Bloomington Ave Sanitary Sewer Project

What is the purpose of the project?

Metropolitan Council Environmental Services (MCES) and the City of Bloomington staff have been working together to determine cost effective solutions to provide system capacity for future growth, both regionally and locally.  During this process, MCES has identified several of their wastewater interceptors that are either ready to be abandoned in place or rehabilitated and conveyed to the City of Bloomington.

To prepare for the MCES interceptor rehabilitation project, the City hired a consultant to analyze the local sanitary sewer system and to determine needed improvements and the best route for the improvements.  It was determined that flow would need to be redirected. The Bloomington Avenue route was selected due to the low and medium impacts as opposed to other routes that were determined to have medium and high impacts.

What is the scope of this project?

This Project includes the reconstruction of just over a half mile of 24” sanitary sewer pipe from 86th Street to 90th Street along Bloomington Avenue.  It also includes new 8” PVC sanitary sewer pipe in both 86th Street from Bloomington Avenue to 17th Avenue and 17th Avenue from 84th Street to 86th Street. Given the depth of the sanitary sewer pipe and the condition of other utilities along these segments, the project will also include replacement of other utilities like the water main and storm sewer along Bloomington Avenue and 17th Avenue.

This sanitary sewer work along with the other utility replacements will cause the entire street to be open, so it was determined that additional improvements should occur in conjunction with the sanitary sewer work. Currently, Bloomington Avenue between East 86th Street and East 90th Street is a non-curbed street. While the Pavement Condition Index (PCI) does not require a reconstruction of the street, due to the utility work, the entire street width will be reconstructed with this project.  It has been the City’s policy that when streets without curb and gutter are reconstructed, curb and gutter is installed with the street reconstruction, so curb and gutter has been added to this project. In addition, there are some storm sewer and catch basin improvements that will occur with this project.

How is the project funded?

The main source of funding for the project is the Sanitary Sewer Utility fund which is being supplemented with development funds from the South Loop District.  The project also has a small funding component from the Storm Sewer Utility fund for additional storm sewer and catch basin improvements.

Since the pavement was not due for reconstruction on Bloomington Avenue, it is not proposed to assess the costs of the pavement to the benefitting properties and the Sanitary Sewer Utility fund will fund the pavement surface on Bloomington Avenue.

The curb and gutter portion of the project is being funded through a combination of bonds and assessments based on the Pavement Management Program and the Special Assessment Policy.  Single and two-family residences pay 25 percent of their portion of the project through assessments; commercial, industrial or multi-family residences pay 50 percent of the cost through assessments.

What is the construction impact of this project?

The new 24” sanitary sewer pipe on Bloomington Avenue from 86th Street to 90th Street is anticipated to be installed by trenchless techniques due to its depths between 20’- 30’ to minimize impacts to adjacent residents.  However, with this installation along with the other utility installations along the corridor, it will be necessary to close the road for periods of time to all traffic for safety reasons.  Therefore, there will be periods of time when residents will be asked to park on side streets when utility installation is taking place.

As mentioned earlier, this project will affect the watermain on Bloomington Avenue and 17th Avenue.  Temporary watermain will be installed and connected to the existing water services once the testing of the temporary line is complete.  Water may be cloudy initially due to air and stirring up of minerals in the system due to the transfer between the temporary and permanent water systems.  Staff recommends partially opening the basement laundry sink cold water faucet until the water runs clear.  Do not flush toilets until the air has been relieved through the faucets.  If the temporary water line starts leaking or gets hit by a lawn mower please contact staff at 952-563-4870 during business hours or the Bloomington Water Plant at 952-563-4905 on nights or weekends.

November 22, 2017

Boulevard restoration and sod installation is scheduled to complete this week. The Wright’s Lake Park parking lot restoration will complete in the spring of 2018, along with the remaining punch list items for the entire project. 86th Street has been reopened to traffic and the remainder of the detour signs will be removed this week.

November 17, 2017

The final layer of asphalt has been placed on Bloomington Avenue, 86th Street and 17th Avenue. 86th Street striping is complete and is anticipated to reopen to traffic on Friday, November 17 when boulevard restoration is complete; if not, this will occur on Monday, November 20. Permanent detour signage will be removed early in the week of November 20. Boulevard restoration on 17th Avenue is anticipated to complete early in the week of November 20. The Wright’s Lake Park parking lot restoration will complete in the Spring of 2018.  The portion of the lot that was disturbed with the project will remain closed until restoration is complete in the spring.

