Civil Engineering Services for Development of a 4-acre housing site (83rd Street and Xerxes Avenue)

The Housing and Redevelopment Authority for the City of Bloomington (“HRA”) is seeking proposals in coordination with the City of Bloomington Engineering Division from qualified consulting firms to provide engineering and site development services for the redevelopment of the St. Mark’s Church site, located at 8630 Xerxes Avenue South.

The purpose of this RFP is to retain a consultant to assist in planning, designing, construction support, and preparing the necessary documentation to support the development of small-scale (single-family and/or missing middle) residential lots on the 3.973-acre parcel. The HRA has purchased this site, the former St. Mark’s church property, for the intent of developing new owner- occupied housing units.
