Normandale Blvd (CSAH 34) Reconstruction Project

What is the scope of this project?

This Project includes the reconstruction of almost a mile of Normandale Blvd (CSAH 34) from W 94th Street to approximately Nine Mile Creek in Bloomington. The proposed Project is a safety improvement type project that includes the reconstruction of Normandale Blvd from a four-lane undivided roadway without turn lanes to a four-lane divided (aka has a center median) roadway with protected left turn lanes. The proposed project will provide enhanced accommodations for pedestrians, bicyclists and other non-motorized transportation modes, via the construction/reconstruction of multi-use trails on both sides of the roadway.

These improvements are proposed to maintain and enhance user safety along Normandale Blvd. The installation of a raised center median will help to improve traffic flow and increase safety by providing separation between vehicle traffic in opposing directions. In addition, the provision of protected left turn lanes will separate turning vehicles from through traffic, further improving overall safety of the corridor. Access modifications for the side streets are also being evaluated.

This Project will be designed and constructed in cooperation between both Hennepin County and the City of Bloomington.

How is the project funded?

The City of Bloomington applied for and received a federal grant through the Federal Surface Transportation Program, which will fund a portion of the project cost. The remainder of the cost will be funded by State Aid funds, Hennepin County and City of Bloomington funds.

What is the project schedule?

The project is currently in the final stages of design and is anticipated to begin construction in the Fall of 2016.  The project is anticipated to take two full construction seasons to complete.

What is the project history?

  • 2001, 2003, 2005, 2007, 2009, and 2011 - Applications were submitted to compete for federal transportation funding for this safety project. In 2011 the city/county's application was successful in receiving funding for a 2016 project. The submittal of these applications was supported by the previous City Councils.
  • March 27, 2014 - A neighborhood informational meeting was held at St. Michael's Lutheran Church to explain the project and take public input.
  • April 21, 2014 - City Council ordered a feasibility study for Normandale Blvd (CSAH 34) - Nine Mile Creek to 94th Street, project number 2016-201, Agenda Item 3.5.

June 2018

June 22, 2018

The project is substantially complete.  The contractor will be working on final cleanup items over the next several weeks.

June 19, 2018

Due to the rain, the opening of the road has been pushed back to the evening of Wednesday, June 20, weather dependent.

June 15, 2018

The contractor will be working on punch list* items the week of June 18.  The road will be opened to two lanes in each direction the morning of Tuesday, June 19, weather dependent.  There will be intermittent lane closures after that as the contractor completes the punch list.

*A punch list is a document prepared near the end of a construction project listing work not conforming to contract specifications that the contractor must complete prior to final payment. The work may include incomplete or incorrect installations or incidental damage to existing finishes, material, and structures.  

June 8, 2018

Final paving has started and will be complete by Wednesday, June 13, weather dependent.  Delays are expected to continue and motorists may want to find alternate routes.  Once the road is paved, stripes will be placed on the road and it will be reopened to four lanes the week of June 18.

June 4, 2018

A slight modification in the paving schedule has been made from what was shared last Friday.

  • Southwood Drive is closed as of Monday, June 4 through Thursday, June 7.  It will reopen on Friday, June 8 but will experience periodic interruptions as the pavement is placed on mainline Normandale Blvd.  It is expected to reopen sometime over the weekend.
  • Norman Ridge Drive (South access point) and Northwood Ridge will have no access to Normandale Blvd as of Noon, Wednesday, June 6.  They will reopen sometime over the weekend.
  • Norman Ridge Drive (North access point) and Mt. Normandale Drive will experience periodic interruptions as the pavement is placed on mainline Normandale Blvd starting Thursday, June 7.
  • Toledo Road will experience periodic interruptions as the pavement is placed on mainline Normandale Blvd starting Monday, June 11, weather dependent.

June 1, 2018

Southwood Drive will be closed starting Monday, June 4 through Wednesday, June 6.  This is in order to complete some manhole work prior to the final paving of the road.  The contractor will finish up landscaping, irrigation and turf establishment the week of June 4.  Final paving will start on June 7, weather dependent.  In order to do this, the intersection of Poplar Bridge Road, 94th Street and Normandale Blvd will become a four way stop the afternoon of June 6.  Delays are expected and motorists may want to find alternate routes.  Paving will continue the week of June 11.  Once the road is paved, stripes will be placed on the road and it will be reopened to four lanes the week of June 18.

