Notice is hereby given that the City Council will, at a regular meeting of the City Council to be held on Monday, September 15, 2025 at 6:30 p.m., conduct a hearing on the 2024 CAPER. The hearing will be held in the Council Chambers at Civic Plaza, located at 1800 West Old Shakopee Road, Bloomington, Minnesota. A copy of the CAPER is available in the HRA offices between the hours of 8:00 a.m. and 4:30 p.m. Monday-Friday. The HRA offices are located at 1800 West Old Shakopee Road, Bloomington, MN 55431.
Purpose: The CAPER reports on Bloomington’s Community Development Block Grant (CDBG) program activities during the period July 1, 2023 through June 30, 2024. CDBG funds are used for housing, administration and public service activities that benefit low and moderate income persons.
Written Comment: Written Comments will be accepted for 15 days beginning September 10, 2025 and ending September 26, 2025. Written comments may be submitted to hra@bloomingtonmn.gov or to Bloomington Housing and Redevelopment Authority (HRA), 1800 West Old Shakopee Road, Bloomington, MN 55431. The draft CAPER is available for review on the City’s web site at: www.bloomingtonmn.gov search: CAPER. Written comments received will be included in the final report.
The hearing will be held in the Council Chambers at Bloomington Civic Plaza. Some members of the City Council, testifiers, and presenters may participate electronically as permitted by Minnesota Statutes. Members of the public may attend in person or electronically. Directions are provided below.

Include the item number and title listed on the agenda. Include your name, phone number, and address when leaving a voicemail or email. Please indicate if you also plan to attend in person or call in during the meeting to provide live testimony.