November 9, 2017

The final layer of asphalt on Bloomington Avenue and 86th Street is anticipated to be placed on Monday and Tuesday of next week (November 13 & 14).  Boulevard restoration on 86th Street will continue the week of November 13.  86th Street is anticipated to be reopened to traffic by the end of the week of November 13.

The first layer of asphalt on 17th Avenue is anticipated to be placed on Monday, with the top wear layer hopefully following on Tuesday of next week, after the raising of manholes and gate valves.  Driveway work will also occur.  Restoration of the parking lot at Wright’s Lake Park will continue the week of November 13, weather permitting.

November 3, 2017

Sod installation on Bloomington Avenue continues and is anticipated to complete the week of November 6.  Paving of the final layer of asphalt on Bloomington Avenue, along with milling and paving the final layer of asphalt on 86th Street, is anticipated to occur late in the week of November 6.  Concrete work on 86th Street is nearly complete and boulevard restoration will continue the week of November 13.  

Concrete work on 17th Avenue is complete and final grading of aggregate rock base is scheduled to complete the week of November 6, which will be followed by paving of the first layer of asphalt later in the week.  Raising of manholes and gate valves along with boulevard restoration will continue after the first layer of asphalt has been paved.

October 2017

October 27, 2017

Sod installation has started on Bloomington Avenue and will continue the week of October 30. The final layer of asphalt on Bloomington Avenue is anticipated to be paved late in the week of October 30 or the week of November 6. Final boulevard restoration and concrete work on 86th Street is anticipated to occur the week of October 30 and November 6. The top 2” of asphalt will be milled on 86th Street and a final layer of asphalt will be paved in early November.
 
Grading and placement of aggregate rock base on 17th Avenue is complete. Concrete work on 17th Avenue will be weather dependent and is anticipated to complete early in the week of October 30, with work possibly beginning on Saturday, October 28. Boulevard restoration and final grading of the aggregate rock base will follow concrete work.

October 20, 2017

Sod installation has started on Bloomington Avenue and will continue the week of October 30.  The final layer of asphalt on Bloomington Avenue is anticipated to be paved late in the week of October 30 or the week of November 6.  Final boulevard restoration and concrete work on 86th Street is anticipated to occur the week of October 30 and November 6.  The top 2” of asphalt will be milled on 86th Street and a final layer of asphalt will be paved in early November.

October 13, 2017

Grading of the aggregate rock base on Bloomington Avenue is complete and the first layer of asphalt has been paved. Paving of the side street pullouts along with paving of asphalt driveways is scheduled for early in the week of October 16. 86th Street has also been patched and will be milled and paved with a final layer of asphalt when boulevard restoration is nearing completion. Boulevard restoration on Bloomington Avenue and 86th Street will continue the week of October 16.

Water main has been installed on 17th Avenue and water service installation is anticipated to begin late in the week of October 9 or the week of October 16 when all testing has passed. The final tie-in of water main on 17th Avenue will require a water main shutdown for properties on 17th Avenue, which is anticipated to occur early-mid week of October 16. All properties will be notified. Storm sewer installation on 17th Avenue is complete. Grading and placement of aggregate rock base on 17th Avenue will begin after water services have been installed. The Contractor will also be abandoning an out of service lift station in the southeast corner of 17th Avenue and 84th Street at Wright’s Lake Park in late October.

October 6, 2017

The public hearing at City Council to order the assessments for the entire project was held on Monday, October 2.

Concrete work on Bloomington Avenue and 86th Street has started and is anticipated to complete early in the week of October 9. Final grading of the class 5 gravel on Bloomington Avenue is scheduled for early in the week of October 9. This will be followed by asphalt patching on 86th Street along with paving of the first layer of asphalt on Bloomington Avenue. Paving of asphalt driveways and boulevard restoration will continue after the first layer of asphalt has been placed.

Sanitary sewer mainline and service installation on 17th Avenue is complete. Installation of the main line water main on 17th Avenue is anticipated to complete by early in the week of October 9. Water services will be installed after the water main has passed all required pressure and bacteria testing. Storm sewer installation is anticipated to begin the week of October 9.

Assessment informational meetings were held on Tuesday, September 26 at 2:00 p.m. and 5:30 p.m. in the Bloomington Public Works Training Room for residents on 17th Avenue, which also included all residents on the 2017-101 PMP Street Improvement Project. The public hearing for the entire project is scheduled for Monday, October 2.