May 2018

May 25, 2018

Landscape installation continues in the medians and along the west side of the road.  Paving of the trail on the west side of the road is anticipated to occur the week of May 28.  Boulevard restoration will follow the paving of the trail over the next couple of weeks.

May 18, 2018

Southbound traffic has been switched to the inner lane to allow for work to occur in the boulevard on the west side of the road. Landscape installation in the medians along with the west side of the road will continue for the next couple of weeks. Concrete installation will continue the week of May 21. Fine grading of class 5 gravel on the trail is scheduled to occur the week of May 21 with paving of the trail possibly occurring the week of May 28.

May 15, 2018

On Thursday, May 17 starting at 10 a.m., the traffic control at the intersection of Normandale Blvd, 94th Street and Poplar Bridge Road will be modified.  The southbound left turn lane will be reopened by the afternoon rush hour.  In addition to the modifications at the intersection, lanes will be shifting along the roadway corridor with one lane northbound and southbound open.   Motorists should use caution as they drive through the area.

May 10, 2018

Paving of the south end of Normandale Blvd near 94th Street at Poplar Bridge Road is scheduled for Monday, May 14, weather dependent.    Concrete installation will continue the week of May 14. Landscape installation will begin mid-week and continue for a couple of weeks. 

May 4, 2018

At the south end of Normandale Blvd, rock and concrete curb and gutter will be installed the week of May 7. If the weather cooperates, the area could be paved by the end of the week, otherwise it will be early the week of May 14.

April 2018

April 27, 2018

Construction activities are expected to begin the week of April 30. At that time, a northbound lane closure will be set up along with a southbound lane closure. In addition, there will be no southbound left turns allowed at 94th Street/Poplar Bridge Road. The contractor and Hennepin County will make signal modifications on Monday, April 30 after the morning rush hour.

With a favorable weather forecast, the City’s contractor hopes to resume construction on April 30.

April 13, 2018

Xcel Energy anticipates completing their work the week of April 16.   With the snow in the forecast for the weekend, the City’s contractor has moved their start of the project to April 23.

Xcel Energy continues to work to relocate a facility between Southwood Drive and 94th Street/Poplar Bridge Road.  With the snow in the forecast for next week, the City’s contractor has moved their start of the project to April 16.

March 30, 2018

Xcel Energy will begin work to relocate a facility between Southwood Drive and 94th Street/Poplar Bridge Road the week of April 2. A lane closure for southbound Normandale Blvd traffic will be set up for this work. The work is expected to take three weeks. Shafer, the city’s contractor, expects to begin their activities starting the week of April 9, weather permitting. At that time, a northbound lane closure will be added and the southbound lane closure will be modified. In addition, there will be no southbound left turns allowed at 94th Street/Poplar Bridge Road. The contractor and Hennepin County will make signal modifications on Monday, April 9 after the morning rush hour.

Xcel has informed the City that their construction will start on Monday, April 2 instead of the previously indicated March 28.

March 23, 2018

Construction will resume on Wednesday, March 28 with Xcel Energy work to relocate a facility between Southwood Drive and 94th Street/Poplar Bridge Road.  A lane closure for southbound Normandale Blvd traffic will be set up for this work.  The work is expected to take three weeks.  Shafer, the City’s contractor, expects to begin their activities starting the week of April 9, weather permitting.

December 11, 2017

There will be a southbound lane closure on Normandale Blvd starting Tuesday, December 12 through Friday, December 15. There will be limited access at the south Norman Ridge Drive from 9 a.m. to 5 p.m. on Tuesday, December 12. The crew will also install a temporary pedestrian ramp at 94th Street on Tuesday. Fence materials were delivered on Monday, December 11 and crews will once again be working on installing fences along the corridor.

The fence installers are waiting for materials and will resume construction once the supplies arrive.

Fence installation continues along with some miscellaneous cleanup work.

In the spring of 2018, the trail on the west side will be paved along with finishing concrete work at the medians and planting of the landscape materials. In addition, the final layer of asphalt will be installed. This work will require the road to go back to one lane in each direction to accomplish the median and trail work at that time, but it will remain four lanes this winter.

