Intercity Regional Trail Project

What is the scope of the project?

Three Rivers Park District is partnering with the City of Bloomington, City of Richfield and City of Minneapolis to develop the InterCity Regional Trail. When fully built, the trail will be a seven mile long, 10' wide bituminous paved multi-use regional trail from Lake Nokomis Parkway in Minneapolis to the Minnesota River in Bloomington. The first phase of this trail will include 5 miles of the total length stretching from Lake Nokomis Parkway to E 86th Street in Bloomington.

The Bloomington segment of the trail planned for design in 2013-2014 and construction in 2015 will cross from Richfield into Bloomington on a new pedestrian/bike bridge that will run parallel (along the west side) of the 12th Avenue Bridge over I-494. The new trail will route south along the west side of 12th Avenue, move east along the existing 8' wide sidewalk facility along the south side of American Boulevard and continue south along the west side of Old Cedar from American Boulevard to W 86th Street.

How is the project funded?

Three Rivers Park District has secured a Federal Surface Transportation Program - Bikeway/Walkway grant for the construction of the first segment of the InterCity Regional Trail from Lake Nokomis Parkway to 86th Street in 2015.

What is the project schedule?

The project will be surveyed and designed in 2013 and early 2014. Three Rivers Park District anticipates construction to begin in the Spring of 2015 with completion in 2016.

October 2015

October 30, 2015

The pedestrian bridge crossing I-494 along with the new trail along 12th Avenue between I-494 and American Boulevard and the new trail along Old Cedar Avenue between American Boulevard and 86th Street are substantially complete and open for use. There are minor punch list items remaining along the trail segments, therefore users should be cautious of Contractors working in the area. Final plantings are scheduled to complete in early November.

October 16, 2015

East 78th Street between Chicago Avenue and 12th Avenue has been reopened to traffic. Minor signal work remains and will complete in October. Tree and shrub planting along the corridor is scheduled to occur in October.

October 9, 2015

East 78th Street between Chicago Avenue and 12th Avenue is anticipated to reopen to traffic early in the week of October 12 after bituminous patching is complete. Signal work is nearly complete at the intersections of 12th Avenue and American Boulevard along with 86th Street and Old Cedar Avenue and is anticipated to complete by mid-October. Tree and shrub planting along the corridor will occur in October.

Pedestrian ramp work at the 12th Avenue bridge is complete and special surface finishing on the bridge is scheduled for the week of October 5 along with bituminous patching in the street. Signal work along 12th Avenue is anticipated to complete late in the week of September 28. Signal work has started at the intersection of 86th Street and Old Cedar Avenue and will continue the week of October 5 along with the remaining concrete work. Tree and shrub planting along the corridor will occur in October.

September 2015

September 25, 2015

The 12th Avenue pedestrian bridge deck has been poured. The only remaining work at the bridge includes pedestrian ramp work, railing installation and special surface finishing which is anticipated to complete in October. Signal work along 12th Avenue is anticipated to complete in late September. Signal work will then begin at the intersection of 86th Street and Old Cedar Avenue along with the remaining concrete work. The majority of the sod installation along 12th Avenue is complete with a few minor areas remaining.

September 18, 2015

Work is nearly complete on the 12th Avenue pedestrian bridge and the bridge deck is scheduled to be poured in the overnight hours of Thursday, September 17. This will include lane closures on I-494 along with a closure of the 12th Avenue bridge. The 12th Avenue bridge will be closed to traffic from 9:00 PM, Thursday, September 17 to 2:00 AM, Friday, September 18. Lane closures will be utilized on I-494 during the bridge deck pour. Signal work at the intersection of 86th Street and Old Cedar Avenue along with the remaining concrete work in this area is anticipated to begin the week of September 21. 

Sod installation and irrigation replacement continues along 12th Avenue and is anticipated to complete the week of September 21 along with signal work.

September 10, 2015

Work continues on the 12th Avenue pedestrian bridge crossing over I-494 and is anticipated to continue through late September 2015. The bridge truss is scheduled to be placed in the overnight hours of Thursday, September 10. This will include a closure of I-494 along with a closure of the 12th Avenue bridge. The 12th Avenue bridge will be closed to traffic from 7:00 PM, Thursday, September 10 to 5:00 AM, Friday, September 11. I-494 between Portland Avenue and 12th Avenue will be closed from 12:00 AM – 5:00AM, Friday, September 11. The I-494 detour will utilize 35W, Highway 62 and Highway 77. East 78th Street remains closed between Chicago Avenue and 12th Avenue, with a detour provided, to allow for equipment staging for the pedestrian bridge work. An additional overnight closure of I-494 will be required to pour the pedestrian bridge deck and that is anticipated to occur in the overnight hours of September 16. Boulevard restoration on Old Cedar Avenue between American Boulevard and 86th Street is complete, except for a few areas where minor concrete work needs to be completed. 

