CenterPoint Energy Beltline Project

 
 

Background

Starting in 2013, CenterPoint Energy will be conducting a multi-year construction project to replace and rehabilitate approximately 80 miles of 20" and 24" steel pipe that supplies natural gas to thousands of homes and businesses in the metro area. This construction project is needed to help increase reliability and safety and is part of CenterPoint Energy's standard maintenance and upkeep of the system.

How does this Project affect Bloomington?

The 2018 proposed routes of replacement in Bloomington includes two separate locations.  Natural gas main will be replaced on the following routes in 2018:

  • Route 1
    • Old Shakopee Rd - Oakland Ave to Portland Ave
    • Portland Ave - Old Shakopee Rd to E 102nd St
    • E 102nd St - Portland Ave to Nicollet Ave
  • Route 2
    • Nicollet Ave - Old Shakopee Rd to E 71st St (Richfield)

The schedule for 2018 construction is yet to be determined, but the construction is anticipated to begin in the Spring of 2018 and complete in the Fall of 2018.  An update will be given when the schedule has been determined.

November 2018

November 29, 2018

Street restoration and boulevard stabilization for the winter for the remaining holes on Portland Avenue and W 102nd Street is scheduled to complete by the end of the week of November 26. Nicollet Avenue near 82nd Street is the only remaining area to be restored for the winter and this is scheduled to be completed by early in the week of December 3. Final permanent restoration and other clean up items will occur in the Spring.

November 21, 2018

Street restoration and boulevard stabilization for the winter on the Nicollet Avenue and Portland Avenue sites are scheduled to complete by the end of November.

November 16, 2018

Testing of the new gas main from 98th Street to 81st Street on Nicollet Avenue is complete and street restoration is anticipated to complete the week of November 19. Disturbed boulevard areas will be stabilized to prevent erosion and final restoration will occur in the Spring of 2019. E 84th Street and E 85th Street approaches on the east side of Nicollet Avenue are scheduled to reopen on Friday, November 16, weather permitting.

Milling and paving of the entire width of Nicollet Avenue between 98th Street and 88th Street is complete. The milling and paving of the remaining portion of Nicollet Avenue between 88th Street and I-494 will occur in the Spring of 2019. The overlay project is a joint effort by CenterPoint and Hennepin County.

Gas main installation is complete on Portland Avenue between 102nd Street and 98th Street. Testing of this section of gas main is anticipated to occur on Saturday, November 17. This will involve some noise as the pressure is blown down from the gas main when the testing is complete in the late afternoon, early evening. Residents in the location of this work will be notified of the noise. The other crew that is working on 98th Street is working toward the final tie-in location on Oakland Avenue, which is anticipated to occur early in the week of November 19. Lane closures for east and west bound 98th Street will be needed as the work progresses toward the tie-in location. Street restoration will follow behind the completion of gas main installation the week of November 19. This street restoration will be temporary to allow for the use of all travel lanes and winter maintenance activities to occur. Permanent restoration along with full median replacement in the intersection of 98th Street and Portland Avenue will occur in the Spring of 2019. Disturbed boulevard areas will be stabilized to prevent erosion and final restoration will occur in the Spring of 2019. In addition, the remaining abandonment of the existing gas main on 98th Street between Nicollet Avenue and Portland Avenue will occur in the Spring of 2019.
 

November 2, 2018

86th Street and 82nd Street access are currently closed on the east side of Nicollet Avenue until the week of November 5.  There are currently two crews working near 82nd Street and another crew working at 86th Street. Testing of the new gas main from 98th Street to 81st Street is anticipated to begin early in the week of November 5, which will require a crew to move south of 98th Street on Nicollet Avenue.

There is one pipe crossing remaining on Nicollet Avenue between 86th Street and 87th Street that will require the closure of Nicollet Avenue in this location.  Nicollet Avenue will be closed on Friday, November 9 after the PM rush hour, around 7pm and continue through Sunday, November 12 at 5pm.  This closure may be able to open up earlier in the weekend depending on how the work progresses.  The Contractor has acquired a noise variance for work to occur outside of the allowed hours and the adjacent property owners will be notified.  A detour will be in place during the closure.

Milling and paving of the entire width of Nicollet Avenue between 98th Street and 87th Street is scheduled to begin on Tuesday, November 6, weather permitting.  This will require two days of milling and two days of paving.  The Contractor plans to begin at 5am each of the four days, starting from 98th Street and working to the north each day to reduce impacts to Kennedy School, to be clear of this area by 7:00 a.m., before the start of the school day.  CenterPoint Energy plans to use Bloomington PD services to help with traffic control near 98th Street when work is near the intersection and a noise variance has been acquired to start at 5am.  The adjacent property owners will also be notified by CenterPoint Energy.  There will be temporary, short duration closures when this work is occurring.  

Gas main installation continues on Portland Avenue and is currently heading north from 99th Street.  The crew will be moving up to Portland Avenue and 98th Street on Monday, November 5 to complete gas main installation near the intersection along with a gas main crossing on Portland Avenue south of 98th Street.  This will require the closure of Portland Avenue from 98th Street to approximately 250’ south on Monday, November 5, which is anticipated to be in place for one week.  A second crew will also be continuing east on 98th Street from Portland Avenue starting on Monday, November 5.  The will require lane closures on 98th Street as work progresses toward the final tie in location at Oakland Avenue.  
 

October 2018

October 26, 2018

86th Street access is currently closed on the east side of Nicollet Avenue for approximately 1 more week.  Another crew is currently working from approximately 83rd Street heading to the north, while a third crew is working from 81st Street heading south, with 81st Street and 83rd Street access currently closed from Nicollet Avenue.  A detour is provided for all closures.  Gas main installation is anticipated to reach 82nd Street the week of October 29.  Testing of the new gas main from 98th Street to 81st Street is anticipated to begin around the week of November 5.  Milling and paving of the entire width of Nicollet Avenue between 98th Street and 90th Street is anticipated to occur the week of November 5.  More information will be given when a schedule has been determined.  

Gas main installation continues on Portland Avenue and is currently heading north from 100th Street.  Street restoration from 102nd Street to 100th Street has started and will continue the week of October 29.  One lane of traffic will remain open in both directions on Portland Avenue and access to the side streets on the west side of Portland Avenue will be closed as work progresses through the intersections with detours provided.
 

October 19, 2018

Gas main installation continues from 88th Street to 86th Street. 88th Street access from Nicollet Avenue is anticipated to reopen the week of October 22. The second crew is installing gas main from 84th Street heading to the north. 84th Street access is currently closed on the east side of Nicollet Avenue for approximately 1 more week. A detour has been provided. Side street closures will continue as work progress on Nicollet Avenue. Milling and paving of the entire width of Nicollet Avenue between 98th Street and 90th Street has been delayed and schedule will be given when it has been determined. 
 
Gas main installation continues on Portland Avenue and is currently heading north from 101st Street.  One lane of traffic will remain open in both directions on Portland Avenue and access to the side streets on the west side of Portland Avenue will be closed as work progresses through the intersections with detours provided. 

October 12, 2018

CenterPoint Energy is in the process of strength testing a segment of new 24” pipe along Nicollet Ave, 81st St, 1st Ave and 2nd Ave in both Richfield and Bloomington as part of their CenterPoint Beltline Project.  At approximately 7pm on Friday October 12, 2018 the test will be completed and they will be blowing off the nitrogen used for the test and the location is near the intersection of 81st St and Nicollet Ave.  There is no danger with the process, but it will involve some noise for an hour or two while the pipe blows down.


The closure of 90th Street on the east side of Nicollet Avenue has been slightly delayed due to the weather and is anticipated to reopen by Monday, October 15.  Gas main installation will continue between 90th Street and 88th Street the week of October 15.  Access to 89th Street is currently closed and will reopen the week of October 15 when the access to 88th Street is closed.  The second crew is currently installing gas main between 86th Street and 84th Street and has been slowed due to the weather.  85th Street access on the east side of Nicollet Avenue remains closed until the week of October 15 and will reopen when 84th Street access closes, which is anticipated for late in the week.  Side street closures will continue as work progress on Nicollet Avenue.  The Contractor anticipates starting the milling and paving of the entire width of Nicollet Avenue between 98th Street and 90th Street the week of October 22.  This work will continue heading north on Nicollet Avenue as gas main installation completes the Fall.  

Gas main installation continues on Portland Avenue between 102nd Street and 98th Street.  One lane of traffic will remain open in both directions on Portland Avenue and access to the side streets on the west side of Portland Avenue will be closed as work progresses through the intersections with detours provided.  
 

October 5, 2018

Gas main installation continues on Nicollet Avenue and is currently at 90th Street and will continue toward 88th Street the week of October 8.  90th Street access on the east side of Nicollet Avenue is currently closed and is anticipated to be re-opened after restoration is complete later in the week of October 8, weather permitting.  A detour has been provided.  The second crew is currently installing gas main between 86th Street and 84th Street.  85th Street access on the east side of Nicollet Avenue is currently closed and work will progress to 84th Street the week of October 8.  Side street closures will continue as work progress on Nicollet Avenue. 

