Bloomington HRA Housing Choice Voucher

As an agency administrating the federal Housing Choice Voucher (Section 8) program, the Bloomington HRA is required by the U.S. Department of Housing and Urban Development (HUD) to file a 5-Year Agency Plan and annual updates to that plan. The plans are a comprehensive guide to the BHRA's policies, programs, operations and strategies for meeting local housing needs and goals. Section 8 Waiting List status: Closed

We are not taking applications at this time, as we currently have three active waiting lists, including the 2014 Housing Choice Voucher waiting list, the 2018 Housing Choice Voucher waiting list, and the 2018 three-bedroom Project Based Voucher waiting list. There are approximately 1,800 total applicants on these waiting lists.

An applicant may check their status on the lists by visiting waitlistcheck.com. It can take anywhere from 1-10 years to make it to the top of the list. We do not give out positions or rankings, but if an applicant lives, works or goes to school in Bloomington, they qualify for a local residency preference which places them higher on the list.

If you are an applicant, please be sure to inform us of any changes in your address because we send update applications out annually and make sure we have up to date information. If we are unable to reach you due to wrong/old addresses you will be removed from the waitlist.

Our landlord partners are critical to maintaining and increasing affordable housing options in Bloomington. If you own rental housing, you are eligible to accept rental assistance.

Accepting Rental Assistance

The process of renting to a tenant with a voucher is similar to renting to a family who does not have assistance. You screen and select your tenants using your standard screening criteria. You collect the full amount of rent and maintain your property.

We work to make the process as easy as possible. There are three requirements to participate:

Complete paperwork prior to the initial move-in.
Promptly report any proposed changes in the rent agreement, lease terms, or lease violations.
Provide housing that meets HQS Inspection Standards. Inspection occurs at initial move-in and annually.

A Housing Quality Inspection (HQS) is a required health and safety inspection. The inspection ensures that families moving into your rental units are safe. These resources will help you understand and prepare for an inspection:
