Pedestrian Crossing Improvement Project
What is the scope of the project?
This project targets three high-use pedestrian crossing locations in Bloomington. The crossing locations include American Boulevard just east of Bloomington Avenue, Portland Avenue at Bischoff Lane which is a School crossing and part of the walking route for Valley View Middle and Elementary School and East Bush Lake Road at the entrance to Bush Lake Park. These three locations were systematically chosen as top priorities for the implementation of Rectangular Rapid Flashing Beacon (RRFB) systems along with associated pedestrian ramps improvements at all locations and modifications to the existing median on American Boulevard to allow for a pedestrian refuge at the proposed crossing location. The goal of the enhancements is to create a safer environment for non-motorized users navigating the City of Bloomington transportation network.

How is the project funded?
The City of Bloomington has applied for and received federal funding from the Highway Safety Improvement Program (HSIP) which will cover the majority of the project cost. The remainder of the cost will be covered by local City of Bloomington funds.
What is the project schedule?
The project is anticipated to be bid in early 2016 with a construction start in the Spring of 2016. Construction should take approximately 2 months to complete.

RRFB installation and pedestrian ramp installation is complete on all three sites. Restoration will complete in early August.

Concrete replacement, including ped ramp installation is anticipated to complete by early in the week of July 25 on all three sites. Pouring of the foundations for the Rectangular Rapid Flashing Beacon (RRFB) systems are complete on all three sites and installation of the RRFB systems has started on the Portland Avenue and East Bush Lake Road sites. Installation of the RRFB’s on all three sites is scheduled to continue the week of July 25.

Concrete removal and replacement has started and will continue the week of July 18 on the Portland Avenue and American Boulevard sites. Concrete removal and replacement on the East Bush Lake Road site is also anticipated to begin the week of July 18. Pouring of the foundations for the Rectangular Rapid Flashing Beacon (RRFB) systems are nearly complete on all three sites and are anticipated to complete the week of July 18. This work will involve single lane closures on Portland Avenue and American Boulevard and shoulder closures on East Bush Lake Road.

The Contractor anticipates starting work on this project the week of July 11. More information will be given as to which areas will be started first as construction nears.

A Pre-Construction Conference was held on May 4 in the Public Works Training Room. The Contractor anticipates starting work in all three areas including East Bush Lake Road adjacent to Bush Lake Beach, Portland Avenue/Bischoff Lane and American Boulevard just east of Bloomington Avenue in early July 2016.