Gas main installation on 102nd Street up to Nicollet Avenue is complete and restoration is anticipated to complete late in the week of October 1, weather permitting.  The crew has moved to Portland Avenue and is working north from 102nd Street.  One lane of traffic will remain open in both directions on Portland Avenue and access to the side streets on the west side of Portland Avenue will be closed as work progresses through the intersections with detours provided. 

September 2018

September 28, 2018

Gas main installation continues on Nicollet Avenue between 92nd Street and 90th Street.  90th Street access on the east side of Nicollet Avenue closed on Friday, September 28 and is anticipated to be closed for 1-1 ½ weeks.  A detour has been provided.  A second crew has mobilized to Nicollet Avenue and is scheduled to start gas main installation north of 86th Street on Nicollet Avenue and work to the north starting the week of October 1.  Lane closures have been extended north on Nicollet Avenue to allow this work to occur with one lane of traffic remaining open in both directions. 

Gas main installation on 102nd is scheduled to complete up to Nicollet Avenue early in the week of October 1 with street restoration to follow the remainder of the week.  The crew will move to Portland Avenue at 102nd Street and continue gas main installation heading north on Portland Avenue early in the week of October 1.  One lane of traffic will remain open in both directions on Portland Avenue and access to the side streets on the west side of Portland Avenue will be closed as work progresses through the intersections with detours provided. 

September 21, 2018

Gas main installation continues on Nicollet Avenue. Access to 93rd Street from Nicollet Avenue is anticipated to open by early in the week of September 24 and work will continue between 92nd Street and 90th Street. Access to the side streets will be closed as work progresses through intersections with detours provided. 90th Street access on the east side of Nicollet Avenue is anticipated to be closed mid-week of September 24 for approximately 1 week to allow for work to move through the intersection. A detour will be provided. It is anticipated that a second crew will be starting on Nicollet Avenue the week of September 24 to expedite the completion of the work. Lane closures will be extended north to 81st Street when this occurs, with one lane of traffic remaining open in both directions on Nicollet Avenue.

Gas main installation continues to head west on 102nd Street and the contractor anticipates completing work on 102nd Street up to Nicollet Avenue late in the week of September 24. The crew will then move to Portland Avenue at 102nd Street and work north on Portland Avenue to 98th Street in the coming weeks.
 

September 14, 2018

Gas main installation continues on Nicollet Avenue. Access to 95th Street from Nicollet Avenue has been reopened and 94th Street access is anticipated to be reopened early in the week of September 17. Work will continue north to 93rd Street and 92nd Street the week of September 17.

Gas main installation continues to head west on 102nd Street between Portland Avenue and Nicollet Avenue. Gas main installation is completed to approximately 1st Avenue and the Contractor is temporarily restoring all surfaces on 102nd Street prior to the Heritage Days Parade on Saturday, September 15. Traffic control for the construction area will be removed from 102nd Street on Friday, September 14 for the parade, and will then be set up to the same configuration the week of September 17 to continue gas main installation on 102nd Street.
 

September 7, 2018

Gas main installation was slightly delayed due to the recent rain, but continues to head north on Nicollet Avenue. Access to 95th Street from Nicollet Avenue is anticipated to reopen late in the week of September 3 and 94th Street access will then be closed early in the week of September 10 as gas main installation moves through the intersection.

Gas main installation continues to head west on 102nd Street between Portland Avenue and Nicollet Avenue. Gas main installation is anticipated to be to approximately Stevens Avenue by mid-week of September 10. The Contractor then plans to temporarily restore all surfaces on 102nd Street and remove associated traffic control later in the week in preparation for the Heritage Days Parade on Saturday, September 15 on 102nd Street. Traffic control will then be set up to the same configuration as it currently is in, early in the week of September 17.

August 2018

August 31, 2018

Gas main installation on Nicollet Avenue will continue heading north between 95th Street and 93rd Street the week of September 3.  Access to 95th Street from Nicollet Avenue will remain closed through early in the week of September 3 and 94th Street access will then be closed when 95th Street reopens.  Median restoration on 98th Street at Nicollet Avenue along with sidewalk restoration on Nicollet Avenue adjacent to Kennedy Schools is scheduled to be completed by the end of the week of August 27. 

Gas main installation continues to head west on 102nd Street between Portland Avenue and Nicollet Avenue.  Street restoration has started and will continue to head west following gas main installation from Portland Avenue the week of September 3.    

August 24, 2018

Gas main installation on Nicollet Avenue will continue heading north between 96th Street and 94th Street the week of August 27. Access to 95th Street will be closed on the east side of Nicollet Avenue early in the week of August 27 for approximately 3 days as work moves through the intersection. 94th Street access will then be closed when 95th Street reopens. Street restoration adjacent to Kennedy Schools on Nicollet Avenue is complete and median restoration on 98th Street on both sides of Nicollet Avenue is scheduled to complete the week of August 27. Lane restrictions will remain in place on 98th Street until the restoration is complete. 
 
Gas main installation continues to head west on 102nd Street between Portland Avenue and Nicollet Avenue. The closure of westbound 102nd Street has been extended from 3rd Avenue to Nicollet Avenue; therefore westbound 102nd Street is now closed from Portland Avenue to Nicollet Avenue with one lane of traffic open for eastbound 102nd Street for local resident access. Side street access to and from 102nd Street in the location of the closure is also closed with a detour provided. Street restoration will follow behind pipe installation starting at Portland Avenue and heading west over the next few weeks.  

August 17, 2018

Gas main installation on Nicollet Avenue will continue heading north the week of August 20 and street restoration adjacent to Kennedy School on Nicollet Avenue is scheduled for the week of August 20, to be completed by the end of the week (weather permitting).  Street restoration near the intersection of 98th Street and Nicollet Avenue is scheduled to be completed the week of August 20.  The intersection has been reopened to traffic with lane restrictions remaining to complete the restoration.

Gas main installation will continue to head west on 102nd Street from Portland Avenue the week of August 20.  Westbound 102nd Street traffic is closed from Portland Avenue to 3rd Avenue with one lane of traffic open for eastbound 102nd Street for local resident access.  Side street access to and from 102nd Street in the location of the closure is also closed with a detour provided.  This westbound closure will continue from 3rd Avenue to Nicollet Avenue as work progresses and will take approximately 1 month to complete.  

August 10, 2018

Gas main installation continues in the intersection of 98th Street and Nicollet Avenue and will continue to head north on Nicollet Avenue the week of August 13.  Street restoration in the intersection is scheduled for the week of August 13.  Lane and access restrictions in the intersection will continue until the pavement is restored.

The current work occurring on the existing vaults and gas main regulator stations on Portland Avenue near 102nd Street is nearly complete and gas main installation will head west on 102nd Street from Portland Avenue the week of August 13.  Westbound 102nd Street traffic will be closed starting mid-week of August 13 from Portland Avenue to 3rd Avenue.  One lane of traffic will remain open for eastbound 102nd Street.  Side street access to and from 102nd Street in the location of the closure will not be permitted.  A detour will be provided.  This westbound closure will continue from 3rd Avenue to Nicollet Avenue as work progresses and will take approximately 1 month to complete.  

August 3, 2018

Gas main installation continues on Nicollet Avenue through the intersection of 98th Street.  Northbound and Southbound access to Nicollet Avenue from 98th Street is closed, along with Southbound Nicollet Avenue access across 98th Street.  This closure will remain in place for approximately 1-2 weeks with a detour provided. 

The current work occurring on the existing vaults and gas main regulator stations on Portland Avenue near East 102nd Street will require a closure of East 102nd Street, this time on the west side of Portland Avenue, which will begin on Saturday, August 4 and last approximately 4-5 days.  A detour will be provided.  

July 2018

July 27, 2018

Restoration on American Boulevard between 1st Avenue and 2nd Avenue continues, and 2nd Avenue is anticipated to reopen the week of July 30. Gas main installation has started on Nicollet Avenue, south of 98th Street, and will continue north on Nicollet Avenue over the next several weeks. This work will require lane closures on Nicollet Avenue and also 98th Street as work moves through the intersection heading north.

The current work occurring on the existing vaults and gas main regulator stations on Portland Avenue near East 102nd Street will require an additional closure of East 102nd Street, this time on the west side of Portland Avenue, which will begin late in the week of July 30 and last approximately a week.  A detour will be provided.

July 20, 2018

Gas main installation on American Boulevard between 1st Avenue and 2nd Avenue will complete early in the week of July 23, with restoration to follow later in the week.  This crew will be moving to Nicollet Avenue, south of 98th Street late in the week of July 23 to begin gas main installation on Nicollet Avenue. 