The Toledo Road timed left turn restriction will remain while the other left turn bays are fully open. City staff heard many concerns about cut through traffic from the Toledo neighborhood during the planning process. The traffic engineers will be monitoring the area and will make recommendations based on the new traffic pattern.

November 2017

November 17, 2017

A traffic switch occurred on Friday, November 17. This was necessary to finalize the grading and the paving of the left turn bays along Normandale Blvd. There will be no northbound left turns allowed between 94th Street/Poplar Bridge Road until you get to 84th Street. This includes no left turns at Norman Ridge Dr. (north), Southwood Drive, Mt Normandale Drive. These side streets will all be right in/right out along Normandale Blvd. The schedule for this work is Friday, November 17 through Monday, November 20, assuming minimal poor weather. Also, there will be no southbound left turn allowed at Poplar Bridge Road or Toledo Road. Toledo Road will also be right in/right out. There will be a posted detour along 98th Street, Collegeview Drive and Poplar Bridge Road. This work is scheduled for Friday, November 17 through Wednesday, November 22, weather permitting. In order to complete this work the contractor has a noise variance to allow work to begin at 7 am on Saturday, November 18.

The contractor will be prepping the boulevards with topsoil and placing mulch the week of November 20. Seeding these areas will occur the week of November 27. Fence installation will continue for several more weeks. The contractor will be placing stripes on the road the morning of Wednesday, November 22 in anticipation of opening the road to two lanes in each direction that evening. Plantings and the final wear course of bituminous would occur in the spring of 2018.

November 15, 2017

A traffic switch will occur on Friday, November 17. Motorists should use caution through the area and may want to consider alternate routes.

In order to finalize the grading and the paving of the left turn bays on Normandale Blvd, left turns will be prohibited. There will be no northbound left turns allowed between 94th Street/Poplar Bridge Road to 84th Street.

This includes no left turns at Norman Ridge Dr. (north), Southwood Drive and Mt Normandale Drive. Side streets including Toledo Road will all be right in/right out along Normandale Blvd.

The schedule for this work is Friday, November 17 through Monday, November 20, assuming no poor weather.

There will be no southbound left turn allowed at Poplar Bridge Road. There will be a posted detour along 98th Street, Collegeview Drive and Poplar Bridge Road.

Work is scheduled for Friday, November 17 through Wednesday, November 22, weather permitting. The contractor has a noise variance to allow work to begin at 7 a.m. on Saturday, November 18.

November 9, 2017

Due to the cold weather, paving the west side of the road was postponed until the week of November 13 when warmer temperatures are anticipated.  Once this paving is complete, the contractor will need to move traffic to the outside lanes in order to complete the work at the intersection of 94th Street and Poplar Bridge Road in order to open four lanes for the winter.  The traffic switch is anticipated to occur the week of November 20 to allow this work to happen.  Weather permitting, pavement would be placed in this intersection area the week of November 27.

The contractor will continue to install wood fence along the west side of the road for several more weeks.  Topsoil and turf establishment is beginning and will also continue for several more weeks.  Sod fields are closing for the season due to the colder than usual early November temperatures.  Seed will be placed in these areas this fall for erosion control purposes.

November 3, 2017

Curb installation is winding down and will be complete the week of November 6. Paving of the west side of the road is anticipated to begin November 8, weather permitting. The contractor continues to install wood fence along the west side of the road. Topsoil and turf establishment is beginning and will continue for several more weeks.

The outage of the signal at the intersection of 94th Street and Normandale Boulevard has been rescheduled for Thursday, November 2. Backups and delays are expected with this work. Motorists may want to choose alternate routes.

October 2017

October 27, 2017

Curb installation will continue the week of October 30 as will installation of the wood fence on the west side of the road. Paving of the road is scheduled for the week of November 6. An outage of the signal at the intersection of 94th Street and Normandale Boulevard is scheduled for Tuesday, October 31, weather permitting. Backups and delays are expected with this work. Motorists may want to choose alternate routes.

October 20, 2017

Curb installation will begin the week of October 23. The contractor will also be installing the wood fence on the west side of the road and grading for the trail. The contractor will also continue signal modifications at the intersection of 94th Street and Normandale Boulevard in the coming weeks.

