CYBER TABLE TOP
The City of Bloomington is seeking proposals to plan and conduct a simulated cybersecurity attack tabletop exercise while evaluating the City’s crisis response related to cybersecurity attacks.
The City seeks to engage a qualified consultant to plan, facilitate and conduct a realistic cybersecurity tabletop exercise involving representatives from across the organization. The selected proposer will also conduct an organizational cybersecurity preparedness assessment and prepare a comprehensive after-action report. As an optional component, proposers may recommend a software solution to support the delivery of this exercise and enhance the City's ability to conduct future tabletop exercises.
The City consists of 11 operating departments and several divisions. Approximately 20 employees are expected to participate in the exercise. The primary objective is to evaluate and improve the City's preparedness to respond to a cybersecurity incident by increasing participant awareness, validating existing plans and procedures, identifying strengths and gaps, and developing actionable recommendations for improvement.
A date for the tabletop exercise has not yet been established. The earliest anticipated timeframe for conducting the exercise is mid-November 2026.