The current work occurring on the existing vaults and gas main regulator stations on Portland Avenue near E. 102nd Street require a closure of E 102nd Street on the east side of Portland Avenue, which will begin on Friday, July 20 and last approximately 4-5 days.  A detour will be provided.  The crew is also working at an existing vault on 98th Street at Oakland Avenue, which requires the closure of Oakland Avenue at 98th Street.  This will remain in place until mid-week of July 23.  A detour is provided.

July 13, 2018

Gas main installation is anticipated to complete on American Boulevard between 1st Avenue and 2nd Avenue late in the week of July 16, which will be followed by restoration in the area.  2nd Avenue is currently closed at American Boulevard and will remain until restoration is complete.  Restoration is anticipated to complete on 1st Avenue the week of July 16.  Work continues on the existing vaults and gas main regulator stations on Portland Avenue near E. 102nd Street. This work will require a short duration closure (2-3 days) of 102nd Street on the east side of Portland Avenue, which is anticipated to occur late in the week of July 16.  A detour will be provided.  The crew will also need to access an existing vault on 98th Street at Oakland Avenue either late in the week of July 16 or the week of July 23, which will require lane closures on 98th Street and no access to Oakland Avenue from 98th Street. 

Replacement of distribution gas main and services on the east side of Nicollet Avenue between 98th Street and 92nd Street is anticipated to complete in late July.

July 5, 2018

Gas main installation continues on American Boulevard between 1st Avenue and 2nd Avenue. Restoration will continue on 1st Avenue the week of July 9. Crews will also continue work on the existing vaults and gas main regulator stations on Portland Avenue near 102nd Street the week of July 9.  

Replacement of distribution gas main on the east side of Nicollet Avenue between 98th Street and 92nd Street continues. 

June 2018

June 29, 2018

Gas main installation continues on American Boulevard between 1st Avenue and 2nd Avenue and will continue for the next couple of weeks.  The work is currently occurring on the south side of American Boulevard and will be transitioning to the north side of American Boulevard as installation heads east toward 2nd Avenue late in the week of July 2.  A minimum of one lane of traffic will remain open in both directions of American Boulevard.  Restoration on 1st Avenue and 81st Street continues and the intersection of 81st Street and 1st Avenue has been reopened to traffic. 

Crews have started work on the existing vaults and gas main regulator stations on Portland Avenue near 102nd Street, which will continue for the next 2-3 weeks.  Traffic will be shifted on Portland Avenue as the work occurs with one lane remaining open in both directions.

Replacement of distribution gas main on the east side of Nicollet Avenue between 98th Street and 92nd Street continues and is anticipated to complete in mid-July.

June 25, 2018

Crews will be starting work on the existing vaults and gas main regulator stations near the intersection of Portland Avenue and 102nd Street late in the week of June 25, which will require lane closures.  This work is anticipated to last for approximately 2 weeks and gas main installation will then continue west on 102nd Street from Portland Avenue to Nicollet Avenue in early-mid July.

June 22, 2018

Gas main installation will continue on American Boulevard between 1st Avenue and 2nd Avenue the week of June 25 after installation completes on 1st Avenue.  Restoration on 1st Avenue and 81st Street is anticipated to begin the week of June 25.  The lane restrictions for left turns to head north or south on Portland Avenue from 98th Street are anticipated to re-open on Friday, June 22 when restoration is complete.  

Replacement of distribution gas main on the east side of Nicollet Avenue between 98th Street and 92nd Street continues.

June 15, 2018

2nd Avenue has been reopened to traffic.  Gas main installation continues on 1st Avenue between 81st Street and American Boulevard and is anticipated to start heading east on American Boulevard toward 2nd Avenue the week of June 18.  This will require lane closures on American Boulevard.  The intersection of 81st Street and 1st Avenue remains closed and street restoration work in the area will begin the week of June 18.  The Contractor will also be working at or near the intersections of Nicollet Avenue/98th Street and Portland Avenue/98th Street early in the week of June 18, accessing existing vaults to shut down the Nicollet Avenue transmission line so that work can begin on the line.  There will be lane restrictions in these two intersections as this work occurs.  No left turns will be allowed to head north or south on Portland Avenue from 98th Street during this work and it is anticipated to take 3 days to complete, starting at 9am on Monday, June 18.   Replacement of the Nicollet Avenue transmission line will begin in Richfield and is not anticipated to begin in Bloomington starting at 98th Street until early-mid July.    

Replacement of distribution gas main on the east side of Nicollet Avenue between 98th Street and 92nd Street has started and will continue the week of June 18.

June 8, 2018

Street restoration of 2nd Avenue from 78th Street to approximately 100’ north of American Boulevard should complete by the end of the week.  The contractor has started gas main installation at the intersection of 81st Street and 1st Avenue and will continue up 1st Avenue to American Boulevard the week of June 11.  The intersection of 81st Street and 1st Avenue is closed with one way southbound traffic on 1st Avenue between American Boulevard and 81st Street.

CenterPoint Energy is scheduled to begin the replacement of distribution gas main on the east side of Nicollet Avenue between 98th Street and 92nd Street the week of June 11.  This work is anticipated to take 3-4 weeks to complete and will require lane closures.

June 1, 2018

Gas main installation on 2nd Avenue from 78th Street to approximately 100’ north of American Boulevard will complete this week with restoration of the area to follow.  The contractor will then move to 1st Avenue between American Boulevard and 81st Street, along with 81st Street between Nicollet Avenue and 1st Avenue.  The area will be open to local traffic only when the work is occurring on 1st Avenue and 81st Street, with restrictions to only one way southbound traffic on 1st Avenue.  The gas main installation in this area is anticipated to take 2-3 weeks to complete.

May 2018

May 25, 2018

Installation of gas main under I-494 is complete.  Gas main installation will continue south on 2nd Avenue toward American Boulevard the week of May 28.

May 18, 2018

The new gas main under I-494 is scheduled to be installed on Saturday, May 19 and Sunday, May 20. The Contractor has acquired a noise variance for work on Sunday. This will require the closure of 77th Street and 2nd Avenue north of I-494 in Richfield. 2nd Avenue remains closed between 78th Street and American Boulevard in Bloomington. The Contractor anticipates removing the directional drilling equipment the week of May 21 and continuing gas main replacement heading south on 2nd Avenue toward American Boulevard the week of May 28.

May 10, 2018

Directional drilling work continues on 2nd Avenue north and south of I-494.  It is anticipated that the new gas main will be welded together and pulled under I-494 the weekend of May 19-20. This will require the closure of 77th Street and 2nd Avenue north of I-494 in Richfield, since the pipe will be put together on the north side of I-494 and pulled to the south.

May 4, 2018

Work has started on 2nd Avenue north and south of I-494 which includes directional drilling of the gas main under I-494. Drilling equipment has been set up and 2nd Avenue from approximately 100’ north of American Boulevard to 200’ south of East 78th Street is currently closed for the next 3-4 weeks.

A neighborhood open house was held on Tuesday, April 24 from 5:30 - 7 p.m. in the Bloomington Public Works Training Room to discuss the 2018 CenterPoint Beltline Projects. There were a total of eight properties represented at the meeting.  

The contractor plans to start work on 2nd Avenue north and south of I-494 the week of April 30. This first phase of work will include directional drilling of the gas main under I-494. The contractor intends on setting up there equipment on 2nd Avenue between American Boulevard and E 78th Street starting mid-week of April 30. This will require a closure of 2nd Avenue from approximately 100’ north of American Boulevard to 200’ south of E 78th Street and this closure is anticipated to last 4-5 weeks. A detour will be in place that utilizes American Boulevard, Nicollet Avenue, and 5th Avenue. Local businesses will still have access during the closure.

A neighborhood open house is scheduled for Tuesday, April 24 from 5:30 - 7 p.m. in the Bloomington Public Works Training Room to discuss the 2018 CenterPoint Beltline Projects.  There are two routes scheduled for replacement of natural gas main in Bloomington for 2018, which include:

Portland Avenue-102nd Street

  • E 102nd Street from Portland Avenue to Nicollet Avenue
  • Portland Avenue from E 102nd Street to Old Shakopee Road
  • Old Shakopee Road from Oakland Avenue to Portland Avenue (connecting into project on Old Shakopee Road from 2017)

Nicollet Avenue

  • Old Shakopee Road to E 67th Street (in Richfield)
  • This will include a re-route of the existing pipe on both sides of I-494 using E 81st Street, 1st Avenue, American Boulevard, 2nd Avenue and E 77th Street.

In coordination with the CenterPoint Energy Beltline completion, Hennepin County is scheduled to start a full mill and overlay of Old Shakopee Road from Oakland Avenue to Old Cedar Avenue the week of September 5. This work is anticipated to take 4-5 days to complete (weather permitting).

Contractor is scheduled to complete final tie-ins, leak and pressure testing of the new gas main at Portland Avenue and Old Cedar Avenue the week of August 14 and early in the week of August 21 (weather permitting). This will require some lane closures within both intersections, but access will be maintained through the intersections. Restoration of Old Shakopee Road is anticipated to complete by late August. Hennepin County is anticipating to complete a full mill and overlay of Old Shakopee Road from Portland Avenue to Old Cedar Avenue in early September when the CenterPoint Energy Beltline Project is nearing completion.