Weather permitting, the goal for Normandale Blvd, by the time snow flies, is to have two lanes open in each direction, the trail graded and portions of it paved. The walls would be all constructed and painted with fencing installed. This would leave completion of the medians, tree planting, paving the remainder of the trail and paving the final layer of asphalt in the spring of 2018.

October 13, 2017

Wall construction for Wall E, which is the top tier of the three tiered walls known as Walls C, D, E, has started and will complete early in the week of October 16. These walls are located across the street from St. Michael’s Church. Subgrade excavation and installation of aggregate base rock is anticipated to complete the week of October 16. Fence installation is scheduled to begin the week of October 16. Signal work at the intersection of 94th Street and Normandale Boulevard is anticipated to occur the week of October 16. This will require the intersection to be in a four-way stop condition for approximately 1 day. Bloomington PD will be on site at the intersection to help regulate traffic during AM and PM peak travel hours. Storm sewer work along with minor watermain work is also scheduled next week. The watermain work will require the shutdown of watermain along Normandale Boulevard and all affected properties have been notified.

October 6, 2017

The rain delayed much progress this week. Wall construction for Wall D, which is the middle tier of the three tiered walls known as Walls C, D, E, will continue the week of October 9. These walls are located across the street from St. Michael’s Church. Century Link continues installing new facilities in the area. Subgrade excavation will continue, with aggregate base rock being placed at the north end towards the middle of the week of October 9, weather dependent.

Norman Ridge Drive access to Normandale Blvd will be closed on Wednesday, October 11 in order to do the subcut through the intersection. Traffic will need to access Norman Ridge Drive via Briar Lane.

Wall construction for Wall D, which is the middle tier of the three tiered walls known as Walls C, D, E, will occur the week of October 2. These walls are located across the street from St. Michael’s Church. Xcel is working on light pole relocation and Century Link continues installing new facilities in the area. Subgrade excavation will continue with aggregate base rock being placed at the north end towards the end of the week, weather dependent.

Due to the rain this week, the opening of Southwood Drive and closure of Northwood Ridge has been delayed until Thursday, September 28.

September 22, 2017

The contractor will be working on utilities at the intersection of Southwood Drive and Normandale Blvd.  In order to accomplish this work, this intersection is closed until sometime on the evening of Tuesday, September 26 or Wednesday, September 27.  There will be a water main shutdown scheduled for Tuesday, September 26 between 9 a.m. – 4 p.m. in the vicinity of Southwood Drive.  Affected residents will receive notices on their doors. 

Wall construction for Wall C, which is the bottom tier of the three tiered walls known as Walls C, D, E, has begun.  These walls are located across the street from St. Michael’s Church.  Subgrade excavation will continue the week of September 25.

September 19, 2017

Starting the morning of Wednesday, September 20 (weather permitting), the contractor will be opening Northwood Ridge to traffic, and closing Mount Normandale Drive to install utilities across the intersection. This work is expected to take two to three days. Once the work is completed at the Mount Normandale Drive intersection, Mount Normandale Drive will be reopened. Once it is open, the contractor will begin utility work at the Southwood Drive intersection. It is anticipated that Southwood Drive will close on Friday, September 22. This work here is expected to take three days. It is the intent to have two roads open to the neighborhood at all times.

Once the utility work is completed at the two intersections, Northwood Ridge will close again. Mount Normandale Drive and Southwood Drive will both be open the evening of Tuesday, September 26 or sometime during the day of Wednesday, September 27, barring any unexpected developments. Further updates will be posted if this changes.

September 15, 2017

Storm sewer pipe installation will continue the week of September 18. It is expected to continue until early October. The contractor will also be working on the subgrade excavation for the south portion of road.

Walls F, G, H and I, located from Norman Ridge Drive (north) to approximately 500’ north, are scheduled to be complete next week. The contractor will continue excavating for Walls C, D, and E, which are located across the street from St. Michael’s Church. Wall construction for these walls is anticipated to begin around September 21.

September 8, 2017

The contractor will be installing new sanitary sewer piping the week of September 11. Storm sewer pipe installation is expected to resume the week of September 18. Subgrade excavation for the road will also begin at that time.

