The Housing and Redevelopment Authority (HRA) is governed by a seven-member board appointed by the Mayor and approved by the City Council. The HRA mission is helps provide affordable housing opportunities for those who are not adequately served by the marketplace, coordinates the City's efforts to preserve existing neighborhoods and promotes development and redevelopment that enhances Bloomington.

The HRA accomplishes its mission through various programs: rental assistance, housing rehabilitation loans, first-time home buyer assistance and other development and redevelopment programs. Funding comes from federal, state, regional and local sources.  For more info check out the

Notice of Second Public Hearing: Public Comments 2022 Consolidated Annual Performance and Evaluation Report (CAPER)

The City of Bloomington is holding a second public hearing on the Bloomington 2022 Consolidated Annual Performance and Evaluation Report (CAPER), which will be resubmitted to the U.S. Department of Housing and Urban Development (HUD). Notice is hereby given that the City Council will, at a regular meeting of the City Council to be held on Monday, May 20, 2024, at 6:30 p.m., conduct a second hearing on the 2022 CAPER. The hearing will be held in the Council Chambers at Bloomington Civic Plaza at 1800 West Old Shakopee Road, Bloomington, Minnesota 55431, or by electronic means as permitted by State law. A copy of the CAPER is available in the Housing and Redevelopment Authority (HRA) offices between the hours of 8:00 a.m. and 4:30 p.m. Monday-Friday. The HRA offices are located at 1800 West Old Shakopee Road, Bloomington, MN 55431.