The access to 12th Avenue from Old Shakopee Road has been reopened. The contractor is nearing the western limits of the project at Oakland Avenue and is anticipating final tie-ins of the pipe to occur at each end of the project by the week of August 14. This will also require the contractor to conduct final tie-ins at the intersection of Old Cedar Avenue the week of August 14 (weather permitting).

The access to 12th Avenue from Old Shakopee Road is closed and will remain closed until late in the week of July 31 as work proceeds through the intersection. In addition, Columbus Avenue and Park Avenue accesses are closed and will remain closed for the next 1-2 weeks. Curb installation is complete in the area that storm sewer work occurred between 10th Avenue and Elliot Avenue, and sidewalk installation is anticipated to occur early in the week of July 31.

Riverview and Elliot Avenue have been reopened to traffic. The access to 12th Avenue from Old Shakopee Road will be closed on Monday, July 24 for approximately 1 week as work proceeds through the intersection. In addition, Chicago Avenue, Columbus Avenue and Park Avenue accesses will be closed one at a time to allow work to proceed through those intersections over the next 3-4 weeks. Restoration of the area between 10th Avenue and Elliot Avenue where the storm sewer work occurred continues, and concrete replacement is scheduled for the week of July 24. The hydrant in this area has been removed and will be relocated to 10th Avenue in a future project later this year.

The two crews are currently removing and replacing gas main from Riverview Avenue heading to the west, and also Elliot Avenue heading to the west on Old Shakopee Road, which will continue over the coming weeks. Riverview Avenue and Elliot Avenue at Old Shakopee Road are currently closed and will remain closed for approximately 1 week as work moves through the intersections. Restoration of the area between 10th Avenue and Elliot Avenue where the storm sewer work occurred is scheduled to begin the week of July 17. An existing hydrant will also be removed in this block the week of July 17. All affected residents will be notified.

16th Avenue at Old Shakopee Road is scheduled to re-open by the end of the week. The contractor will continue removing and replacing pipe from Old Shakopee Circle heading to the west and also from 10th Avenue heading to the west over the next few weeks. Storm sewer work between 10th Avenue and Elliot Avenue is complete and restoration of the sidewalk and curb will occur after CenterPoint Energy’s contractor replaces gas main in the area.

Bloomington Avenue at Old Shakopee Road is scheduled to re-open by late in the week of June 19, which will be followed by another short duration closure of 16th Avenue at Old Shakopee Road for restoration at the intersection. The contractor will continue removing and replacing pipe from Bloomington Avenue heading to the west. Storm sewer work between 10th Avenue and Elliot Avenue began this week, with slow progress due to multiple utilities in close proximity. Work is expected to be completed within a few days depending on weather and utility adjustments. CenterPoint Energy’s contractor will resume gas main removal and replacement heading west from 10th Avenue after the storm sewer work is complete.

16th Avenue at Old Shakopee Road is scheduled to re-open by late in the week of June 12, which will be followed by the closure of Bloomington Avenue at Old Shakopee Road as work moves through the intersection. Installing the valve pit at 12th Avenue continues. The Contractor has also started removing and replacing gas main from 12th Avenue heading to the west. The storm sewer work that is being coordinated with the CenterPoint Beltline Project has started curb and sidewalk removal between 10th Avenue and Elliot Avenue and will begin storm sewer removal and replacement the week of June 19, which will continue for the next few weeks.

The Contractor anticipates completing restoration of the intersection at Old Shakopee Road and Old Cedar Avenue by early in the week of June 12 and then continuing to head west from 17th Avenue along the north side of Old Shakopee Road with pipe removal and replacement. One lane of traffic will remain open in both directions as work proceeds along Old Shakopee Road. 17th Avenue at Old Shakopee Road is scheduled to re-open by early in the week of June 12, which will be followed by the closure of 16th Avenue at Old Shakopee Road as work moves through the intersection. Installation of the valve pit at 12th Avenue continues. The Contractor has also started removing the pavement and existing gas main between 10th Avenue and Elliot Avenue in advance of storm sewer work that is scheduled to begin the week of June 12 and take approximately 2 weeks to complete. CenterPoint Energy crews are coordinating with a Contractor hired by the City to complete this storm sewer work to utilize the area already under construction and avoid having to come back at a later date to complete the work.

The current closure of 17th Avenue at Old Shakopee Road, which was anticipated to re-open by late May, will remain in place until mid-June when work finishes proceeding through the intersection and restoration is complete. Contractor anticipates continuing work at the valve pit on Old Cedar Avenue through the week of June 5, and then continuing to head west from 17th Avenue along Old Shakopee Road. The second crew has started installing the valve pit at 12th Avenue and will continue the week of June 5.

The Contractor will continue work at the intersection of Old Shakopee Road and also move south on Old Cedar Avenue to install a valve pit on the west side of the road over the next 2 weeks. The initial delivery and placement of the structure for this valve pit will require lanes to be shut down on Old Cedar Avenue, which is scheduled to occur on Tuesday, May 30. The Contractor will flag vehicle traffic through the area as needed, which is only anticipated to take 4-5 hours to complete. A second crew will start installing the valve pit at 12th Avenue on Tuesday, May 30th, which is anticipated to take 1-2 weeks to install before they continue removing and replacing gas main heading west from 12th Avenue along Old Shakopee Road.

17th Avenue at Old Shakopee Road is currently closed and will be closed for another 1-2 weeks. The Contractor has moved back to the intersection of Old Cedar Avenue and anticipates working in that area the next 1-2 weeks as they abandon an existing valve pit. It is anticipated that a second crew will be starting after Memorial Day and begin work on a valve pit at 12th Avenue before working to the west along Old Shakopee Road.

17th Avenue at Old Shakopee Road will be closed starting Friday, May 12 for approximately 5-6 days as gas main replacement proceeds through the intersection. The Contractor will then move back to the intersection of Old Cedar Avenue to complete work in the intersection for 1-2 weeks before continuing to move west from 17th Avenue.

Crews will continue working on Old Shakopee Road from Old Cedar Avenue to 17th Avenue the week of May 8 and anticipate making the shift to the westbound side of Old Shakopee Road at 17th Avenue late in the week of May 8. Side street access will be closed one street at a time and reopened as soon as work moves through each intersection starting with 17th Avenue as work moves to the west. One lane of traffic will be maintained in both directions of Old Shakopee Road.

CenterPoint Energy is starting design work for the 2018 Beltline Project which is anticipated to include Nicollet Avenue from Old Shakopee Road to I-494 in Bloomington. Utility design locates are currently being completed and CenterPoint Energy anticipates potholing utilities in the next 2-3 weeks, which will require lane closures on Nicollet Avenue.

As work progresses along Old Shakopee Road, two way traffic will be maintained with one lane in both directions and more updates will be given as construction begins. Crews from CenterPoint Energy will be performing repair work on the transmission pipe along Nicollet Avenue S. between W. 90th Street and W. 98th Street starting December 1 and ending December 6, which will include the restoration of the areas affected by construction.  This immediate repair work is required due to inspection activity performed in September and October of this year. It will include five areas of excavation along the following intersections on Nicollet Avenue S.: W. 90th Street, W. 92nd Street, W. 95th Street, W. 96th Street and W. 98th Street. Multiple crews will be working simultaneously on all five excavations.

CenterPoint Energy will be performing routine maintenance on the transmission pipe located along Nicollet Avenue between W 82nd Street and W 98th Street in Bloomington. The process will begin on Wednesday, September 14, and last until approximately mid-October. The process, called pigging, will involve the crews placing tools every 1,000 feet along the pipe to inspect the pipe’s condition. Per federal regulation, CenterPoint Energy is required to check the condition of its pipes routinely.  There will be lane closures along the entire corridor during this work but traffic will be maintained.

In addition, CenterPoint Energy will be potholing in the fall of 2016 for a future transmission line replacement project.  This project includes Portland Avenue between Old Shakopee Road and E 104th Street, E 104th Street between Portland Avenue and 5th Avenue Circle, and 5th Avenue Circle from E 104th Street to the south.  The project also includes E 102nd Street from Portland Avenue to Nicollet Avenue.  Lane closures can be expected as this potholing is completed.

CenterPoint Energy is currently in the design stage for replacement of their existing transmission gas main on Old Shakopee Road between Old Cedar Avenue and Portland Avenue. This section of gas main is part of the larger multi-year Beltline project which involves the rehabilitation of approximately 80 miles of 20” and 24” steel gas main in the metro area. CenterPoint Energy will be potholing to investigate existing utilities along the corridor and anticipate this to occur in mid-late June. This will require lane closures on Old Shakopee Road. CenterPoint anticipates starting the replacement of their 16”-20” transmission gas main to a 24” line in September of 2016. They anticipate starting at the intersection of Old Shakopee Road and Old Cedar Avenue working towards Portland Avenue. It is not clear at this time if the entire replacement from Old Cedar Avenue to Portland Avenue will be completed in 2016, but more information will be given when design is further along and a schedule has been determined.