Wall F (the lowest tier) from Norman Ridge Drive (north) to approximately 500’ north is complete. Blocks will be set on Wall G (the middle tier) next week. The contractor will continue excavating for Walls C, D, E which are located across the street from St. Michael’s Church. Wall construction for these wall is anticipated to begin around September 21.

September 1, 2017

Storm sewer installation continues and will be between Northwood Ridge and Southwood Drive the week of September 5. There are two more water main shut downs anticipated. These are anticipated to occur sometime in September and the affected residents will be notified at that time.

CenterPoint will be on site on Tuesday, September 5 to lower the gas crossing at Toledo Road.

Work continues on Walls F, G, H, and I, which are located in from Norman Ridge Drive (north) to approximately 500’ north. Blocks will continue to be set on Wall F (the lower wall). The contractor will begin excavating for Walls C, D, E, which are located across the street from St. Michael’s Church. The contractor will begin excavation on the south end and work north.

August 2017

August 25, 2017

Storm sewer installation will continue until mid September. There are two more watermain shut downs anticipated. These are anticipated to occur sometime in September, and the affected residents will be notified at that time.

Century Link will be on site on Monday, August 28 and will be working on both the east and west sides of the roadway.

Wall A, near 94th Street, is complete, with the exception of painting the final colors which will occur later this fall when more walls are erected. Work continues on Walls F, G, H, and I, which are located in from Norman Ridge Drive (north) to approximately 500’ north.

August 18, 2017

Utility installation of storm sewer and hydrant relocation will continue the week of August 21. Northwood Ridge will be opened temporarily on Monday, August 21 through Wednesday, August 23 (weather dependent) to accomplish this underground work on Southwood Drive. Mount Normandale Drive will be closed on Monday, August 21 and Southwood Drive will be closed on Tuesday & Wednesday, weather permitting. Once this utility work is completed, Northwood Ridge will be closed and Mt. Normandale Drive and Southwood Drive will be opened.

The rain this week has pushed CenterPoint Energy back. They anticipate beginning work on the west side sometime around August 23.

Construction of Wall N near Northwood Ridge is done, with the exception of painting the final colors, which will occur later this fall when more walls are erected. Wall A, near 94th Street, should be complete by the middle of next week. Work on Walls F, G, H, and I, which are located in from Norman Ridge Drive (north) to approximately 500’ north, has begun and will continue for approximately three weeks.

August 11, 2017

The contractor was able to begin reclaiming the road on August 10. This activity should be complete on Monday, August 14, weather permitting.

The week of August 14, the contractor will begin utility installation. This work will include storm sewer installation and hydrant relocation at the intersections of Normandale Blvd and the side streets. In order to accomplish this work, it will be necessary to close intersections one to three days depending on the work needed. During that time the adjacent side street that is closed will be open to allow access to the neighborhood. For instance, Northwood Ridge would be reopened when work occurs at Southwood Drive. If there is a hydrant relocation, there will be a watermain shutdown. Affected residents will be notified about the shutdown. The contractor intends to begin with the closed intersection utility work first.

Centerpoint Energy is anticipated to begin work on the west side sometime around August 16. Century Link also intends to be on site mid next week to begin installation on the west side. Century Link crews will also be burying service lines on private property north of Toledo Road on the east side of Normandale Blvd. The services lines south of Toledo Road will follow once the splicing is complete.

The contractor switched the order of the retaining wall construction. Construction of Wall N near Northwood Ridge is underway. Construction of Wall A, near 94th Street will begin soon. Excavation for walls F, G, H & I will begin the week of August 14. These are the walls that begin at the north Norman Ridge Drive and extend approximately 500’ north.

August 4, 2017

Removals of pavement and other miscellaneous structures will continue the week of August 7. The contractor will begin to excavate for Wall A, which is near 94th Street, and Wall N, which is near Northwood Ridge, next week. Construction of Wall A will also begin.

Sand will begin to be hauled in and placed on top of the remaining pavement on the west side. The week of August 14, the contractor will reclaim the road, which is a process of grinding the sand with the existing pavement to make a new recycled material that meets the project specifications and can be used as the road base.

August 1, 2017

The Bloomington Utilities Division will be making an emergency excavation and repair of a leaking 12” gate valve lying in the Southwest quadrant of the W. 84th Street and Normandale Blvd intersection. Hennepin County Signal Shop will be placing the entire intersection on flash commencing at 9:00 AM, Wednesday, August 2. Some turns may be restricted for safety purposes. The repair is expected to last 4-6 hours under ideal conditions.