Bituminous paving of the trail segment on 12th Avenue between American Boulevard and East 77th Street is complete. Boulevard restoration has started and is anticipated to complete the week of September 14. Signal work continues along the 12th Avenue corridor.

September 4, 2015

Work continues on the 12th Avenue pedestrian bridge crossing over I-494 and is anticipated to continue through late September 2015.  The bridge truss is scheduled to be placed in the overnight hours of Thursday, September 10.  This will include a closure of I-494 along with a closure of the 12th Avenue bridge.  The 12th Avenue bridge will be closed to traffic from 7:00 PM, Thursday, September 10 to 5:00 AM, Friday, September 11.  I-494 between Portland Avenue and 12th Avenue will be closed from 12:00 AM – 5:00AM, Friday, September 11.  The I-494 detour will utilize 35W, Highway 62 and Highway 77.  East 78th Street remains closed between Chicago Avenue and 12th Avenue, with a detour provided, to allow for equipment staging for the pedestrian bridge work.  Boulevard restoration on Old Cedar Avenue between American Boulevard and 86th Street has been slightly delayed due to the warm weather and will complete the week of September 7. 

Concrete work for the trail segment on 12th Avenue between American Boulevard and East 77th Street is complete.  Bituminous paving of this segment of trail is anticipated to complete late in the week of August 31.  Boulevard restoration is scheduled for the week of September 7.  Signal work continues along the 12th Avenue corridor.

August 2015

August 28, 2015

Work continues on the 12th Avenue pedestrian bridge crossing over I-494 and is anticipated to continue through late September 2015. The bridge truss is tentatively planned to be placed the week of September 7 and will be installed in the overnight hours with an overnight closure of I-494 along with a possible closure of 12th Avenue. More information will be given when the schedule is determined. East 78th Street remains closed between Chicago Avenue and 12th Avenue, with a detour provided, to allow for equipment staging for the pedestrian bridge work. Boulevard restoration on Old Cedar Avenue between American Boulevard and 86th Street is anticipated to complete by the end of the week of August 24. Old Cedar Avenue between American Boulevard and East 80th Street has been reopened to traffic.

Concrete work for the trail segment on 12th Avenue between American Boulevard and East 77th Street continues along with grading of the trail. The Contractor is anticipating paving this section of the trail in early September.

August 21, 2015

Work continues on the 12th Avenue pedestrian bridge crossing over I-494 and is anticipated to continue through late September 2015. East 78th Street remains closed between Chicago Avenue and 12th Avenue, with a detour provided, to allow for equipment staging for the pedestrian bridge work. This will remain closed until bridge work is complete. Boulevard restoration on Old Cedar Avenue between American Boulevard and 86th Street was slowed due to the rain this week and will continue the week of August 24. The final layer of bituminous has been paved on Old Cedar Avenue between American Boulevard and East 80th Street and this area is anticipated to reopen to traffic late in the week of August 17.

Saw cutting and removal of the existing sidewalk on 12th Avenue between American Boulevard and East 77th Street in Richfield will continue the week of August 24 along with grading of this portion of trail. Concrete work in this area is also anticipated to begin the week of August 24.

August 14, 2015

Work continues on the 12th Avenue pedestrian bridge crossing over I-494 and is anticipated to continue through late September 2015.  East 78th Street remains closed between Chicago Avenue and 12th Avenue, with a detour provided, to allow for equipment staging for the pedestrian bridge work.  For the safety of the workers and the traveling public, the Contractor has decided to leave East 78th Street closed until bridge work is complete.  Bituminous paving of the trail along Old Cedar Avenue from East 80th Street to East 86th Street is complete.  Boulevard restoration has started and will continue the week of August 17.  Old Cedar Avenue between American Boulevard and East 80th Street is currently closed with a detour provided.  Trail paving is complete in this area along with the first layer of bituminous in the street.  Boulevard restoration has started and will continue the week of August 17 in this closed area.  Paving of the final layer of street bituminous in this area is scheduled for early in the week of August 17.  Old Cedar Avenue between American Boulevard and East 80th Street is anticipated to re-open by late in the week of August 17.

