Killebrew Drive Pedestrian Bridge Project

The project consists of building a new grade separated crossing (pedestrian bridge) over Killebrew Drive at approximately 22nd Avenue in Bloomington. This will allow grade separated pedestrian/bike access to the Mall of America and its transit hub from destinations south of Killebrew Drive The bridge will improve pedestrian safety by replacing the at grade crossings of Killebrew Drive, a six lane road that carries about 18,300 vehicles per day and is expected to increase to 39,000 vehicles per day by 2030.

The pedestrian bridge will be completely covered and partially temperature-controlled with elevator and stair access on the south side. The pedestrian path will go through the MOA parking located below the Radisson Blu hotel and along the lobby to connect to MOA. The bridge has been designed to complement the design of the Radisson Blu hotel.

An ornamental metal and concrete divider will be constructed along Killebrew Drive to channel pedestrians to the bridge. Removing pedestrians from the intersections allows signal timing to be modified, increasing the vehicle capacity of the street.

In 2005, the City applied for federal assistance for transportation enhancement funds through a program administered by the Metropolitan Council. The City was successful in receiving a grant that will fund approximately $1 million for use in design and construction of a pedestrian bridge over Killebrew Drive. The City partnered with the Mall of America and the Radisson Blu hotel (expected to open March 2013), to connect the pedestrian bridge directly into the parking ramp of the Radisson Blu. The bridge project is funded by the federal grant, liquor and lodging taxes and assessments.

The erosion control blanket installation is complete. Sod will be installed in the spring of 2014. Building punch list items are winding down.

Installation of the iron railing on top of the barrier and in the median between 22nd Avenue and 24th Avenue is complete. The erosion control blanket installation is in progress. Sod will be installed in the spring of 2014. Building punch list items will continue for the next couple of weeks.

November 15, 2013

Installation of the iron railing on top of the barrier and in the median between 22nd Avenue and 24th Avenue began ahead of schedule. Work on this railing will continue during the week of November 18. The contractor has had difficulty obtaining sod and will instead be installing erosion control blankets. Sod will be installed in the spring of 2014. Building punch list items will continue for the next couple of weeks.

November 8, 2013

The bridge has opened to pedestrians. The remaining pedestrian access at 22nd Avenue will be removed the week of November 11. Sod installation will also occur during the week of November 11. The iron railing to be installed on top of the barrier and in the median between 22nd Avenue and 24th Avenue is scheduled for the week of November 18. Other building punch list items will continue for the next couple of weeks.

November 1, 2013

Landscaping will be put in the week of November 4. Installation of the internal light fixtures will be complete by Tuesday, November 5. Caulking of the windows both interior and exterior will be occurring during the next week. The contractor will be washing the windows of the pedestrian bridge during the week of November 4 along with other clean up and punch list work. The final elevator inspection is scheduled for Tuesday, November 5.

Work on the concrete pedestrian barrier will continue with prepping the barrier for a surface finish application. The iron railing to be installed on top of the barrier and in the median between 22nd Avenue and 24th Avenue is scheduled for the week of November 18. The bridge is tentatively scheduled to open at the end of the week on November 8 which would allow the remaining pedestrian access at 22nd Avenue to be removed the week of November 11.

October 25, 2013

Exterior site work in preparation for opening the pedestrian bridge in a few weeks will continue the week of October 28. This will require closing the pedestrian crossing at Killebrew Drive and 20th Avenue (Macy's entrance) starting on Monday, October 28. Pedestrians will be detoured to the signal crossing at 22nd Avenue which will remain open until the pedestrian bridge opens. The last segment of the pedestrian barrier at 20th Avenue will be installed once the crossing is closed. The concrete median along the pedestrian barricade along with site grading and landscaping will also occur.

The trapezoidal glass for the northern most portion of the bridge along with the other missing pieces are scheduled to arrive on Monday, October 28. Lighting, heat panel duct work and ceiling grid installation are also scheduled to occur next week. Floor finishes will be worked on as well.

