NOTICE IS HEREBY GIVEN that the City Council (the “City Council”) of the City of Bloomington (the “City”) will hold a public hearing on Tuesday, September 30, 2025, at or after 6:00 p.m. in the City Council Chambers at Bloomington Civic Plaza, 1800 West Old Shakopee Road, Bloomington, Minnesota, 55431, or by electronic means as permitted by State law, relating to a proposal that the City approve an amendment to a spending plan to authorize expenditures of tax increments from Tax Increment Financing District No. 1-C and Tax Increment Financing District No. 1-G within the Industrial Development District No. 1 South Loop in the City to stimulate private development at one or more sites in the City including a possible waterpark to be developed by MOA WP Owner, LLC and MOAC Land Holdings, LLC, or entities affiliated therewith or related thereto, all pursuant to Minnesota Statutes, Section 469.176, subdivision 4n, as amended, and Minnesota Laws 2025, 1st Special Session, Chapter 13, Article 5, Section 6.

To provide public testimony on public hearing items

Press *3 to "raise your hand" to indicate a desire to speak; your line will remain muted until it is your turn. When it is your turn to speak, the Council Secretary will call on you by the first six digits of your phone number and will unmute your line. Listen for notification that your line has been unmuted before speaking.
- Offer testimony in advance of the meeting by leaving a voicemail at 952-563-4695 or emailing councilsecretary@bloomingtonmn.gov no later than 2 p.m. on the meeting date. Include the item number and title listed on the agenda. Include your name, phone number, and address when leaving a voicemail or email. Please indicate if you also plan to attend in person or call in during the meeting to provide live testimony.

A copy of the amended spending plan is on file and available for public inspection in the City Clerk’s office at the Bloomington Civic Plaza (address above) during regular business hours. At the time and place fixed for the public hearing, the City Council will give all persons who appear at the hearing in person or by electronic means as permitted by State Law an opportunity to express their views with respect to the proposal. In addition, interested persons may direct any questions or file written comments respecting the proposals with the City Clerk or the Administrator of the Port Authority, at or prior to said public hearing. To submit comments prior to the hearing, please email the Bloomington Port Authority at portauthority@bloomingtonmn.gov. Use “spending plan” in your subject line.