Concrete work on Bloomington Avenue and 86th Street is anticipated to begin early in the week of October 2 (weather permitting). Asphalt patching on 86th Street along with paving of the first layer of asphalt on Bloomington Avenue is anticipated to occur the week of October 9. 86th Street between Bloomington Avenue and 17th Avenue will remain closed until November to allow for restoration, milling and paving on 86th Street.

Mainline sanitary sewer along 17th Avenue between 84th Street and 86th Street has been installed and sanitary service installation is anticipated to complete the week of October 2. Water main installation on 17th Avenue is anticipated to begin mid-late in the week of October 2. Temporary water will be hooked up to all properties prior to the start of water main installation.

September 22, 2017

An assessment informational meeting was held on Tuesday, September 19 at 5:30 p.m. in the Bloomington Public Works Training Room for the residents on Bloomington Avenue. Assessment informational meetings are scheduled for Tuesday, September 26 at 2:00 p.m. and 5:30 p.m. in the Bloomington Public Works Training Room for residents on 17th Avenue, which also includes all residents on the 2017-101 PMP Street Improvement Project. The public hearing is scheduled for Monday, October 2. Mailings have been sent to affected property owners regarding these meetings.

Grading and placement of class 5 gravel on Bloomington Avenue is scheduled to complete by the end of the week of September 18. Concrete curb installation is anticipated to begin in late September or early October. The replacement of concrete sidewalk and curb areas that were removed on 86th Street has been slightly delayed and will also begin in late September or early October.

Sanitary sewer installation on 17th Avenue at Wright’s Lake Park is complete and work has started on the mainline sanitary sewer along 17th Avenue between 84th Street and 86th Street, which will continue the week of September 25.

September 15, 2017

Grading and placement of class 5 gravel on Bloomington Avenue is anticipated to complete the week of September 18. Concrete curb installation is anticipated to begin the week of September 25. The replacement of concrete sidewalk and curb areas that were removed on 86th Street will either start late in the week of September 18 or the week of September 25.

The temporary water line on 17th Avenue passed bacteria testing and will be hooked up to properties over the next week. Sanitary sewer installation on 17th Avenue at Wright’s Lake Park is anticipated to complete early in the week of September 18, which will then be followed by sanitary sewer mainline installation along 17th Avenue between 86th Street and 84th Street.

September 8, 2017

The water services on Bloomington Avenue have been hooked up. The contractor has been slightly delayed on grading and placing class 5 gravel on Bloomington Avenue, and will continue working north from Park Road early in the week of September 11. Concrete installation on 86th Street along with patching of 86th Street is anticipated to begin the week of September 11.

The contractor completed the connection of a new section of water main at the intersection of 86th Street and 17th Avenue and is in the process of setting up temporary water along 17th Avenue. After the temporary water line passes bacteria testing, it will be hooked up to the properties along 17th Avenue. Sanitary sewer installation on 17th Avenue will begin the week of September 11 and will start with a sanitary sewer replacement adjacent to Wright’s Lake Park parking lot.

September 1, 2017

Pressure and bacteria tests are complete for the water main between 87th Street and 86th Street on Bloomington Avenue, and the remaining water services are being hooked up. The final water service hook up at Cedar Valley Church is scheduled for the week of September 4. Storm sewer installation on Bloomington Avenue is complete. The contractor will continue grading and placing class 5 on Bloomington Avenue, working from Park Rd to the north during the week of September 4. Concrete installation on Bloomington Avenue and 86th Street is anticipated to start in early-mid September.

The pavement on 17th Avenue has been removed, and the contractor will be installing a new section of water main at the intersection of 86th Street and 17th Avenue early in the week of September 4 to allow for the setup of temporary water main on 17th Avenue. The water main on 86th Street will be shut down for this tie-in on Tuesday, September 5 and all affected residents will be notified. Sanitary sewer installation on 17th Avenue is anticipated to begin late in the week of September 4.

August 2017

August 25, 2017

Sanitary sewer service installation on 86th Street is complete. The installation of the few remaining water main services on Bloomington Avenue will complete after the pressure and bacteria tests are complete for the water main between 87th Street and 86th Street the week of August 28. Storm sewer installation on Bloomington Avenue has started and is anticipated to complete the week of August 28. The Contractor has started street and boulevard grading on Bloomington Avenue working from 90th Street to the north and will continue the week of August 28. Class 5 will be placed as the grading progresses.

The pavement on 17th Avenue is scheduled to be removed on Friday, August 25 (weather permitting). Utility work on 17th Avenue is anticipated to begin in early September.

