Bids and Requests for Proposals

The Purchasing Section coordinates most purchases of products (commodities) and services for the City of Bloomington and its departments. When Purchasing has current requests for bids, requests for proposals or requests for information, they are posted below, along with instructions for responding. Project documents are available for preview and download using the online system at https://bloomingtonmn.bidsandtenders.net

The Engineering Division coordinates most infrastructure construction projects. Engineering uses the RT Vision dashboard and ConneX to provide information about City projects in the planning stage, downloadable bidding documents and project management information.

Attending a Bid Opening

Bid openings are public, virtual meetings held on Microsoft Teams. Meeting information, including time, a link to join, and number to call-in are available on the Bids&Tenders page for each project. To find bid opening information after the bid closing, ensure the project filter is set to show all projects.

Finding Proposal and Bid Results

Bids

Apparent bid results are posted on each project page in Bids&Tenders. These are typically posted the same day as a bid opening. To find bid results after the bid closing, ensure the project filter is set to show all projects.

Proposals

The city will post proposers for each project after the proposal deadline, however the awarded vendor cannot be identified until under contract with the city. Proposers are published on Bids&Tenders. As some contracts require City Council approval, this information can be delayed. To find a list of proposers after the proposal deadline, ensure the project filter is set to show all projects.
