Notice of Public Hearing: Annual Miscellaneous Issues - Minor Policy Items

Case #PL2026-141 Notice Information

The Bloomington Planning Commission will hold a public hearing on September 3, 2026, at 6:00pm in the Council Chambers at Bloomington Civic Plaza, 1800 West Old Shakopee Road, Bloomington, Minnesota, 55431, or by electronic means as permitted by State law, to consider Case #PL2026-141 an application by City of Bloomington Planning Division for multiple amendments to the City Code, thereby amending Chapters 10 and 21 of the City Code. 

Proposed revisions are: requiring odor control standards for cannabis businesses [§ 10.22, 10.25, 10.26, 10.27, 21.302.22(d)]; establishing use allowances and a definition for car detailing [§ 21.209(d), 21.209(e), 21.209(f), 21.601]; clarifying applicability of tree preservation standards for single-family zoning districts [§ 21.301.14(a), 21.301.14(b)]; allowing trailer parking located in side and rear yards [§ 21.301.20(c)(5)(A), 21.301.20(c)(5)(B), 21.301.20(c)(5)(C)]; and adding content requirements for rezoning applications [§ 21.501.07(f)].

To watch or listen to the meeting or to provide testimony

This meeting will be held in person and electronically via Webex. Some Planning Commission members, testifiers, and presenters may participate electronically as permitted by Minnesota Statutes. Members of the public may participate in person or electronically. Directions are provided below.

To provide public testimony: 

  1. Participate via phone (testimony for public hearings only) by dialing 1-415-655-0001.
  2. Enter the access code: 2863 782 0110, and the password: 7526#
  3. Press *3 to "raise your hand" to indicate a desire to speak; your line will remain muted until it is your turn.
  4. When it is your turn to speak, the Planning Commission Secretary will call on you by the first six digits of your phone number and will unmute your line. Listen for notification that your line has been unmuted and state your name before speaking.

*Note for long-distance calls: Consider calling methods to reduce or eliminate long distance charges).

To ensure City staff have adequate time to disseminate your email or voicemail testimony to the Planning Commission, please submit it by noon on September 3, 2026.  Be sure to include the name of the specific agenda item you are providing testimony for.