July 2017

July 28, 2017

The traffic switch to move traffic from the west side of Normandale to the east side will occur on August 1, weather dependent. The northbound lane will be moved in the morning then the concrete barricades will be shifted and finally the southbound lane will be moved in the afternoon. During the traffic switch, motorists will not be able to make northbound to westbound left turns within the construction zone until the relocation of traffic is complete. As part of this traffic switch, Toledo Road will be reopened and Northwood Ridge will be closed. The southern Norman Ridge Drive will remain closed. Motorists should anticipate delays and use caution when traveling through the new work zone.

Starting August 2 the contractor will be milling the pavement on the west side of the road. Tree removal will also begin. The excavation for the retaining wall near the intersection of 94th Street and Normandale Blvd will begin the week of August 7.

July 21, 2017

Road pavement will continue to be placed on the east side of Normandale Blvd. The contractor will pave the trail on the east side the week of July 24. Fence installation and topsoil and turf installation continue as well.

The traffic switch from the west side of the road to the east side to facilitate construction is anticipated to occur in early August.

July 14, 2017

The contractor has a noise variance to begin work at 7 am on Saturday, July 15. Fence installation will start on July 14 and continue for several weeks. Bituminous pavement installation on the east side of the road will begin around July 19, weather dependent.

The restriction prohibiting vehicles from turning right from westbound Poplar Bridge Road to northbound Normandale Blvd continues.

July 7, 2017

Curb and gutter installation will continue into the week of July 10. The contractor has a noise variance to begin work at 7 am on Saturday, July 8. Later in the week the contractor will grade behind the curb for the new trail. Fence installation should begin the week of July 10.

No vehicles will be allowed to make a right turn from westbound Poplar Bridge Road to northbound Normandale Blvd starting Monday, July 10. This is to facilitate installation of storm sewer, curb and gutter, and pavement at the intersection.

June 2017

June 30, 2017

No trucks will be allowed to make a right turn from westbound Poplar Bridge Road to northbound Normandale Blvd starting Monday, July 3. All vehicles will be prohibited from making this movement starting Monday, July 10. This is to facilitate installation of storm sewer, curb and gutter, and pavement at the intersection.

The rock aggregate base will continue to be placed. Curb and gutter installation north of Toledo Road is rescheduled for July 3 & 5 weather dependent. Storm sewer pipes and catch basins should be completed by the end of the week of July 3.

June 23, 2017

The rock aggregate base will continue to be placed. Curb and gutter installation north of Toledo Road is scheduled for June 29 and 30, weather dependent. Storm sewer pipes and catchbasins will be installed south of Toledo Road the next two weeks.

June 16, 2017

The rock aggregate base for the road will begin being placed the week of June 19. Subgrade excavation south of Toledo Road will also occur that week. Curb and gutter installation north of Toledo Road is anticipated to begin the week of June 26.

June 9, 2017

Subcuts, storm sewer pipe installation and other grading work continues. The rock aggregate base for the road will begin being placed the week of June 19.

June 2, 2017

The joint trench with Centerpoint, Xcel and Century Link will be completed early the week of June 5. Century Link will be finishing road crossing and cutting over services. Customers may see short periods of disruption either the week of June 5 or 12, but according to Century Link often people never notice the outage. Replacement of a hydrant will also occur next week. Construction of the last wall on the east side will be done middle of the week of June 5. The contractor will then begin painting the walls on the east side the final color. Subcuts, storm sewer pipe installation and other grading work continues.

The joint utility trench with Centerpoint, Xcel and Century Link was slightly delayed with the rain this past week and began on May 18. This work will take approximately two weeks. Storm sewer pipe installation continues along with grading the roadway and construction of the retaining walls.

Normandale Blvd is scheduled to close overnight from Thursday, May 25 at 8 pm to Friday, May 26 at 5 am in order for Xcel Energy to work on three crossings of the road. The detour route will be Poplar Bridge Road, France Avenue (CSAH 17) and 84th Street. The rain date is June 1/2.

The joint utility trench with Centerpoint, Xcel and Century Link will begin work on May 15. This work will take approximately two weeks. Storm sewer pipe installation continues along with grading the roadway and construction of the retaining walls.

