HRA Agency Plan and policies

As an agency administrating the federal Housing Choice Voucher (Section 8) program, the Bloomington HRA is required by the U.S. Department of Housing and Urban Development (HUD) to file a 5-Year Agency Plan and annual updates to that plan. The plans are a comprehensive guide to the BHRA's policies, programs, operations and strategies for meeting local housing needs and goals.  The HRA has created a new 5-year plan for the years January 1, 2020 through December 31, 2024.  Below is the most recently draft 5-year plan and Housing Choice Voucher (Section 8) program administrative plan which details how the Section 8 program is implemented in Bloomington.

Public comments will be accepted for both the plans until September 10th, submit written comments to the address below. In addition, the HRA will conduct a public hearing for comments at its September 10th meeting at City Hall.

HRA Financial Report

The HRA's financial report is a section of the City's Comprehensive Annual Financial Report (CAFR). The Finance Department has a Web page offering the full version of the CAFR.

This report was prepared by the City's Finance Department. Responsibility for both the accuracy of the presented data and the completeness and fairness of the presentation, including all disclosures, supporting schedules, statistical tables, etc., rests with the City. We believe the data, as presented, is accurate in all material respects; that it fairly sets forth the financial position and results of HRA operations as measured by the financial activity of its various funds; and that all disclosures necessary to enable the reader to gain the maximum understanding of the HRA's financial affairs have been included.
