under contract with the city. Proposers are published on Bids&Tenders.
