PROJECT INFORMATION:
The City of Bloomington will receive sealed lump sum bids until 11:00 A.M. December 2nd, 2025 through the Bids and Tenders web portal. Bid documents will not be accepted in any other location or format. Bid documents sent directly to the City of Bloomington will be returned unopened and not considered for award. Bids will be opened publicly and read aloud during a live WebEx meeting immediately after the specified closing time. A link to the bid opening can
be obtained by emailing purchasing@bloomingtonmn.gov. All bids submitted are to be valid for sixty (60) calendar days.
 

SCOPE OF WORK DESCRIPTION:
The scope of work for this Project shall include, but not be limited to contracts for:

PRE-BID MEETING:
A non-mandatory pre-bid meeting will be held at 8:30 A.M., Thursday, November 13th, 2025 at Bloomington Public Works, Training Room 1700 W. 98th Street Bloomington, MN 55431. All prospective bidders are strongly encouraged to attend this meeting to become familiar with the project.

The City of Bloomington is seeking proposals for professional services to provide design, preparation of bid documents, and construction administration services for the implementation of the Carbon Dioxide Pressurized Solution Feed (“PSF”) System at the Bloomington Water Treatment Plant (the “Project”). The new system will replace the existing CO₂ gas feed system used for pH control in finished water.