The milling and paving of northbound Penn Avenue at 98th Street is complete. CenterPoint Energy will be doing some minor work in the boulevard at a valve pit on the south side of 98th Street just east of Penn Avenue the week of October 26. This may require a temporary lane closure of the outer lane for eastbound 98th Street in the location of the work to stage equipment. The work is anticipated to take 2-3 days to complete.

The closure of 98th Street at Penn Avenue to mill and overlay northbound Penn Avenue from 98th Street to the north limits of the recent gas main construction on Penn Avenue is scheduled for Saturday, October 17 to begin at 6:00 AM. The Contractor has been granted noise exception on Saturday, October 17 from 6:00 AM to 9:00 AM for the work. Traffic on Penn Avenue will remain open and be shifted to one lane in both directions and eastbound 98th Street traffic will still be able to access Penn Avenue. Westbound 98th Street traffic will be detoured similar to the previous closure of 98th Street at Penn Avenue, which will utilize westbound Old Shakopee Rd to northbound Penn Avenue. This work is anticipated to take one day to complete.

CenterPoint Energy will also be starting a pipeline integrity inspection project on Nicollet Avenue on both sides of the I-494 bridge on Tuesday, October 6th.  This work is anticipated to last approximately 3 weeks, weather permitting, and will start on the south side of the bridge.  The work on the south side of the bridge will require lane closures/shifts on Nicollet Avenue along with the closure of the on-ramp to eastbound I-494 from Nicollet Avenue and access to 78th Street from Nicollet Avenue.  Work on the north side of the bridge will require a closure of the westbound I-494 off-ramp to Nicollet Avenue.  Detours will be provided for all closures.

Restoration of the bluff from the Minnesota River to Spring Valley Circle continues. The Bluff trail is currently closed to through traffic (foot and bicycle) in the location of the work and is anticipated to remain closed until early September.

Pressure and leak tests are complete on the new gas main installed with the 2015 CenterPoint Beltline Project and the gas mains are anticipated to be active by the end of the week of August 24.

The intersection of Penn Avenue and 98th Street is closed for approximately 3 weeks to complete gas main installation in the intersection. The intersection is scheduled to reopen to traffic by the early in the AM of August 24. Lane closures on 98th Street and Penn Avenue will continue into early September when all restoration is complete. The detour for this closure utilizes Old Shakopee Road, France Avenue and West 90th Street. The Contractor has completed all gas main installation in the intersection and restoration has started. The relocation of the water main valves at Newton Avenue, Morgan Avenue and Logan Avenue is complete. Restoration has started at these locations and the intersections are scheduled to open back up to traffic by Friday, August 20. 

Final paving and concrete work at West Bloomington Freeway and 100th Street is complete and the intersection has been reopened to traffic. Boulevard restoration will continue the week of August 24. 

Pipe installation on the north side of the Minnesota River heading up to Spring Valley Circle was delayed due to the recent rain and the final tie-ins at Spring Valley Circle are anticipated to complete the week of August 24. Restoration of the bluff along with restoration in Spring Valley Circle and on Wentworth Avenue will follow in early September. The Bluff trail is currently closed to through traffic (foot and bicycle) in the location of the work and is anticipated to remain closed until early September.

The abandonment of the existing gas main on 98th Street between Nicollet Avenue and Lyndale Avenue and also heading south on Lyndale Avenue to Mission Road is complete. The abandonment of the existing gas main on 98th Street between Lyndale Avenue and Penn Avenue is scheduled to complete by late in the week of August 17. Restoration of the pavement in this area will complete the week of August 24. The Contractor will be conducting pressure and leak tests on the new gas main installed with the 2015 CenterPoint Beltline Project early in the week of August 24. The tests will take approximately 2 days to complete.

The intersection of Penn Avenue and 98th Street is closed for approximately 3 weeks to complete gas main installation in the intersection.  The intersection will be reopened by August 24.  The detour for this closure utilizes Old Shakopee Road, France Avenue and West 90th Street.  The Contractor has been granted a noise exception from 6:00AM-7:00AM on weekdays, 7:00AM-9:00AM on Saturdays and 7:00AM-7:00PM on Sundays during this closure to expedite the work and shorten the duration of the closure.  The Contractor anticipates completing all gas main installation within the intersection by early in the week of August 17, which will be followed by concrete curb and bituminous restoration.  Starting Monday, August 17 in the early AM, the intersections of Newton Avenue and Morgan Avenue at 98th Street will be closed along with a closure of southbound Logan Avenue at 98th Street (northbound Logan Avenue will remain open at 98th Street).  This closure is anticipated to last 3 days (weather permitting) and the Contractor will be relocating water main valves adjacent to the new gas main at these intersections during the closure.  Access will remain open to the properties on the north side of 98th Street between Logan Avenue and Penn Avenue from westbound 98th Street during this closure.  The current closure of the intersection of Penn Avenue and 98th Street will remain in place during these additional closures and these closures will utilize the detour route of Old Shakopee Road to access Logan Avenue, Morgan Avenue and Newton Avenue from the south.  This work will require water main shutdowns and all affected properties will be notified.

Storm sewer work and concrete work on West Bloomington Freeway at 100th Street is complete.  Final paving of bituminous on West Bloomington Freeway and 100th Street is anticipated to complete by the end of the week of August 10 (weather permitting).  West Bloomington Freeway at 100th Street is currently closed with a detour provided and is anticipated to reopen by late in the week of August 10 or early in the week of August 17. 

Work continues from Spring Valley Circle down the Minnesota River Bluff and under the Minnesota River.  Pipe installation on the north side of the river heading up to Spring Valley Circle has been slightly delayed and is anticipated to complete by mid-week of August 17.  Restoration of the bluff will follow pipe installation and continue through late August.  The Bluff trail is currently closed to through traffic (foot and bicycle) in the location of the work and is anticipated to remain closed until early September.

The abandoning of the existing gas main on 98th Street between Nicollet Avenue and Lyndale Avenue and also heading south on Lyndale Avenue to Mission Road is anticipated to complete by the end of the week of August 10.  The Contractor is also abandoning the existing gas main on 98th Street between Lyndale Avenue and Penn Avenue, which is anticipated to complete by early in the week of August 17.  The Contractor has decided to delay pressure and leak tests on the new gas mains installed along the 2015 CenterPoint Beltline corridor until the week of August 24.

The intersection of Penn Avenue and 98th Street is closed for approximately 3 weeks to complete gas main installation in the intersection.  The intersection will be reopened by August 24.  The detour for this closure utilizes Old Shakopee Road, France Avenue and West 90th Street.  The Contractor has been granted a noise exception from 6:00AM-7:00AM on weekdays, 7:00AM-9:00AM on Saturdays and 7:00AM-7:00PM on Sundays during this closure to expedite the work and shorten the duration of the closure.  The Contractor will continue gas main removal and replacement in this area the week of August 10.  The Contractor will also be relocating three water main valves at the 98th Street intersections of Logan Avenue, Morgan Avenue and Newton Avenue during this closure when traffic is reduced in the area.  This work is anticipated to occur either the week of August 10 or August 17 and will require 1-2 day closures of the access to Logan Avenue, Morgan Avenue and Newton Avenue from 98th Street.

Pipe installation on 100th Street from West Bloomington Freeway to the east is complete with minor storm sewer work to complete in the area by early in the week of August 10.  Concrete work in this area along with street restoration is anticipated to complete the week of August 10.  West Bloomington Freeway at 100th Street is currently closed with a detour provided and is anticipated to reopen by late in the week of August 10. 

Work continues on the portion of the Project that extends from Spring Valley Circle down the Minnesota River Bluff and under the Minnesota River.  Pipe installation on the north side of the river heading up to Spring Valley Circle is anticipated to complete by late in the week of August 10.  Restoration of the bluff will follow pipe installation and continue through late August.  The Bluff trail is currently closed to through traffic (foot and bicycle) in the location of the work and is anticipated to remain closed until late August.

The Contractor is currently abandoning in place, the existing gas main on 98th Street between Nicollet Avenue and Lyndale Avenue and also heading south on Lyndale Avenue to Mission Road.  This requires access to the vaults at the intersections of Nicollet Avenue and 98th Street and Lyndale Avenue and 98th Street.  This will require intermittent lane closures on 98th Street and Lyndale Avenue late in the week of August 3 and the week of August 10.  The Contractor also plans to conduct pressure and leak tests on portions of the new gas mains installed along the 2015 CenterPoint Beltline corridor the week of August 10.

The intersection of Penn Avenue and 98th Street is scheduled to be closed starting Mon, Aug 3 for approximately 3 weeks to complete gas main installation in the intersection.  The intersection will be reopened by August 24.  The detour for this closure will utilize Old Shakopee Road, France Avenue and W 90th Street.  The Contractor will begin saw cutting and removals on August 3 and will then continue with gas main removal and replacement. 

