Description

The Cities of Bloomington, Edina, and Richfield seek proposals from qualified organizations or consultants to design and facilitate a regional cohort-based professional development and organizational learning initiative focused on equity, inclusive leadership, and organizational systems change within local government.


The participating cities are seeking a partner to support the development of shared knowledge, practical skills, cross-jurisdictional collaboration, and organizational capacity related to equitable decision-making, inclusive practices, and community-centered public service.


The selected vendor will design and implement a structured cohort-based learning experience over a period of approximately twelve (12) to eighteen (18) months. The initiative should incorporate a combination of facilitated learning sessions, collaborative dialogue, applied exercises, reflection opportunities, and action-oriented implementation strategies that help participants examine organizational systems, policies, practices, and community outcomes through an equity lens.


The Cities encourage approaches that include historical context, organizational assessment, experiential learning, peer learning, and practical tools that support sustainable organizational and systems change.
