NOTICE IS HEREBY GIVEN that the City Council of the City of Bloomington, Minnesota (the “City”) will meet on Monday, December 16, 2024, at or after 6:30 p.m. in the City Council Chambers at Bloomington Civic Plaza, 1800 West Old Shakopee Road, Bloomington, Minnesota 55431 and by electronic means as provided by state law, to conduct a public hearing concerning the approval of the Combined Ten-Year Capital Improvement Plan, 2025-2034 (the “Plan”), and the issuance of general obligation bonds thereunder (the “Bonds”) to provide for the undertaking of certain capital improvements, including but not limited to the construction of improvements to fire stations in the City and the construction of a new equipment maintenance garage (the “Improvements”). The maximum principal amount of the Bonds that may be issued under the Plan is $88,942,174, plus any premium offered on the Bonds.
If a petition requesting a vote on the issuance of the Bonds, signed by voters equal to five percent (5%) of the votes cast in the City in the last municipal general election, is filed with the City Clerk within 30 days after the public hearing, the City may issue the Bonds only after obtaining approval of a majority of voters voting on the question at an election.
A copy of the Plan is available for inspection in the City Clerk’s office at the Bloomington Civic Plaza and is also available on the City’s website - www.blm.mn/CIP. At the time and place fixed for the public hearing, the City Council will give all persons who appear at the hearing (in person or electronically) an opportunity to express their views with respect to the proposal. Written comments will be considered if submitted to the Chief Financial Officer at Bloomington Civic Plaza, 1800 West Old Shakopee Road, Bloomington, Minnesota 55431, on or before the date of the public hearing.

Include the item number and title listed on the agenda. Include your name, phone number, and address when leaving a voicemail or email. Please indicate if you also plan to attend in person or call in during the meeting to provide live testimony.
