Traffic Fatality Incident

On August 27, 2022 at approximately 5:22PM Bloomington Police Dispatch was notified of a personal injury crash on Old Shakopee Road at the exit ramp from Hwy 77. Officers and Bloomington Fire Department (BFD) arrived on scene and located two vehicles with severe damage. Initial investigation at the scene indicated a Nissan Altima was traveling South on Hwy 77 and exited to Old Shakopee Road. The vehicle driven by Eric Isaiah Walker (25 YO male of Mpls) entered Old Shakopee Road at the end of the exit ramp. At that time a Land Rover traveling North on Hwy 77 and exited at Old Shakopee Road.  After exiting Hwy 77 the Land Rover turned west bound Old Shakopee Road and struck the front driver’s side of the Nissan Altima as it entered the intersection. The driver, Walker, was the lone occupant of the Nissan Altima. Walker was located unconscious and required extrication by BFD. He was transported to Hennepin County Medical Center via ambulance. The Land Rover driven by Loury Ouk (female age 40 of Apple Valley) was occupied by 3 people, who all required medical attention and were transported to the hospital by ambulance.

Minnesota State Patrol responded to reconstruct the crash scene.  BPD Traffic Investigators followed up with witnesses who stated the Land Rover was traveling at a high rate of speed, weaving in traffic on Hwy 77 while exiting onto Old Shakopee Road. Video obtained from MN Department of Transportation cameras supported witness statements. 

On 08/30/2022 Bloomington investigators located the driver of the Land Rover, Loury Ouk at a residence on the 200 block of 7th Avenue NW in Faribault. Ouk was taken into custody and booked at the Bloomington Police Department for Felony Criminal Vehicular Operation, and two charges of GM Traffic Offense Criminal Vehicular Operation. Ouk was released from custody on 09/01/2022 pending follow up investigation and completion of crash reconstruction by Bloomington Traffic Investigators. On 09/03/2022 the Hennepin County Medical Examiner’s Office notified the BPD that driver, Eric Walker, passed away at the Hennepin County Medical Center from complications of multiple blunt force injuries he suffered due to this motor vehicle collision.