August 18, 2017

Sanitary sewer service installation on 86th Street continues and is anticipated to complete the week of August 21. The installation of water main services on Bloomington Avenue will complete by the end of the week, and the final tie-in of the water main on Bloomington Avenue to 86th Street is scheduled to occur early in the week of August 21. This will require a shutdown of the water main on 86th Street and all affected properties will be notified. Storm sewer installation on Bloomington Avenue is scheduled to start this week and will continue the week of August 21. The contractor will be following behind storm sewer installation with the grading of Bloomington Avenue for the placement of Class 5, late in the week of August 21 and the week of August 28.

The pavement on 17th Avenue between 86th Street and 84th Street is scheduled to be removed late in the week of August 21, and utility replacement on 17th Avenue is anticipated to begin the week of August 28. The contractor has drilled wells and set up temporary dewatering on 17th Avenue, similar to 86th Street and Bloomington Avenue, for the upcoming utility work.

August 11, 2017

Sanitary sewer service installation on 86th Street will continue the week of August 14. Water main installation on Bloomington Avenue is complete up to 86th Street and the Contractor anticipates completing the connection to 86th Street late in the week of August 14. The Contractor has started installing water main services on Bloomington Avenue working from 90th Street to the north and will continue the week of August 14. Storm sewer installation on Bloomington Avenue is anticipated to begin the week of August 21.

August 4, 2017

Sanitary sewer mainline installation on 86th Street is complete and the contractor will be working on installing sanitary sewer services the week of August 7. Water main installation on Bloomington Avenue continues and is anticipated to reach 86th Street by mid-week of August 7. The water main will be bacteria tested in segments between valves, working from 90th Street to the north, and water main services will be installed as each segment passes testing. This will begin the week of August 7.

July 28, 2017

Sanitary sewer installation on 86th Street will continue over the next 3-4 weeks. Water main installation on Bloomington Avenue continues from 90th Street to the north. The side street water main shutdowns at 88th Street and 87th Street to tie in new gate valves are anticipated to occur the week of July 31. All residents will be notified in advance of the shutdowns.

July 21, 2017

Installation of pits at the intersections of 16th Avenue and 17th Avenue on 86th Street continues and sanitary sewer installation is anticipated to begin the week of July 24. Temporary water service has been hooked up to all properties on Bloomington Avenue and water main removal and replacement has started at 90th Street working to the north. Bloomington Avenue remains closed to through traffic as there will be a moving closure that proceeds with the water main installation as work moves down the block. Existing water main will need to be shut down on the side streets as work proceeds through the intersections to tie in new gate valves. These will be single day shutdowns and the first of them is scheduled for Friday, July 21 at 89th Street. It is anticipated that the water main to other side streets will be shut down for gate valve tie-ins early to mid-week of July 24. All residents will be notified in advance of the shutdowns.

July 14, 2017

Sanitary sewer installation on Bloomington Avenue is complete. Installation of the pit at the intersection of 16th Avenue and 86th Street will occur the week of July 17 to begin trenchless sanitary sewer installation on 86th Street. The pavement on Bloomington Avenue has been removed and temporary water service is anticipated to be hooked up the week of July 17 after all bacteria testing has passed for the temporary water service on Bloomington Avenue. The contractor will be acquiring a noise variance to begin work at 6:00 am at some point the week of July 17 to hook up the temporary water service for the Cedar Valley Church to complete the work prior to the start of activities for the day. Water main removal and replacement will then begin on Bloomington Avenue working from 90th Street to the north late in the week of July 17.

July 7, 2017

Work continues on the final segment of sanitary sewer installation on Bloomington Avenue, and trenchless sanitary sewer installation will then proceed down 86th Street toward 17th Avenue. The pavement on Bloomington Avenue is scheduled to be removed early in the week of July 10. It is anticipated that temporary water service will be hooked up to all adjacent properties on Bloomington Avenue by late in the week of July 10, which will be followed by water main removal and replacement.

June 2017

June 30, 2017

86th Street is currently closed from Bloomington Avenue to 17th Avenue and will remain closed for approximately 1-2 months. The detour utilizes 12th Avenue, 90th Street and Old Cedar Avenue. The Contractor postponed the water main shutdown at the intersection of 86th Street and Bloomington Avenue due to utility conflicts and relocation of a manhole. This shutdown will still be needed when water main work is completed, but will occur at a later date. Work will continue on the final segment of sanitary sewer installation on Bloomington Avenue for the next week and trenchless sanitary sewer installation will then proceed down 86th Street toward 17th Avenue. The pavement is scheduled to be removed on Bloomington Avenue the week of July 10, which will be followed by water main installation.