In transferring services to facilitate construction Century Link accidentally cut both their own service line and Comcast's service line.  Both companies are aware of the outage and are working to restore service.  The City and Century Link apologize for any inconvenience.

Work on the subgrade excavation and storm sewer continues. The contractor will begin excavating for Wall B near the Water Plant Pond and St. Michael’s Church the week of May 8.

The muck excavation will be completed in early May. Block wall construction continues. The week of May 1, the contractor will be “reclaiming” the rest of the remaining pavement on the east side of the road. This involves spreading sand on top of the pavement and grinding the sand and pavement together to make a new recycled material that meets the project specifications and can be used in the road base. The contractor will also be installing storm sewer pipe and working on the subgrade excavation and granular embankment for the road. This work will occur for several more weeks as they move through the road corridor. It is anticipated that the week of May 15, three private utility companies, Xcel, Centerpoint and Century Link will begin installation of their new facilities in a joint trench along the corridor.

The traffic control layout on Normandale Blvd will change on Monday, April 10, 2017. Motorists should use caution and expect delays. The contractor will begin removing muck soil and replacing it with more suitable material. This is expected to take approximately two weeks. The week of April 17 the contractor will grind off the top 6 inches of pavement in the closed area and haul it away for recycling.

The contractor will be complete with driving the sheet pile wall early the week of March 20.  The two cranes used for this work will leave the site either at the end of next week or the beginning of the following week.  The contractor will begin forming of the concrete cap that will be placed on top of the sheet pile wall.

Xcel will be relocating all of the poles on the east side of Normandale Blvd this winter.  The relocations also include moving a pole on the west side at Norman Ridge Drive. They anticipate being complete by April 15.  Customers in the surrounding neighborhoods will experience scheduled power outages due to these relocations.

The contractor will begin installing the first pieces of the sheet pile wall the week of January 30.  This work will continue for several weeks.  Residents in the area can expect some new noise and vibrations due to these activities.  Some information regarding vibrations is listed below:

  • Construction activity can result in varying degrees of ground vibration, depending on the equipment, methods and soil types.  Some people are more sensitive to vibrations than others.

  • Ground vibrations from road construction activities using heavy equipment very rarely reach the levels that can damage structures even if the vibration can be felt in the structure.

  • Items on shelves or walls can move due to the vibrations and you may want to temporarily remove these items to prevent accidental breakage.

  • The City will work with the contractor to manage operations to limit vibration impacts as much as possible. This construction impact is temporary in nature and a necessary part of the road project.

The contractor has begun the assembly of the two cranes necessary for the retaining wall construction.  Wall construction will begin after the cranes are assembled and the material arrives on site.

The contractor will be patching the middle of the road where the new storm sewer was installed at the beginning of November.  Once this is installed, the traffic control will be modified on Normandale Blvd again.  Retaining wall construction on the east side of the road will continue.

Flashing yellow arrows have been added to the signal at 94th Street/Poplar Bridge Road and Normandale Blvd.  This should help with some of the backups during rush hour due to construction.  Storm sewer installation will continue the week of October 24.  Excavation and construction of retaining walls J, K &L will also begin next week.

Temporary bituminous patches will be installed in the areas of the completed storm sewer installation, tentatively scheduled for mid week October 17 or 18.  Traffic will be switched once these patches are complete to allow for construction of storm sewer further south along the road.  A new traffic cabinet for the signal at 94th Street/Poplar Bridge Road & Normandale Blvd will be installed on October 19, weather permitting.  This will require the signal be placed on flash and stop signs erected at the intersection.

The contractor will be making modifications at the signal at Normandale Blvd and Poplar Bridge Road/94th Street starting on Monday, October 3.  This will require closure of the left turn bays and placing the signal into four way flash during part of the day.  The intent of these modifications is to assist with traffic backups which will occur later in the week when the road is narrowed to one lane in each direction.  Towards the end of the week the contractor will begin installing storm sewer pipe.

A preconstruction meeting was held this past week.  Shafer Contracting intends to begin construction the week of October 3.  This is contingent on contract books and insurance being submitted.

Xcel Energy intends to begin relocating some of their facilities the week of September 26.