October 18, 2013

Concrete barrier wall and foundation construction continues to wind down. Restoration of the sidewalk, curb, irrigation and landscaping on the north side of Killebrew is nearly complete. Restoration of the sidewalk, curb and landscaping on the south side of Killebrew has started and will continue the week of October 21. Work on taping and sanding soffits and walls is anticipated to complete by the end of the week of October 21. Interior painting will continue off and on over the next two weeks. Ceiling grid installation continues and is anticipated to complete by the end of the week of October 21. Frame and glass installation of the south stair tower is winding down. Exterior door installation is anticipated to begin late in the week of October 21.

October 11, 2013

Concrete barrier wall and foundation construction is winding down. Restoration of the sidewalk, curb, irrigation and landscaping on the north side of Killebrew will continue the week of October 14. Work on taping and sanding soffits and walls is proceeding slower than expected and will continue for two weeks. Interior painting will continue off and on over the next three weeks. Ceiling grid installation has begun. This work is estimated to take approximately three weeks. Frames and glass installation of the south stair tower will continue for two more weeks.

October 4, 2013

Concrete barrier wall and foundation construction is expected to last approximately two more weeks. Sometime the week of October 7, the contractor plans on beginning work along the center median between 22nd Avenue and 24th Avenue. This will require the closure of the interior left turn lane from eastbound Killebrew Drive to northbound 24th Avenue. Restoration of the north side of the road and reinstalling sidewalk and curb is expected to begin the week of October 7. Work on taping and sanding soffits and walls will continue for another week and a half. Interior painting will begin on October 7. Ceiling grid installation is expected to begin middle of next week. Frames and glass installation of the south stair tower will continue for a couple more weeks. The mechanical slab and units will be installed mid to late portion of the week of October 7.

Wall panel construction will continue for approximately one more week and brick installation is expected to conclude on October 1. Work continues of the installation of the curtain wall system and interior framing and sheet rock which is anticipated to be complete by beginning of October. Taping and sanding of the soffits and walls has begun. Concrete barrier construction will continue for several weeks. Glass installation at the south stair well is expected to be complete by mid October. The operating windows are anticipated to arrive on site the week of October 7.

Wall panel construction will continue for approximately two more weeks. Brick installation continues and should be complete midweek of September 23. Work continues of the installation of the curtain wall system and interior framing and sheet rock which is anticipated to be complete by beginning of October. Taping and sanding of the soffits and walls is expected to begin by September 27. Concrete barrier construction is underway and will proceed for several weeks. Glass installation for the stationary panels across the bridge is mostly complete. Installation for the operable windows will occur the week of September 23 along with glass in the south stair well. The bridge is expected to be fully enclosed in 2 1/2 weeks.

Light gage framing is winding down and should be done by end of the day on September 20. Wall panel construction will be underway for several more weeks. Brick installation continues and should be complete during the week of September 23. Work continues of the installation of the curtain wall system, interior framing and sheet rock which are anticipated to be finished by beginning of October. The elevator installation is complete, but the final inspection cannot occur until the all the glass is on the building and smoke detector system is installed.

August 30, 2013

Work continues on the light gage framing, wall panel construction, interior framing and roofing. The contractor is about > of the way across the exterior of the bridge and < complete with the interior framing. This work will continue for several more weeks. Painting the bridge steel and concrete walls will extend into the first week of September as the heat and humidity affected the schedule. Installation of the elevator will be completed the week of August 2. Brick installation should begin by Labor Day. Construction of the pedestrian barricade has begun and will continue for at least the next three weeks.

Painting the bridge steel and concrete walls is winding down and should be complete by the end of August. Installation of the elevator will begin the week of August 26. Rough in work for plumbing and electrical across the bridge deck continues as does the light gage framing. Painting the bridge steel and concrete walls and footing installation for the pedestrian barricade will continue the week of August 19. Roofing and installation of interior framing and sheet rock will begin next week.

