The Purchasing Section coordinates most purchases of products (commodities) and services for the City of Bloomington and its departments. When Purchasing has current requests for bids, requests for proposals or requests for information, they are posted below, along with instructions for responding. Project documents are available for preview and download using the online system at https://bloomingtonmn.bidsandtenders.net
The Engineering Division coordinates most infrastructure construction projects. Engineering uses the RT Vision dashboard and ConneX to provide information about City projects in the planning stage, downloadable bidding documents and project management information.
The City of Bloomington will receive sealed lump sum bids until 11:00 A.M. January 15th, 2026 through the Bids and Tenders web portal. Bid documents will not be accepted in any other location or format. Bid documents sent directly to the City of Bloomington will be returned unopened and not considered for award. Bids will be opened publicly and read aloud during a live Microsoft Teams meeting immediately after the specified closing time. A link to the bid opening can be obtained by emailing purchasing@bloomingtonmn.gov. All bids submitted are to be valid for sixty (60) calendar days.

The City of Bloomington is soliciting proposals from qualified commissioning agents or engineering firms to provide comprehensive building recommissioning (RCx) services for the Bloomington Civic Plaza (1800 West Old Shakopee Road) in 2026 (“Project”). The Project is estimated to take approximately 7-9 months to complete.
The purpose of the Project is to optimize building systems performance, enhance occupant comfort, reduce utility consumption, and ensure that building operations align with current City standards and usage needs.
The successful proposer will evaluate existing systems, identify deficiencies and inefficiencies, implement corrective actions where authorized, and verify improvements through data analysis and functional testing.
