26-44 Performance Management Framework
The City of Bloomington (the “City”) is seeking proposals qualified consulting services to design and support the implementation of a cohesive, organization-wide performance management system. The system should strengthen data-informed decision-making, align performance measures with strategic priorities, and enhance organizational transparency and accountability.
The City is seeking to build staff capacity and establish greater consistency in how performance measures are developed, applied, and communicated across departments. Project success will be measured by a clear understanding of how data is used across the organization, a standardized approach to performance measurement, and increased staff capacity to use data effectively to inform decisions and demonstrate organizational impact.