June 23, 2017

86th Street is scheduled to be closed from Bloomington Avenue to 17th Avenue starting Monday, June 26 for approximately 1-2 months. The detour for the 86th Street closure will utilize 12th Avenue, 90th Street and Old Cedar Avenue. The contractor will be shutting down the water main at the intersection of 86th Street and Bloomington Avenue on June 26 to relocate water main valves. All affected residents have been notified.  Pit installation at 86th Street and Bloomington Avenue for the last stretch of sanitary sewer installation on Bloomington Avenue will begin the week of June 26th. Work will then proceed down 86th Street. It is anticipated that the pavement on Bloomington Avenue will be removed in early July to begin water main replacement.

UPDATE: The water main shut down has been postponed due to utility conflicts; residents will be notified of the postponement.  Water main shut down will be rescheduled for a later date that is yet to be determined.  Other work will continue as planned.

June 16, 2017

The hydrant replacement at 88th Street is scheduled to complete on Friday, June 16. 88th Street at Bloomington Avenue will be reopened when the hydrant installation is complete. Contractor will continue setting manholes and working toward 86th Street the week of June 19. 86th Street is scheduled to be closed from Bloomington Avenue to 17th Avenue starting Monday, June 26th for approximately 1-2 months. The detour for the 86th Street closure will utilize 12th Avenue, 90th Street and Old Cedar Avenue. Contractor will be shutting down the water main at the intersection of 86th Street and Bloomington Avenue early in the week of June 26th to relocate water main valves. All affected residents will be notified a minimum of 48 hours in advance. This will allow for the installation of a pit in this intersection for trenchless sanitary sewer installation to complete along Bloomington Avenue and then begin heading east on 86th Street in the coming weeks.

June 9, 2017

Due to an unforeseen issue with an existing water main valve, the hydrant replacement at 88th Street did not occur and is anticipated to occur the week of June 19. Notice will be given to all residents prior to the shutdown. 88th Street at Bloomington Avenue has been re-opened and will be closed again when this hydrant work occurs. The Contractor continues setting manholes between 90th Street and 88th Street on Bloomington Avenue and boring pipe between 88th Street and 86th Street. The current closure of Park Road at Bloomington Avenue will be re-opened the week of June 12. It is anticipated that the Contractor will be to 86th Street with sanitary installation by the week of June 26. 86th Street will then be closed to traffic from Bloomington Avenue to 17th Avenue as work continues east on 86th Street in this location. This closure is anticipated to last 1-2 months as the sanitary sewer replacement is completed on 86th Street. The detour for the 86th Street closure will utilize 12th Avenue, 90th Street and Old Cedar Avenue. More information will be given when a definitive date has been determined.

June 2, 2017

The Contractor will be removing and replacing an existing hydrant in the southwest quadrant of Bloomington Avenue and 88th Street within the next week, in advance of water main replacement that will occur later in the project schedule.  This will require a shutdown of the water main for approximately 10 properties in the area for 6-8 hours and 48 hours’ notice will be given to all of those affected.  88th Street will also need to be closed to traffic just west of Bloomington Avenue for one day to complete this work.  The Contractor will continue digging pits and boring pipe between 88th Street and 86th Street on Bloomington Avenue over the next 2-3 weeks.  Work also continues on setting manholes and pulling pits between 90th Street and 88th Street.

Boring of the new sanitary sewer pipe between 90th Street and 88th Street on Bloomington Avenue is nearly complete and the Contractor has started setting manholes at the pit locations, which will continue the week of May 29. The Contractor will begin digging pits and boring pipe between 88th Street and 86th Street on Bloomington Avenue the week of May 29, which will continue for the next 2-3 weeks.

May 19, 2017

The Contractor has completed digging pits between 90th Street and 88th Street and will continue boring the new pipe the week of May 22. The Contractor will also begin setting manholes at pit locations either late in the week of May 22 or the week of May 29. The temporary conveyance pipe and well drilling for dewatering between 88th Street and 86th Street is complete.

May 12, 2017

Bloomington Avenue is currently closed at 90th Street, 89th Street and Park Road. The Contractor should complete digging pits between 90th Street and 88th Street by the end of the week of May 8 and will continue boring the new pipe the week of May 15. Weather permitting, boring of the pipe between 90th Street and 88th Street will complete by the end of May and the Contractor will continue with setting manholes at the pit locations and will then continue north to 86th Street. The temporary conveyance pipe and well drilling for dewatering between 88th Street and 86th Street is anticipated to complete by the end of the week of May 8.