Boring of the gas main under I-35W is complete and the remainder of the pipe on 100th Street from W Bloomington Freeway to the east is anticipated to complete early in the week of August 3.  Minor storm sewer work and restoration in the intersection of W Bloomington Freeway and 100th Street will follow gas main installation.  W Bloomington Freeway at 100th Street is currently closed with a detour provided and is anticipated to reopen the week of August 10 (weather permitting). 

The remaining pipe installation to Spring Valley Circle is complete and the installation of the valve pit in Spring Valley Circle is also complete.  Work continues on the portion of the Project that extends from Spring Valley Circle down the MN River Bluff and under the MN River.  Pipe installation on the north side of the river heading up to Spring Valley Circle will continue for approximately the next 2 weeks.  The Bluff trail is currently closed to through traffic (foot and bicycle) in the location of the work and is anticipated to remain closed until late August.

Restoration on Mission Road between Lyndale Avenue and Wentworth Avenue is complete along with Wentworth Avenue from Mission Road to W 107th Street.  The remaining pipe installation to Spring Valley Circle has started and will complete the week of July 20 with the installation of a valve pit in Spring Valley Circle.  Work continues on the portion of the Project that extends from Spring Valley Circle down the MN River Bluff and under the MN River.  Crews have completed boring pipe under the MN River.  Pipe installation is now proceeding on the north side of the river and will continue for the next 3-4 weeks and eventually tie into to valve pit that will be placed in Spring Valley Circle.  The Bluff trail is currently closed to through traffic (foot and bicycle) in the location of the work and is anticipated to remain closed until late August.

The Contractor anticipates continuing work at the intersection of Penn Avenue and 98th Street in early August to make the final pipe connection to Penn Avenue.  This will require the closure of the entire intersection of Penn Avenue and 98th Street for approximately 3 weeks.  More information will be given when the exact start date has been determined.

Digging of the pits for the boring of the gas main under 35W has started and will continue the week of July 13.  The bore under I-35W will require the closure of W Bloomington Freeway at 100th Street which is the location of the receiving pit for the bore.  This closure is scheduled to begin Mon, July 13 and last approximately 2-3 weeks.  A detour will be provided for the closure that utilizes 98th Street, Lyndale Avenue and 106th Street. 

Restoration on Mission Road between Lyndale Avenue and Wentworth Avenue is anticipated to complete by the end of the week of July 6.  Gas main removal and replacement on Wentworth Avenue from Mission Road to Spring Valley Drive is complete and restoration is anticipated to complete by early in the week of July 13.  The remaining pipe installation in this area on Spring Valley Drive is anticipated to complete in mid-late July.

Milling and paving of the final layer of bituminous on 100th St is complete with a small portion of 100th St near W Bloomington Freeway remaining unrestored until the Contractor completes boring of gas main under 35W.  Boring of the gas main under Old Shakopee Road is complete with backfilling and restoration remaining for the week of July 6.  The boring Contractor will be moving to the east side of 35W at 100th Street to begin the bore under I-35W mid-week of July 6.  The bore under I-35W will require the closure of W Bloomington Freeway at 100th Street which is the location of the receiving pit for the bore.  This closure is anticipated to begin late in the week of July 6 or early in the week of July 13.  More information will be given when a schedule is determined.  A detour will be provided for the closure.

Bloomington Freeway will remain unrestored until the Contractor completes boring of gas main under 35W in the coming weeks.  The Contractor has started digging pits for boring of the gas main under Old Shakopee Road and will continue with boring of the pipe the week of June 29.  This work will include single lane closures on westbound Old Shakopee Road at Logan Avenue early in the week of June 29.

Final paving on Logan Avenue and 98th Street is complete.  Gas main removal and replacement on 100th Street up to W Bloomington Fwy is complete.  The remainder of the work from W Bloomington Fwy to the east will continue when the gas main is bored under I-35W, which is anticipated to begin in mid-June.  Restoration of 100th Street has been slightly delayed and is scheduled to begin the week of May 25.  The Contractor anticipates starting the boring of gas main under Old Shakopee Road just east of Logan Avenue during the week of May 25 or June 1.  This will require a pit on the northeast corner of Old Shakopee Road/Logan Avenue and the southeast corner of Old Shakopee Road/100th Street.  Traffic will remain open on Logan Avenue, Old Shakopee Road and 100th St during this work.

Gas main installation on Lyndale Avenue is complete.  Gas main installation will head west from Lyndale Avenue toward I-35W in mid-June when the gas main is intended to be bored under I-35W.  Final paving of Lyndale Avenue from approximately 75’ north of Mission Road to Lyndale Circle is complete.  All lanes have been reopened to traffic.

Gas main removal and replacement on the north side of Mission Road from Lyndale Avenue to the east is scheduled to begin on Tues, May 26.  This work will involve closures of Mission Road as gas main removal and replacement heads east toward Wentworth Avenue.  Detours will be provided for all closures.  Traffic will also be reduced to one lane in both directions on Lyndale Avenue at Mission Road during the week of May 25 to allow for staging of equipment as work heads to the east on Mission Road.

CenterPoint Energy also plans to begin work on the portion of the Project that extends from Spring Valley Circle down the MN River Bluff and crosses under the MN River during the week of May 25.  Work in this area will include removal and replacement of 24” gas main similar to the remainder of the project area.  This will require the closure of the Bluff trail to through traffic (foot and bicycle) beginning May 26th and lasting until approx. mid-July, weather permitting.  The trail will be closed from Lyndale Ave to the Pond-Dakota Spur.  Staff is currently working to notify appropriate members of the bike community of the upcoming trail closure.

Pavement milling on Logan Avenue and 98th Street has been slightly delayed and is scheduled to occur Tues, May 19 (weather permitting).  This will be followed by paving of the final layer of bituminous in both locations.  Milling and paving of northbound Logan Avenue will require short duration closures with detours provided for these closures to complete the work.  Gas main removal and replacement continues on 100th Street and is anticipated to reach W Bloomington Fwy by early in the week of May 18.  The remainder of the work from W Bloomington Fwy to the east will continue when the gas main is bored under I-35W, which is anticipated to begin in June.  100th Street will continue to be closed to through traffic in the location of the work as it heads east with a detour provided.  Restoration of 100th Street is scheduled to begin the week of May 18.

Gas main installation on Lyndale Avenue is nearly complete.  Gas main installation will head west from Lyndale Avenue toward I-35W in June when the gas main is intended to be bored under I-35W.  Final milling of Lyndale Avenue is scheduled to occur early in the week of May 18 (weather permitting), which will be followed by final paving on Lyndale Avenue to complete by the end of the week.  The intersection of W 102nd Street and Lyndale Avenue has been reopened to traffic.  Crews will need to access vaults at the intersection of Old Shakopee Road/Lyndale Avenue for abandonments on Mon, May 18, which will require lane closures on Old Shakopee Road.

Gas main removal and replacement on the north side Mission Rd from Lyndale Avenue to the east is scheduled to begin mid-week of May 18 and will continue to the east on Mission Road over the next couple of weeks.

May 8, 2015

Northbound Logan Avenue has been reopened.  Pavement milling and paving of the final layer of bituminous is anticipated to complete the week of May 11 (weather permitting) on both Logan Avenue and 98th Street.  Paving of northbound Logan Avenue will require short duration closures with detours provided for these closures to complete paving.  Gas main removal and replacement continues on 100th Street and will continue the week of May 11.  The Contractor is currently working between Humboldt Avenue and Fremont Avenue on 100th Street and will continue to move east the week of May 11.  100th Street will be closed to through traffic in the location of the work as it heads east with a detour provided at all times.  

Gas main installation on Lyndale Avenue is anticipated to complete by early in the week of May 11.  Gas main installation will then head west from Lyndale Avenue toward I-35W.  Restoration of Lyndale Avenue will continue the week of May 11, with final milling and paving of the entire corridor anticipated to complete the week of May 18.  The intersection of 102nd Street and Lyndale Avenue is anticipated to reopen late in the week of May 4 (weather permitting) or the week of May 11.

May 5, 2015

Gas main installation on Logan Avenue between 98th Street and Old Shakopee Road is complete.  Paving of the first layer of bituminous on Logan Ave is anticipated complete by Saturday, May 4 and northbound Logan Avenue will be reopened at that time.  Paving of the final layer of bituminous will still need to occur, but will be done under lane closures.  Restoration on 98th Street from Penn Avenue to Logan Avenue continues and traffic has been reopened to all but one eastbound lane.  This lane will be reopened after boulevard restoration and the final layer of bituminous have been placed the week of May 4.  The installation of new gas main crossing under Old Shakopee Road and the railroad tracks on Logan Avenue has been slightly delayed and is anticipated to begin in mid-May; more information will be given as a schedule is determined.  The Contractor has moved south of Old Shakopee Road on 100th Street with gas main removal and replacement and 100th Street is currently closed from Harrison Park to Irving Avenue with a detour provided.  Work will continue in this area the week of May 4 as construction heads east to I-35W on 100th Street.

