The Bloomington Planning Commission will hold a public hearing on July 9, 2026, at 6:00pm in the Council Chambers at Bloomington Civic Plaza, 1800 West Old Shakopee Road, Bloomington, Minnesota, 55431, or by electronic means as permitted by State law, to consider #PL2026-105 an application by Twin Win 1 L.L.C. and E&T Property LLC to: (1) Rezone 1525, 1601, 1603, and 1605 East 86th Street, and 1604 and 1606 East 87th Street (together, the “Properties”) in the City of Bloomington from R-1 (Single Family Residential) to R-3 (Middle Housing Residential); (2) Final Site and Building Plans for a 33-unit townhome development on the Properties; and (3) Preliminary and Final Plat to subdivide the Properties to create 33 lots for a townhome development.

When it is your turn to speak, the meeting operator will call on you by the first six digits of your phone number and will unmute your line. Listen for notification that your line has been unmuted and state your name before speaking. (Note: long-distance call. Consider calling methods to reduce or eliminate long distance charges.)

To ensure City staff have adequate time to disseminate your email or voicemail testimony to the Planning Commission, please submit it by noon on July 9, 2026.  Be sure to include the name of the specific agenda item you are providing testimony for.