May 5, 2017

Bloomington Avenue is currently closed at 90th Street and 89th Street and will be closed at Park Road starting Monday, May 8 for 1-2 months. The Contractor has completed digging the first jacking and receiving pits to begin boring pipe between 90th Street and 89th Street, which will start late in the week of May 1 and continue the week of May 8. Pit excavation will continue the week of May 8 heading north toward 88th Street. The intersection of Bloomington Avenue and 88th Street has been changed to an all way stop for the safety of the workers and traveling public as work moves through the intersection. The temporary conveyance pipe and well drilling for dewatering between 88th Street and 86th Street assembly has started and will continue the week of May 8.

April 28, 2017

Bloomington Avenue is currently closed at 90th Street and will remain closed for approximately 1 month. The temporary conveyance pipe for dewatering is assembled and has been buried in the west boulevard between 88th Street and 90th Street. This is a change in location from the east side to the west side for ease of discharging the water. The Contractor has also started drilling wells and anticipates dewatering to begin by early in the week of May 1. The Contractor has started and will continue digging the pits at manhole locations moving from 90th Street to the north the week of May 1. The Contractor will then begin boring in the new sanitary sewer pipe from those pit locations.

April 21, 2017

A Pre Construction Meeting was held on April 18 in the Bloomington Public Works Training Room. The Contractor plans to start with the installation of sanitary sewer on Bloomington Avenue, which is anticipated to take 2-3 months to complete. Prior to starting this work they will be installing wells for temporary dewatering in the area the week of April 24. The temporary conveyance pipe will be assembled in the middle of the roadway and then moved to the east boulevard between 88th Street and 90th Street. When the pipe is assembled, no parking will be allowed along Bloomington Avenue. This dewatering will require the use of pumps and generators 24 hours a day. The Contractor will be using muffling and noise abatement equipment to reduce the noise to a very minimal level. The Contractor will acquire a noise variance exception for this work.

The sanitary sewer installation will be done by a trenchless, guided boring method to reduce impacts to the adjacent properties. Pits will be dug at manhole locations and the pipe will be bored underground from those locations. The first pit that is dug will require the closure of Bloomington Avenue just north of 90th Street. is closure is anticipated to begin late in the week of April 24 or the week of May 1 and will last about 3-4 weeks. The remainder of Bloomington Avenue will remain open to traffic and it is anticipated to that the other pit locations will not require closures along Bloomington Avenue. The remainder of the utility installation and street reconstruction on Bloomington Avenue, 86th Street and 17th Avenue will continue when the trenchless sanitary sewer installation is nearly complete around July.

A Pre Construction Meeting has been scheduled for the week of April 17. The Contractor anticipates starting the project by early May and an update will be given when a schedule has been determined. CenterPoint Energy has completed gas main installation on Bloomington Avenue and anticipates completing gas service installation the week of April 10.

CenterPoint Energy will be replacing and relocating gas main and services on Bloomington Avenue from 86th Street to 90th Street beginning on March 27. The gas main replacement is anticipated to take 2 weeks to complete, which will be followed by gas service replacement.

Mailings were recently sent to all adjacent property owners of the 2016-501 Project with information regarding the upcoming street and utility reconstruction. The Contractor is anticipating beginning work by early May and more information will be given after a Pre-Construction Conference is held and a schedule is determined in April.

CenterPoint Energy will be replacing and relocating gas main and services in the project area starting the week of September 19.  This work is scheduled to complete this fall.

This project includes a large amount of sanitary, storm and water main reconstruction along with street reconstruction on Bloomington Avenue, 86th Street and 17th Avenue.  Due to the depths of these utility replacements, additional geotechnical information has been gathered and is currently being analyzed.

Staff has determined that due to the amount of utility work on this project, some of which has been added as design has progressed, along with the fact that the construction season is nearing August, that it is not feasible to start and complete this work in 2016.  Therefore, the updated schedule includes completing design by the Fall of 2016, advertising and bidding the project in late 2016-early 2017 and starting construction in Spring 2017.

An informational meeting regarding the sanitary sewer/street project and preliminary assessment estimates was held on Tuesday, April 12, 2016. Four residential property owners attended.  A public hearing is scheduled for this project on Monday, April 18 at the City Council Meeting.