August 9, 2013

Rough in work for plumbing and electrical across the bridge deck goes on as does the light gage framing. Painting the bridge steel and concrete walls will continue the weeks of August 12 and 19. The contractor will begin the footing installation for the pedestrian barricades the week of August 12. The footing installation will take several weeks to complete.

Xcel has completed the underground work, but still need to switch out the transformer. This work has been delayed due to the storm on August 6 as the Xcel crew has been temporarily reassigned. It is still not known if a shut down of the signal system at 22nd Avenue and Killebrew Drive will be required for this transformer work.

August 2, 2013

Rough in work for plumbing and electrical across the bridge deck will continue for several more weeks. Light gage framing continues and will remain a work activity for at least the next month. Roof drains and brick installation should begin the week of August 5. Painting the bridge steel and concrete walls is scheduled to begin August 6, weather dependent. The contractor will begin the footing installation for the pedestrian barricades either late the week of August 5 or the beginning of August 12. The footing installation will take several weeks to complete.

Xcel will be on site over the next couple weeks installing the permanent power. As part of Xcel's work, they may install a new transformer. If a new transformer is installed it will likely require a shutdown of the signal system at 22nd Avenue and Killebrew Drive. More details will be provided if this shut down becomes necessary.

The elevator shaft is at its final height. Installation of the brick veneer on the building will begin in August. Rough ins for the plumbing and electrical work at the south building should be completed by the end of next week. Rough in work across the bridge deck will continue for several more weeks. Electrical work for the elevator will begin the week of July 29. Light gage framing continues and will remain a work activity for at least the next month.

July 19, 2013

Work continues on the elevator shaft walls. These walls are expected to be to their final height the week of July 22. Rough ins for the plumbing and electrical work will continue at the south building and will move across the bridge deck as well next week. Light gage framing has started and will continue for at least the next month. The shoring on the structural slab on the north side will be removed late next week.

July 12, 2013

Work continues on the elevator shaft walls. These walls are expected to be to their final height the week of July 22. The placement of steel for the south building has started and will continue the week of July 15. Steel on the north side will be set on the concrete bridge deck also during the week of July 15. Rough ins for the plumbing and electrical work will begin at the south building. The contractor will be starting work on installing the light gage framing and angle irons on the bridge during the week of July 15.

As the contractor is working overhead on the bridge, lanes beneath the aerial work zone will be closed for safety purposes. Given the moving nature of the construction across the bridge structure, the lane closures will be changing somewhat regularly. Motorists should use extra care while driving through the area as the traffic control will be shifting from day to day.

July 3, 2013

Work on the elevator walls, concrete decks and landings will continue into the week of July 8. The bridge truss has been set in place and the contractor will begin pouring the bridge concrete. (See enclosed pictures) The steel for the building is anticipated to be set into place on Monday, July 8, weather permitting. Once this is complete work on building the second floor and roof framing will proceed.

June 28, 2013

Work on the elevator walls, concrete decks and landings will continue into the week of July 1. Bridge truss welding and assembly is expected to be complete by July 2 which will allow the bridge trusses to be set in place the night of July 2. Both directions of Killebrew Drive will be closed starting Tuesday, July 2 at 10 p.m. and will reopen on Wednesday, July 3 at 5 am, weather permitting. The contractor will begin pouring the bridge concrete the week of July 8.

When the forms were removed on the north side pier column it was discovered that the concrete is very poor. This defective work will be removed and replaced at the contractor's expense.

June 21, 2013

Work on the elevator walls on the south side of Killebrew Drive will continue for the next week and a half. The walls and abutments are to the finished heights. Electrical and plumbing work below grade is scheduled for the week of June 24. Concrete decks and landings will be poured toward the end of the week and will continue into the week of July 1.

