If you live, work or go to school in Bloomington, are at least 18 years old and not convicted of a felony, you are eligible to participate in the next Bloomington Police Citizens Academy. Class size is limited to 30 students.

Commitments

The Bloomington Police Citizens Academy is an intensive 8-week course held during the dates indicated at the top of this Web page. Classes are scheduled one night a week for 8 consecutive weeks. Each class lasts at least 4 hours.

The academy staff and instructors are committed to provide all participants information and understanding of the operation of the Bloomington Police Department. Our mission is to provide UNDERSTANDING THROUGH EDUCATION.

You will be expected to make the following commitments if you are selected to participate in the Police Citizens Academy:

  • You must attend ALL 8 classes. In order to receive full benefit of the program, it is crucial that you attend every class.
  • Class members are not permitted to select a substitute if they are unable to attend any or all classes.
  • Alternates have been selected to take your place if you find you are unable to attend the Academy after being selected.

If you are willing to make a commitment and to become an involved citizen, we encourage you to accept this invitation to apply to attend the Bloomington Police Citizens Academy. We need your help to make Bloomington a better place in which to live.


The Minnesota Data Practices Act requires that you be advised of the following information: As an applicant for the Bloomington Citizens Police Academy, you are being asked to provide private and/or confidential data about yourself which will be used to check criminal histories, arrest records and warrant information to determine your eligibility. You may refuse to provide this information; however should you refuse, the investigation cannot be completed and will result in your application not being processed. The information that you provide will be used by this agency to complete its investigation and may be conveyed to other law enforcement agencies.
Waiver, photo release, signature

I hereby seek authorization from the City of Bloomington to participate in its Bloomington Police Department’s Citizen Academy, during the dates indicated at the top of this Web page.

As a condition of my being allowed to participate in this activity, I hereby enter into the following Agreement with the City of Bloomington:

  1. I agree for myself, my heirs, executors, administrators and assigns to release, hold harmless and discharge the City of Bloomington, its officers, officials, agents and employees (hereinafter “City”) of and from all claims, demands, causes of action and legal liability, whether the same be known or unknown, anticipated or unanticipated, with respect to any and all injury, disability, death or loss or damage to person or property sustained by me in connection with or arising out of this activity except that which is the result of gross negligence or wanton misconduct.

  2. I agree for myself, my heirs, executors, administrators and assigns to release, hold harmless and discharge the City of and from all claims, demands, causes of action and legal liability, whether the same be known or unknown, anticipated or unanticipated, with respect to any claim brought by a third party arising out of my participation in this activity.

  3. I agree that my participation in this activity is completely voluntary for my own benefit without any fee, salary payment, remuneration or compensation and that the City has not ordered or required my presence or involvement in it.

  4. Nothing in this Agreement is intended or should be construed as creating or establishing an employment relationship or as creating any form of agency or partnership between the City and me for any purpose or in any manner.

  5. I agree and understand that the City will not provide any special protection for, or assume any special duty towards me while engaged in this activity and that my involvement in this activity presents a risk of personal injury, disability, death or loss or damage to person or property, and that I knowingly and voluntarily assume all risks associated with it.

  6. I agree and understand that at any time and for any reason, any member of the City police department can limit, condition, revoke or terminate, my participation in this activity and that I will have no recourse. I agree that throughout my participation in this activity to follow any and all directives of the Bloomington Police Department and its officers.

  7. I agree that City may film, videotape, audio record or photograph me and that the resulting recorded image or sound shall be the exclusive property of the City and that the City has exclusive rights to showings, exhibitions, telecasts, broadcasts, rebroadcasts and reproductions of the same by any means, including electronic dissemination.

Photo release
I grant the City of Bloomington, its representatives, and its employees the right to take, use and publish photographs and videos of me with or without my name for any lawful purpose. 
 


I attest that I am of legal age and of sound mind and have read this agreement and fully understand its terms, knowing that I have given up substantial rights by signing it, and sign it freely and voluntarily without any inducement.
