Skywater Sanitary Sewer Project
What is the scope of the project?
This project includes the upsizing of an existing sanitary sewer pipe that runs in an existing drainage and utility easement between River Ridge Road and Old Shakopee Road. These upgrades are needed to accommodate the existing sanitary sewer flows in the area, along with additional flow that will be received from Skywater Technologies, located at 2401 E 86th Street. These improvements are being coordinated with the adjacent property owners and will be completed with a combination of trenchless and open trench sanitary sewer installation techniques.
How is the project funded?
The project will be funded by a 50/50 split between the property owner at 2401 E 86th Street, Skywater Technologies, and the City of Bloomington Utility Sanitary Sewer Fund.
What is the project's schedule?
The project is anticipated to begin construction in the summer of 2020 and complete by the Fall of 2020.
August 28, 2020
Boulevard restoration is complete. Punch list work remains.
August 21, 2020
Old Shakopee Road has been re-opened to traffic and re-striped. Boulevard restoration and tree replacement is anticipated to complete by Friday, August 21.
August 14, 2020
Concrete curb, sidewalk and street restoration is complete. Old Shakopee Road will be re-opened on Friday, August 14. A single outer lane closure for northbound Old Shakopee Road will remain in place to complete boulevard restoration, which was delayed due to the recent rain this past week.
August 7, 2020
Sanitary sewer and storm sewer installation is complete. The Contractor has started boulevard restoration along with concrete curb and sidewalk replacement, which will continue the week of August 10. Street restoration will follow behind concrete installation later in the week of August 10. Old Shakopee Road remains closed from East 89th Street to East 88th Street.
July 31, 2020
Sanitary sewer installation will continue on Old Shakopee Road near 88th Street the week of August 3. Old Shakopee Road is currently closed from East 89th Street to East 88th Street. The sanitary sewer manholes have been installed on both ends of the portion of sanitary sewer that was bored underground and River Ridge Road has been reopened to traffic at Skyline Drive. Final restoration of River Ridge Road will occur when the entire project is nearing completion in late August.
July 24, 2020
The Contractor will complete the jacking (underground boring) of sanitary sewer pipe the week of July 27 and then will remove the pits, install manholes in those locations and abandon the old sanitary sewer pipe. Sanitary sewer installation will then continue using the open trench technique rather than underground boring for the remainder of the installation onto Old Shakopee Road. Old Shakopee Road will be closed from East 89th Street to East 88th Street starting Monday, July 27 for approximately 1 month while work continues in the area. A detour will be in place that utilizes East 86th Street, Old Cedar Avenue and Old Shakopee Road.
July 17, 2020
The Contractor has finished digging pits and will continue jacking of the sanitary sewer pipe during the week of July 20. To allow this work to occur, the water main along River Ridge Road will need to be shut down to replace a small portion of water main that is conflicting with the location of the sanitary sewer pipe. This is scheduled to occur on Tuesday, July 21 and all affected residents will be notified. CenterPoint Energy has started gas main replacement along the east side of Old Shakopee Road between East 89th Street and East 88th Street and will continue the week of July 20. River Ridge Road is currently closed between Skyline Drive and East 89th Street. As sanitary sewer replacement continues to head west toward Old Shakopee Road, this will require the closure of Old Shakopee Road from East 89th Street to East 88th Street, which is anticipated to occur the week of July 27. More information will be given when a schedule is determined.
July 10, 2020
Tree removal is complete and erosion control has been set up on site this week. The Contractor will begin digging pits for the sanitary sewer pipe jacking operation the week of July 13. This is the portion of the sanitary sewer pipe replacement from River Ridge Rd to approximately 250’ west that will be bored underground. River Ridge Rd will be closed in the location of the pit when this begins.
July 2, 2020
The Contractor anticipates completing some minor tree removal and setting up construction fencing late in the week of July 6. Traffic control for the first phase of construction will include a single, outer lane closure for northbound Old Shakopee Road between 88th Street and 89th Street. River Ridge Road will also be closed to through traffic between 88th Street and 89th Street. Residents will still have access to Skyline Drive from 88th Street and River Ridge Road.

A Pre-Construction meeting was held via a WebEx on June 16. The Contractor anticipates starting construction of the project in early-mid July.