Saw cutting and removal of the existing sidewalk on 12th Avenue between American Boulevard and West 77th Street has started and will continue the week of August 17 along with grading of this portion of trail.

August 7, 2015

Work continues on the 12th Avenue pedestrian bridge crossing over I-494.  East 78th Street remains closed between Chicago Avenue and 12th Avenue, with a detour provided, to allow for equipment staging for the pedestrian bridge work.  Bituminous paving of the trail along Old Cedar Avenue from East 80th Street to East 86th Street is anticipated complete late in the week of August 3 (weather permitting).  Paving will be followed by boulevard restoration the week of August 10.  Old Cedar Avenue between American Boulevard and East 80th Street is currently closed with a detour provided.  Removals and storm sewer work are complete in this closed area of Old Cedar Avenue.  Concrete work has started and will complete the week of August 10.  Grading of class 5 and paving of Old Cedar Avenue in the closed area is scheduled to occur the week of August 10.

Work continues on the 12th Avenue pedestrian bridge crossing over I-494.  E 78th Street remains closed between Chicago Avenue and 12th Avenue, with a detour provided, to allow for equipment staging for the pedestrian bridge work.  E 78th St will remain closed longer than anticipated for the safety of the workers in the area along with the traveling public.  It is anticipated to remain closed until mid-August.  Concrete curb, driveway and sidewalk replacement along Old Cedar Avenue has started and will continue the week of August 3 along with grading and placement of class 5 on the trail.  Bituminous paving of the trail along Old Cedar Avenue from E 80th Street to E 86th Street is anticipated to begin late in the week of August 3 (weather permitting). Old Cedar Avenue between American Boulevard and E 80th Street is currently closed with a detour provided.  The Contractor has started removals in this area and will continue the week of August 3 along with minor storm sewer work in the area of the closure.

July 24, 2015

Work continues on the 12th Avenue pedestrian bridge crossing over I-494.  E 78th Street remains closed between Chicago Avenue and 12th Avenue, with a detour provided, to allow for equipment staging for the pedestrian bridge work.  E 78th St is anticipated to remain closed until late July.  Sidewalk and curb removals are complete along Old Cedar Avenue between E 86th Street and E 80th Street and grading of class 5 along the trail has started and will continue the week of July 27.  Concrete curb replacement in this area is scheduled for the week of July 27.  Minor storm sewer work and hydrant relocation to accommodate the new trail has started and will complete the week of July 27.  Old Cedar Avenue between American Boulevard and E 80th Street is scheduled to be closed on Wed, July 29 for approximately 3 weeks to allow for street reconstruction to accommodate the new trail.  A detour will be provided that utilizes American Boulevard, Bloomington Avenue and E 80th Street.  Access will be maintained to the businesses just north of E 80th Street on Old Cedar Avenue.  Traffic on Old Cedar Avenue between 86th Street and 80th Street remains shifted to the east to allow for work near the west curb line during construction.

July 17, 2015

Work continues on the 12th Avenue pedestrian bridge crossing over I-494.  E 78th Street remains closed between Chicago Avenue and 12th Avenue, with a detour provided, to allow for equipment staging for the pedestrian bridge work.  E 78th St is anticipated to remain closed until late July.  Sidewalk and curb removals and trail excavation along Old Cedar Avenue has started and will continue the week of July 20 along with grading and placement of class 5 in the new trail location.  Traffic on Old Cedar Avenue between 86th Street and 80th Street remains shifted to the east to allow for work near the west curb line during construction.

Ornamental rail installation will complete by the end of the week of July 6.  Forming and pouring of the north and south piers for the 12th Avenue pedestrian bridge crossing I-494 continues.  E 78th Street remains closed between Chicago Avenue and 12th Avenue, with a detour provided, to allow for equipment staging for the pedestrian bridge work.  Existing sidewalk removals and trail excavation along Old Cedar Avenue is anticipated to begin late in the week of July 6 or the week of July 13.  Traffic on Old Cedar Avenue between 86th Street and 80th Street remains shifted to the east to allow for work near the west curb line during construction.

