The Bloomington Housing Action Team (formerly known as Naturally Occurring Affordable Housing (NOAH) Workgroup) is a collaboration of housing advocates, owners or managers of rental properties, renters, HRA Commission members, City Council members, City staff and other stakeholders. The group meets regularly to discuss how to preserve and create affordable housing in Bloomington.
Housing is affordable when rents are less than 30 percent of household income for households making 80 percent or less of the Area Median Income. Naturally occurring affordable housing is when a property's rent meets the affordable housing definition without government subsidy, typically because of the property's age or condition.
The group identified several strategies to preserve and create affordable housing. To help inform the direction of the City's work, the group prioritized strategies that: 1) Would respond well to the City's involvement, and 2) Currently have a low level of resources (i.e. dollars, staff time, capacity) allocated.
