Employment

The Minnesota Department of Employment and Economic Development (MnDEED) tracks employment levels through the unemployment insurance program and can provide the total number of employees who are covered by unemployment insurance and whose job sites are located within a particular community. On a statewide basis, MnDEED estimates that 97 percent of all jobs are covered by unemployment insurance (including the self-employed, insurance and real estate salespeople, and others who work only on a commission basis). Therefore, the number of covered employees, as calculated by MnDEED, is adjusted by a factor of three percent to account for Bloomington employees who are not covered by unemployment insurance. The statewide three percent adjustment is used because the actual percentage of Bloomington employees not covered by unemployment insurance is not known.

MnDEED provides information on a quarterly basis. Significant seasonal changes do take place, particularly in a community such as Bloomington with a high level of retail employment. The employment figures provided are per job, whether part time or full time. Individuals may have more than one job within Bloomington and, in that case, would be counted more than once.

Location

Bloomington is located in southern Hennepin County. From west to east, the cities of Edina and Richfield and the Minneapolis/St. Paul International Airport form the northern border of the city, Eden Prairie lies to the west. The southern and eastern portion of Bloomington is bordered by the Minnesota River and cities of Savage, Burnsville and Eagan.

Form of government

A City Charter was adopted in November 1960 and serves as the basis for operation, utilizing the Council-Manager form of government. The City Council is comprised of six councilmembers and the mayor. Four councilmembers are elected by district; two councilmembers and the mayor are elected at large. Councilmembers and the mayor serve four-year terms. The City of Bloomington employs 569 people. The City Council's decision making process is aided by seven advisory commissions: Planning, Traffic and Transportation; Health; Parks, Arts and Recreation; Human Rights; Charter; and Merit Board.

Local government services

  • Fire protection. Bloomington has one of the largest volunteer fire departments in the country with 135 firefighters. They provide excellent fire protection that has resulted in a Class 3 fire rating. The department operates six fire stations and utilizes the latest in fire fighting equipment. A total of 30 fire fighting vehicles includes ladder and specialty units. The average response time is 4.1 minutes. Both fire and police vehicles have opticom equipment which automatically switches traffic signals to expedite emergency runs. See also Fire Department.
  • Police protection. Public safety is protected by Bloomington's 110 officer police force. Supporting the officers in squad cars during their round-the-clock patrol is a computer-assisted dispatching center with a state-of-the-art, trunked, 800 megahertz radio system. Squad cars are equipped with mobile digital terminals, allowing officers direct access to warrant information and state motor vehicle and drivers license records. Ability to respond to unusual events is enhanced by three canine teams, a fully equipped bomb squad, and highly trained SWAT team. Supporting all this is a computerized records system. See also:
