As an agency administrating the federal Housing Choice Voucher (Section 8) program, the Bloomington HRA is required by the U.S. Department of Housing and Urban Development (HUD) to file a 5-Year Agency Plan and annual updates to that plan. The plans are a comprehensive guide to the BHRA's policies, programs, operations and strategies for meeting local housing needs and goals. The most recent 5-year Agency Plan is below.  The HRA has updated the Annual Agency Plan and Housing Choice Voucher Administrative Plan for 2024 and the final documents are available for public review. The Annual Agency Plan and Housing Choice Voucher Administrative Plan for 2024 final are also available in the Housing and Redevelopment Authority (HRA) offices Monday thru Friday between the hours of 8 a.m. and 4:30 p.m.

The HRA is subject to Title II of the Americans with Disabilities Act, which prohibits discrimination on the basis of disability by public entities.  Information regarding the provisions of the Americans with Disabilities Act is available from the HRA office at 952-563-8937.  Auxiliary aids for disabled persons are available upon request at least 72 hours in advance of an event.  Please call 952-563-8937 to make arrangements.

HRA Financial Report

The HRA's financial report is a section of the City's Annual Comprehensive Financial Report (ACFR). The Finance Department has a Web page offering the full version of the ACFR.

This report was prepared by the City's Finance Department. Responsibility for both the accuracy of the presented data and the completeness and fairness of the presentation, including all disclosures, supporting schedules, statistical tables, etc., rests with the City. We believe the data, as presented, is accurate in all material respects; that it fairly sets forth the financial position and results of HRA operations as measured by the financial activity of its various funds; and that all disclosures necessary to enable the reader to gain the maximum understanding of the HRA's financial affairs have been included.