Restoration of northbound Lyndale Avenue between Mission Road and Lyndale Circle will continue the week of May 4.  W 102nd Street at Lyndale Avenue is currently closed with one southbound lane remaining open on Lyndale Avenue at this location.  This intersection may be reopened to traffic the week of May 4, depending on the progress of restoration.  Gas main removal and replacement up to Lyndale Circle is anticipated to be completed by Saturday, May 2.  The gas main replacement then shifts to the west side of Lyndale Ave and continues north for approximately 300 ft.  Therefore, southbound Lyndale Ave traffic will be shifted to the east side of Lyndale Avenue at this location and then back to the west side of Lyndale Avenue at Lyndale Circle.  This is scheduled to occur on Saturday, May 2.  Northbound Lyndale Avenue will remain closed as work moves north with southbound Lyndale Avenue remaining open to one lane.

The Contractor continues to move south along Logan Avenue between 98th Street and Old Shakopee Road and anticipates reaching Old Shakopee Road by the end of the day Saturday, April 25 (weather permitting).  Northbound Logan Avenue is currently closed from 98th Street to Old Shakopee Road with southbound Logan Avenue remaining open.  Southbound access to Logan Avenue from 98th Street has been reopened.  The Contractor will be continuing to restore the roadway along 98th Street and Logan Avenue the week of April 27 to get all side street access reopened to 98th Street.  At least one access will remain open at all times to Bloomington city offices on Logan Ave with access from 98th Street.  The installation of new gas main crossing under Old Shakopee Road and the railroad tracks on Logan Avenue is anticipated to begin either the week of May 4 or May 11.  Lane closures will be required on Old Shakopee Road to complete this work.  More information will be given when a schedule is determined.  The Contractor is anticipating moving south of Old Shakopee Road on 100th Street with gas main removal and replacement the week of April 27.  This will require closures of 100th Street as the gas main removal and replacement moves east toward I-35W.  The Contractor anticipates starting just east of the Harrison Park entrance and moving to the east.  Detours will be provided for all road closures and local access will remain open for residents with driveway access within the closure areas.  Storm sewer structure relocation has started in advance of the gas main removal and replacement on 100th Street and will continue the week of April 27.

Installation of gas main on Lyndale Avenue between Mission Road and W 102nd Street is complete and restoration of the roadway will continue the week of April 27.  W 102nd Street at Lyndale Avenue is currently closed with one southbound lane remaining open on Lyndale Avenue.  Upon completion of work in the intersection of W 102nd Street, gas main removal and replacement will continue north on the east side of Lyndale Avenue toward Lyndale Circle.  Northbound Lyndale Avenue will remain closed as work moves north with southbound Lyndale Avenue remaining open to one lane.

The Contractor has reached the intersection of Logan Avenue and 98th Street and will be starting to head south on the east side of Logan Avenue the week of April 20.  This will require the complete closure of Logan Avenue from 98th Street to approximately 350’ south starting Friday, April 17.  Therefore, northbound Logan Ave to eastbound 98th St will also be closed with this change; otherwise the remainder of the current traffic control set up will remain the same with eastbound and westbound 98th St remaining open.  The detour will also remain the same utilizing Old Shakopee Road and Penn Avenue.  All accesses will remain open to Bloomington city offices on Logan Ave with access from Old Shakopee Road.  This closure is anticipated to last approximately 1-2 weeks.  The Contractor will be working to restore 98th Street between Penn Avenue and Logan Avenue the week of April 20.

Installation of gas main on Lyndale Avenue between Mission Road and W 102nd Street is nearly complete.  W 102nd Street at Lyndale Avenue is scheduled to close on Tuesday, April 21 by 7am as work proceeds north on Lyndale Avenue through the intersection.  Southbound Lyndale Avenue will remain open to one lane in this location.  The closure of the W 102nd St access at Lyndale Avenue is anticipated to last 1-2 weeks and will be reopened as soon as work proceeds past the intersection and pavement is restored.  A detour will be provided for this closure that will utilize Nicollet Avenue and Old Shakopee Road along with the current detour for northbound Lyndale Avenue that utilizes W 106th Street, E Bloomington Fwy and Old Shakopee Road.  Northbound Lyndale Avenue will remain closed from Mission Road to W 102nd Street with access opened up to W 104th Street when the intersection of W 102nd Street and Lyndale Avenue is closed.  The Contractor will begin restoring Lyndale Avenue from Mission Road to W 102nd St the week of April 20.

Construction has been slowed due to the recent weather, but continues on 98th Street between Logan Avenue and Penn Avenue.  The Contractor anticipates reaching the intersection of Logan Avenue and 98th Street by Tuesday, April 14 (weather permitting).  This will require the closure of Logan Avenue at 98th Street for approximately 1 - 2 weeks as work progresses through the intersection and then heads south along Logan Avenue.  Traffic will remain open for east and west bound 98th Street as well as the traffic movement for northbound Logan Avenue to eastbound 98th Street.  Work will also continue on Lyndale Avenue between Mission Road and W 102nd Street the week of April 13.  Northbound Lyndale Avenue will remain closed in this location with a detour provided.

Construction has started on 98th Street between Logan Avenue and Penn Avenue and also on Lyndale Avenue between Mission Road and W 102nd Street.  Work will continue in both of these work zones the week of April 6.  Therefore, traffic will remain shifted to one lane in both directions on the north side of 98th Street and northbound Lyndale Avenue will remain closed from Mission Road to W 102nd Street with one lane open for southbound Lyndale Avenue in the work zone.

"CenterPoint Energy’s authorized contractor, Michels Corporation, along with certified pipeline inspectors, will perform 2 assessments south on pipeline segments that are located just south of 5th Avenue Circle and East 104th Street. The intersection of 5th Avenue Circle, from East 104th Street to Columbus Road will be closed during construction.

The work includes excavating and exposing the pipe segment, performing the assessment and making remedial repairs if required. Weather permitting, the project will start Monday, March 23rd and continue until Saturday, March 28th. We will restore the areas affected by our construction in compliance with all applicable federal, state and local regulations."

CenterPoint Energy is anticipating the start of construction on the 2015 Beltline Project the week of March 30 (weather permitting) with two separate crews.  One crew will start on 98th Street just east of Penn Avenue and work to the east toward Logan Avenue, while the other crew will start on Lyndale Avenue at Mission Road and work to the north.  The work along 98th Street will occur on the south side of the street with traffic shifted to one lane in both directions on the north side of the street.  The work on Lyndale Avenue will require the closure of northbound Lyndale Avenue in the location of the work zone as it moves north.  Traffic Control and detours will be provided for all closures and lane shifts.

It is anticipated that work will proceed to Logan Avenue between 98th Street and Old Shakopee Road by early-mid April.  The work along Logan Avenue will require northbound Logan Avenue to be closed, with southbound traffic remaining open.  Access will be maintained to the Bloomington PD entrance and at least one entrance will remain open at all times to the Civic Plaza from Logan Avenue.

A Pre Construction Conference is scheduled for March 25 and more information on the updated schedule will be given prior to construction.

Neighborhood informational meetings to review the proposed construction for 2015 were held by CenterPoint Energy on Thursday, March 19 from 4-5pm and 6:30-7:30pm in the Bloomington Public Works Facility Training Room.

Restoration of the entire corridor will continue the week of July 28. The intersections of Nicollet Avenue at 102nd Street and 100th Street have been reopened to traffic. Nicollet Avenue remains closed to through traffic between 98th Street and 100th Street.

Gas main removal and installation from W 102nd Street to W 100th Street is complete and restoration of the area will continue the week of July 14. The vault at the intersection of 102nd Street and Nicollet Avenue has been delivered and set in place and work will continue around this vault the week of July 14. The intersection of W 102nd Street and Nicollet Avenue is currently closed for the installation of this vault and is anticipated to reopen the week of July 14. Gas main removal and installation from W 100th Street to W 98th Street is anticipated to continue the week of July 14, which will require a closure of Nicollet Avenue in this location with a detour provided. It was initially anticipated that this work could be done with traffic shifted to the southbound lanes with one lane in both directions, however due to the sandy soil conditions in the area, allowing for a safe work area will require additional room. More information will be given when a schedule is determined.

Gas main removal and installation from W 102nd Street to W 100th Street is anticipated to complete by the end of the day Thursday, July 3. Starting Monday, July 7 traffic on Nicollet Avenue from W 100th Street to W 98th Street will be shifted to the southbound lanes of Nicollet Avenue with one lane of traffic in both directions. The Contractor will then begin gas main removal and installation on Nicollet Avenue from W 100th Street to W 98th Street. The intersection of W 102nd Street and Nicollet Avenue will be closed starting Monday, July 7 to accommodate excavation and installation of a vault in the intersection. A detour will be provided for this closure and the closure is anticipated to last approximately 1-2 weeks.