June 18, 2015

Placement of the concrete wall cap is complete and the ornamental railing on top of the wall is anticipated to be installed the week of June 22. Work on the footings for the north and south piers for the 12th Avenue pedestrian bridge crossing I-494 continues. The Contractor has started saw cutting for removals on Old Cedar Avenue between 86th Street and 80th Street. Fence removal and relocation in this area is scheduled to occur the week of June 22 along with starting existing sidewalk removals and trail excavation. Traffic on Old Cedar Avenue between 86th Street and 80th Street has been shifted to the east to allow for work near the west curb line during construction.

Placement of the concrete wall cap is scheduled to complete the week of June 15.  Work on the footings for the north and south piers for the 12th Ave pedestrian bridge crossing I-494 will continue the week of June 15.  The Contractor anticipates starting removals of the existing sidewalk and excavation for the new trail along Old Cedar Avenue the week of June 22.  More information will be given as the schedule is determined.

Placement of the concrete wall cap for the retaining wall along Wright’s Lake will continue the week of June 1 along with grading the trail adjacent to the wall.  Removals, excavation and temporary sheeting for the bridge piers for the 12th Ave bridge over I-494 has started and will continue the week of June 1.

May 22, 2015

Placement of the concrete wall cap for the retaining wall adjacent to Wright’s Lake has started and will continue the week of May 25.  Private utility relocations at the 12th Avenue bridge crossing I-494 continue.  The Contractor will be setting up additional traffic control on the frontage roads adjacent to I-494 at 12th Avenue, which will include lane closures.

Sidewalk removal and grading of the trail on Old Cedar Avenue adjacent to Wright’s Lake in preparation for retaining wall installation in this area is anticipated to occur late in the week of April 27 or the week of May 4.  Sheeting for the retaining wall is scheduled to be installed the week of May 4.  The electrical contractor will be boring in a new service for the relocated utility poles near this retaining wall the week of April 27.

The Contractor anticipates beginning sidewalk removal and grading of the trail along Old Cedar adjacent to Wright’s Lake in late April.  Following this removal, the sheeting for the retaining wall will be installed along Wright’s Lake, which is anticipated to occur in early May.  Transferring of overhead utility lines to the new utility pole locations along Old Cedar continues.

Tree removals are scheduled to begin late in the week of April 6 and the week of April 13 along the entire trail corridor.  The Contractor plans to start trail removal and construction on April 13 and will begin within the Minneapolis portion of the trail.  Trail removal and installation within Bloomington is anticipated to begin in late Spring and more information will be given as construction nears.

Xcel Energy has placed the new power poles along Old Cedar Avenue between 86th Street and 82nd Street and will be working on transferring existing overhead lines from the existing poles to the new poles in the coming weeks.  Traffic control is in place to protect the traveling public from the relocated poles.

Xcel Energy will be starting power pole relocation to accommodate the new trail installation along Old Cedar Avenue on Mon, March 30.  This pole relocation will occur on Old Cedar Avenue between 86th Street and 82nd Street and the poles will be moved to the new boulevard location.  This new boulevard location will be shifted approximately 4-6’ to the east of the existing boulevard when the trail is installed and therefore some of the new poles will be relocated slightly into the existing street pavement on the shoulder near the existing curb line until the curb line is relocated later this Spring.  Traffic Control will be set up to protect the traveling public from the relocated poles until the trail Contractor begins curb relocation and installation of the new trail this Spring.

The Pre-Construction Conference for the InterCity Regional Trail Project was held on Tuesday, February 3, at the Richfield Public Works facility.

The Contractor plans to begin construction on the segment along Old Cedar Avenue in Bloomington in early Spring by installing sheet piling along the proposed trail location at Wright’s Lake. Construction is anticipated to continue on the remainder of the segments within Bloomington from June - October 2015 with an anticipated completion of all Bloomington segments in 2015. More updates will be given prior to the start of construction.

The design for this project is complete and is anticipated to be advertised and bid on in the late fall/early winter of 2014 with construction beginning in the Spring of 2015. Project completion is anticipated to occur in late 2015 or the spring of 2016. Three Rivers Park District is the lead on the Project and is partnering with the cities of Bloomington, Richfield and Minneapolis.

A Open House is scheduled for Tues, Oct 22 from 4-6 p.m. in the Bloomington Public Works Training Room to inform the adjacent property owners of the current design and property issues. Mailings for this open house are anticipated to be sent out by Fri, Oct 11.