Two of the private fiber optic companies in the joint trench have completed their cutover to their new facilities.  Two more will be doing their cutover the week of June 27.  The utility companies are now beginning to remove their old facilities from the road way corridor and restore the right-of-way.  Comcast and their contractor D&D are complete with their boring under Normandale Blvd and will begin installing new cable the week of June 27.  Xcel has tentatively developed a new alignment for their relocation along the road and anticipate restarting the relocation in mid July.

MP Nexlevel is complete with the boring work and will be installing handholes and pulling fiber for several weeks.  Comcast and their contractor D&D did not begin last week and hope to begin the week of June 20.

MP Nexlevel has two borings left at Northwood Ridge and Southwood Dr.  They will then begin pulling new fiber through the conduit.  Comcast and their contractor D&D will begin their work the week of June 13.

MP Nexlevel is now working outside the Normandale project limits, up near the intersection of 84th Street and Normandale Blvd.  They will be potholing the existing utilities on Tuesday and directional drilling on Wednesday and Thursday.  Motorists may encounter delays and should use caution while traveling through the area.

The FHWA has agreed that a Section 4(f) de minimis finding may be appropriate for the impacts to Nord Myr Marsh, resulting from the Normandale Blvd safety improvement project.

Section 4(f) refers to the original section within the U.S. Department of Transportation Act of 1966 which provided for consideration of park and recreation lands, wildlife and waterfowl refuges, and historic sites during transportation project development.

An advertisement will be placed in the Sun Current on March 24 to provide an opportunity for the public to review and comment on the effects of the project on the protected activities, features, and attributes of the 4(f) resource (Nord Myr Marsh).  There will be a 30 day comment period that will end on Monday, April 25.  The De Minimis Preliminary Determination Request will be available for review at the Bloomington Engineering Office, (1700 W. 98th Street) the Penn Lake Library (8800 Penn Avenue )and available here on the City website.

Braun Intertec will be installing piezometers to monitor the groundwater elevation in the next week or two.  The private utility companies will also be working along the road this spring. Windstream is leading a joint trench project to relocate facilities in advance of the road construction that is anticipated to start in June.  The Project Memorandum and Section 4(f) deminimis environmental documents have been approved by MnDOT and are now routed to FHWA for approval.

The drill rig broke down and the borings were again delayed.  Hopefully, work will continue on the soil borings the week of April 27.  The drill rig for the cone penetration test which will be used to investigate the more compressible, soft soils in the wetland areas is scheduled for the week of May 4.

The consultant hired by the City to gather soil boring information, inadvertently hit the existing 16” water main on Normandale Blvd.  This put several homes, St. Michael's Church, and fire hydrants along Normandale Blvd out of service temporarily.  An emergency repair was made but did cause noise and traffic disruption in the area.   The road has been patched.   There will continue to be lane closures on Normandale Boulevard as the geotechnical work is completed, but these should occur in the hours of 9 am to 3 p.m.  This delayed the completion of the field work for the soil borings which will be extended into the week of April 20.

Hennepin County has begun the right-of-way acquisition process for the Normandale Blvd (CSAH 34) project. They have sent letters to the affected property owners and are starting to schedule meetings with the right of way agents and the appraisers. In advance of these meetings, the proposed acquisition areas are marked with lathe so that it can assist both the property owner and the appraiser in visualizing the modification. Appraisals are expected to be completed at the end of March with offer letters being sent late April 2015.

Work regarding geotechnical borings for the project are projected to begin the week of February 16. Lane closures along Normandale Blvd will be required at various points to conduct the work safely. Field work will mostly occur in February, weather dependent, with the report due mid March.

The proposed right turn lanes along Normandale Blvd (CSAH 34) are on the agenda for the November 17th City Council meeting. The meeting will be held at the Bloomington City Council Chambers located at 1800 West Old Shakopee Road and starts at 7:00 pm.

At the November 3, 2014 Public Hearing for the project, the City Council adopted a resolution ordering the improvements with the addition of the right turn lanes at three locations, Mt. Normandale Drive, Northwood Ridge and Southwood Drive. Since the layout at the October 16, 2014 neighborhood meeting did not include the right turn lanes, Council requested that staff contact the affected property owners regarding this change. The right turn lane options have been posted to the project website.