Transmission gas main removal and installation is complete on Nicollet Avenue from W 104th Street to W 102nd Street. Delivery of the vault for installation at W 102nd Street and Nicollet Avenue has been slightly delayed and is anticipated to occur the week of July 7. More information on this installation and closure of the intersection will be given when a schedule is determined. Gas main removal and installation continues from W 102nd Street to W 100th Street and will continue in this area the week of June 30. Nicollet Avenue is currently closed from W 102nd Street to W 100th Street with a detour provided.

CenterPoint Energy has scheduled their Contractor to begin subsurface investigation on the tentative planned route for transmission gas main removal and replacement in 2015 as part of the Beltline Project. A 16" diameter core rig will be used and the route for this coring begins at Spring Valley Circle and continues along Wentworth Avenue to Mission Road to Lyndale Avenue to 100th St to Logan Avenue and 98th Street from Logan Avenue to Penn Avenue. The coring is scheduled to begin on June 30 and is anticipated to take approx. 1 month to complete. Cores will be taken in both the existing street as well as boulevard near the location of the existing gas main. Temporary lane closures will be required to complete this work.

Transmission gas main removal and installation is anticipated to complete early in week of June 23 on Nicollet Avenue between W 104th Street and W 102nd Street. The Contractor plans to begin excavation and placement of an underground vault for a valve pit at the east side of the intersection of W 102nd Street and Nicollet Avenue early in the week of June 23. This will require the closure of this intersection for approx. 1-2 weeks. A detour will be provided. Nicollet Avenue from W 104th Street to W 102nd Street is currently closed with a detour provided.

Transmission gas main removal and installation is nearly complete on Nicollet Avenue between Mission Road and W 104th Street. The Contractor anticipates continuing removal and replacement from W 104th Street to W 102nd Street early in the week of June 16. Nicollet Avenue from Mission Road to W 104th Street is currently closed to accommodate this work with a detour provided. This closure is anticipated to move north from W 104th Street to W 102nd Street on June 16.

Transmission gas main removal and installation heading north on Nicollet Avenue is anticipated to begin late in the week of May 26. This work heading north on Nicollet Avenue between W 107th Street and 102nd Street will require closures with access given to local traffic only. The first of these closures is anticipated to begin late in the week of May 26 from W 107th Street to Mission Road on Nicollet Avenue. A detour will be used for the closure that utilizes Mission Road, Lyndale Avenue and W 102nd Street. More information will be given as the work continues north with additional closures.

A pressure test will be performed on the new pipe and vault installed along W 107th Street and E 107th St Circle the week of May 19. The new gas main along W 107th Street and E 107th St Circle will then be placed into service. Restoration along W 107th Street and E 107th St Circle will occur after the pipe has been placed back in service. Gas main removal and installation will then continue from W 107th Street to the north along Nicollet Avenue the week of May 26. The work heading north on Nicollet Avenue between W 107th Street and 102nd Street will require closures with access to given to local traffic only. Detours will be utilized during these closures and more information will be before the work begins. Crews will also be replacing curb and gutter and pavement along Nicollet Avenue the week of May 19 in locations where services have been replaced.

The recent weather conditions have delayed progress on this Project. The underground vault on W 107th Street just east of Nicollet Avenue has been set in place. The Contractor will complete removing and installing pipe along E 107th St Circle from Nicollet Avenue to the east the week of May 12. A pressure test will then be performed on the new pipe and vault installed along W 107th Street and E 107th St Circle, which is anticipated to occur the week of May 19. The new gas main along W 107th Street and E 107th St Circle will then be placed into service. Gas main removal and installation will then continue from W 107th Street to the north along Nicollet Avenue.

Due to the recent weather, construction on this Project has been delayed approximately 1 week. Starting the week of May 5 the Contractor will begin prepping and setting the underground vault on W 107th Street just east of Nicollet Avenue. After setting the vault, gas main will be removed and installed along E 107th St Circle from Nicollet Avenue to the east. A pressure test will then be performed on the new pipe installed along W 107th Street and E 107th St Circle. Upon completion of the pressure test, the new gas main along W 107th Street and E 107th St Circle will be placed into service, which is anticipated to occur the week of May 12 (weather permitting). Gas main removal and installation will then continue from W 107th Street to the north along Nicollet Avenue.

The shut down of the existing gas main on Nicollet Avenue that was scheduled to occur on Friday, April 25 was delayed and is set to occur on Friday, May 2. This will require access to a valve pit at the intersection of 98th Street and Nicollet Avenue, requiring temporary lane closures on 98th Street between 8am and 4pm.

Installation of the new gas distribution pipe continues on W. 107th Street from Wentworth Avenue to the east, and will continue during the week of April 28. The contractor will then begin installation of the new pipe on Nicollet Avenue from W. 107th Street to the north, which includes the installation of an underground vault for a valve pit just east of Nicollet Avenue on W. 107th Street.

The Contractor plans to shut down the existing gas main on Nicollet Avenue on Friday, April 25. This will require access to a valve pit at the intersection of 98th Street and Nicollet Avenue, requiring temporary lane closures on 98th Street between 8 a.m. and 4 p.m.

Excavation to install an underground vault for a valve pit in the southeast corner of 107th Street and Wentworth Avenue has started and will continue the week of April 14. Construction in this intersection for the installation of the vault is anticipated to take approximately 2 weeks. Weather permitting, crews will also begin installation of new gas main along 107th Street from Wentworth Avenue to Nicollet Avenue. Starting Wed, April 9, traffic will be reduced to one lane on 107th Street from Wentworth Avenue to Nicollet Avenue, allowing only westbound traffic in that portion of 107th Street. A short detour will be provided for eastbound traffic that utilizes Wentworth Avenue, Mission Road and Nicollet Avenue.

Work is anticipated to begin the week of April 7 (weather permitting) at 107th St/Wentworth with excavation for a valve pit. Work will then proceed along 107th St toward Nicollet Ave.

A pre-construction conference was held on Wed, March 5 at the CenterPoint Energy River Building in Minneapolis for the 2014 Beltline Project in Bloomington. The scheduled route of replacement in Bloomington for 2014 includes replacing the existing 20" steel pipe with a 24" steel pipe on Nicollet Ave from just south of Old Shakopee Rd to 107th St. The existing pipe along 107th St will also be replaced with a 24" steel pipe from Wentworth Ave to 107th St Cir. The Project initially included the abandonment of the existing 24" steel pipe on Old Shakopee Rd from Lyndale Ave to Nicollet Ave, however it has been decided that this work will be incorporated into 2015 or 2016 Beltline work to allow for the use of this line to aid in phasing construction.

The Contractor's tentative schedule (which is very weather dependent) includes beginning work on 107th St at Wentworth Ave and working towards Nicollet Ave starting in late March-early April 2014. Work will then continue on Nicollet Ave from 107th St and move toward Old Shakopee Rd. Construction is anticipated to complete for the entire project by late August 2014. For the safety of the workers and traveling public, the Contractor anticipates closing NB Nicollet Ave from 107th St to just south of Old Shakopee Rd, allowing one lane of travel for SB traffic along this corridor for the duration of construction along Nicollet Ave. A detour will be provided for NB traffic and more information will be given in advance of the closure along with a posting of the detour route on the project web page. Construction along 107th St will also require intermittent lane closures. Neighborhood informational meetings will be conducted by CenterPoint Energy staff and are scheduled for March 11 from 2:30 - 3:30 p.m. and 5:30 - 7:00 p.m. in the Public Works Training Room for residents affected by 2014 construction.

In 2014, CenterPoint Energy plans to replace approximately 6,200 feet of natural gas transmission pipeline in Bloomington. This 2014 project will consist of replacing an existing 20-inch high pressure steel transmission pipe with a 24-inch pipe along Nicollet Ave from just south of 98th Street to 107th Street including 400 feet of pipe extending east on 107th Street Circle and an additional 550 feet extending west of 107th Street from Nicollet Avenue to Wentworth Avenue. CenterPoint Energy will be soliciting bids from contractors in November of 2013 and they plan to send letters to adjacent property owners in the near future to make them aware that they may see contractors driving or walking through the neighborhood to gather information.

Design is in progress for 2014 construction within Bloomington for the CenterPoint Energy Belt Line Project. The current proposed plan for 2014 includes the removal and replacement of the existing 20" steel gas main with a new 24" steel gas main along Nicollet Avenue from just south of Old Shakopee Road to 107th Street. The existing 6" gas main along Nicollet Avenue from 102nd Street to Old Shakopee Road is also proposed to be removed and replaced with the project. This project will also include the installation of a 24" steel gas main on 107th Street from just east of Wentworth Avenue to the east terminus of 107th Street Circle. This will allow for a future connection from 107th Street Circle extending across the Minnesota River. This project is anticipated to begin in the Spring of 2014 with completion in the Fall of 2014. Neighborhood meetings will be held for affected property owners in early 2014.