The steel trusses for the bridge will arrive on the night of Tuesday, June 25. The eastbound portion of Killebrew Drive will be closed starting at 10 p.m. and reopen on Wednesday, June 26 at 5 am. There will be a lane reduction for eastbound Killebrew Drive starting on Wednesday when the road reopens. The trusses will be welded together next week on site and then set in place. This setting of the bridge will also require a road closure, this time for both directions of Killebrew Drive. The road closure is scheduled for the night of Tuesday, July 2 starting at 10 p.m. and will reopen on Wednesday, July 3 at 5 am, weather permitting.

Work on the elevator walls on the south side of Killebrew Drive has begun and will continue for the next two and a half weeks, along with finishing up the walls to the bridge and roof levels. Walls on the north side will continue to be poured the week of June 17 and should be complete by the end of the week. The steel trusses are expected to arrive on site the last week in June. The trusses will be welded together and set in place which may occur in early July. Both the delivery and setting of the steel will require nighttime road closures of Killebrew Drive. More details to come as the date gets closer.

Backfill of the walls on the south side of Killebrew Drive is complete. The contractor continues to work on forming the wall above grade to the bridge level and will begin forming the walls to the bridge roof level towards the end of the week of June 10. The footing installation on the north side is complete and forming of the wall on the north side has begun and will continue the next two weeks. The steel trusses are expected to arrive on site the last week in June. The trusses will be welded together and set in place, likely sometime the week of July 8 which will require a nighttime road closure of Killebrew Drive. More details to come as the date gets closer.

Backfill of the walls on the south side of Killebrew Drive were able to proceed slightly before being halted again due to the wet conditions. This work will resume once the material dries out. The contractor continues to work on forming wall above grade to the bridge level. With the snow, the excavation for the building foundations on the south side has been postponed until April 22. The footings on the south side will begin at that time and should be complete by May. Similarly, the storm sewer installation around the footing on the north side was postponed due to weather since the storm sewer has been very active with the falling precipitation. It is hoped that this work will occur towards the end of the week of April 22, based on current forecasts.

The contractor has mobilized a construction trailer to the site, but held off on other construction activities due to the snow. The contractor anticipates mobilizing to the site the week of April 15 and installing barriers and fencing around the work site and will be relocating the construction trailer once mobilization is complete. Excavation for the building foundations will begin at the end of the week and will continue into the week of April 22. Storm sewer installation around the footing is also scheduled for the week of April 15.

These totals are below the revised City Council approved construction project funding of $3,171,000. The City has received the formal letter authorizing the project from the MnDOT Office of Civil Rights.

The apparent low bidder is Sheehy Construction Company with a base bid of $2,895,614.53 and a total bid of $3,138,414.53 when the add alternatives are included. These totals are below the revised City Council approved construction project funding of $3,171,000. The MnDOT Office of Civil Rights has emailed that they authorized clearance of the project, and the formal letter is expected to arrive the week of January 22. Once the letter arrives the project can proceed to award. Staff anticipates award at the January 28 City Council meeting.

These totals are below the revised City Council approved construction project funding of $3,171,000. Since this project has federal aid funding, it cannot be awarded until after the MnDOT Office of Civil Rights reviews the Disadvantage Business Enterprise goal. This is likely to take a few weeks. Staff anticipates award at the February 4 City Council meeting.

MnDOT has approved the plans. Advertisements for the project will be placed in the Sun Current, Finance and Commerce and the Minneapolis Builder's Exchange starting December 20 for three weeks. Bids will be opened on January 11, 2013.

The plans and specification for rebid of the Killebrew Pedestrian Bridge project are on the City Council agenda for December 3, 2012 for approval. The project was originally bid last spring and bids were rejected since they were significantly over the engineer's estimate. The project has been valued engineered and add alternatives have been added to the project.

The project will be advertised starting April 19 with a mandatory pre-bid meeting scheduled for May 2. Bids will be opened on May 15.
