Notice of Public Hearing: Proposal for Host Approval to Finance Project Located in Bloomington

NOTICE IS HEREBY GIVEN that the City Council of the City of Bloomington, Minnesota (the “City”), will hold a public hearing on Monday, January 26, 2026, at or after 6:30 p.m. in Bloomington Civic Plaza’s Council Chambers, 1800 West Old Shakopee Road in the City, to consider a proposal that the City grant host approval and consent to the issuance by the City of Hampton, Minnesota (the “Issuer”) of revenue bonds or other obligations, in one or more series (the “Obligations”), under Minnesota Statutes, Sections 469.152 through 469.1655, as amended, and Section 471.656, as amended, in order to finance the cost of a project to be located in the City. 

Fraser Child and Family Center (the “Borrower”), a Minnesota nonprofit corporation and an organization described in Section 501(c)(3) of the Internal Revenue Code of 1986, as amended, proposes to use the proceeds of the Obligations to (i) finance the acquisition, renovation, and equipping of an approximately 35,000 square-foot facility to provide its disability, autism, and mental health clinical services, to be located at 7801 Xerxes Avenue South in the City; (ii) fund any required reserve funds; and (iii) pay all or a portion of costs of issuance (collectively, the “Project”).  The Project will be owned and operated by the Borrower. 

The aggregate estimated principal amount of the Obligations to be issued to finance the Project and related costs is expected not to exceed $9,000,000.

The Obligations, as and when issued, will be special, limited obligations of the Issuer and shall not constitute a charge, lien, or encumbrance upon any property of the City or the Issuer, except the Project and the revenues to be derived from the Project.  The Obligations will not be a charge against the City’s or the Issuer’s general credit or taxing powers but will be payable from sums to be paid by the Borrower pursuant to one or more revenue agreements.  No holder of any Obligations will ever have the right to compel any exercise of the taxing power of the City to pay the Obligations or the interest thereon or to enforce payment against any property of the City. 

            At the time and place fixed for the public hearing, the City Council will give all persons who appear at the hearing an opportunity to express their views with respect to the proposal.  Written comments will be considered if submitted to the Chief Financial Officer at Bloomington Civic Plaza, 1800 West Old Shakopee Road, Bloomington, Minnesota 55431, on or before the date of the public hearing.

Include the item number and title listed on the agenda. Include your name, phone number, and address when leaving a voicemail or email. Please indicate if you also plan to attend in person or call in during the meeting to provide live testimony.
