Alpha 5 and Interstate Diesel Demolition Project
What is the purpose of the project?
This demolition will make the site clear for future redevelopment that fits the vision of the South Loop District plan.
What is the scope of this project?
This project includes asbestos and hazardous materials abatement, building demolition, pavement and utility removal, and site restoration of the three buildings along American Blvd previously occupied by Interstate Diesel Companies and the one building along Lindau Lane known as Alpha 5. The project will occur in two phases since the Alpha 5 building is occupied until January 2018.
The existing Interstate Diesel and Alpha V buildings were removed in 2018. The City has hired an environmental consultant to continue to investigate the site for any potential soil contamination issues. The environmental consultant will be conducting preliminary soil and vapor testing at the site in May 2019. Should any additional soil remediation be required, the City would complete a project in either summer or fall 2019.

The funding for the project is from the South Loop Development Funds.

What is the construction impact of this project?
The demolition activities will be contained on the site, within the area delineated by fencing. There will be noise typical of a construction project that will occur during the times allowed by City Ordinance: 7 a.m. to 10 p.m. on weekdays and 9 a.m. to 9 p.m. on Saturdays. There will be no work on Sundays.

Seed and mulch has been placed on the site. A plan is in place to deal with a possible increase in bird population on site should the seed attract more birds than desired, due to the proximity to the airport. Consultants were on site this past week taking soil borings for the next phase of environmental remediation on the former Interstate Diesel site.

Final grading is complete. Seed and mulch will be placed by the end of July.

With the rain, the source of topsoil is still too wet. Hopefully it dries out towards the end of the week of July 9 to allow hauling of the material to resume.

Due to the source of topsoil being too wet, the hauling of the material has been delayed. If it is dry enough, final grading of both sites will begin the week of July 2, however with the forecast for the weekend, that may be delayed.

The building demolition and hauling of debris from Alpha 5 should be complete by the end of the week of June 25, weather permitting. Final grading of both sites will also begin.

American Blvd restoration is winding down and the signal is expected to be turned on again sometime the week of June 18. The hauling of debris from Alpha 5 continues along with limited grading on the Interstate Diesel site.
June 8, 2018
Restoration of American Blvd will continue the week of June 11 with installation of concrete early in the week. The Alpha 5 building is down. The contractor will be removing the floor and hauling materials from the building site. Staff and the environmental consultant are working on plans to remove the impacted soil from the Interstate Diesel site in compliance with regulations. Staff continues to explore opportunities for state funds to assist with cleanup efforts on the site.

Restoration of American Blvd will occur the week of June 4. Demolition of the Alpha 5 building will continue the week of June 4 and should be down by the end of the week, weather permitting. Excavation and hauling of materials from the Interstate Diesel site also continues.

Traffic is currently shifted to the north side of American Boulevard and will remain for the next couple of weeks. Removal of the footings and foundations for the Interstate Diesel buildings and portions of the Alpha 5 building will continue the week of May 28.
May 16, 2018
There will be a traffic switch on Friday, May 18 along American Blvd to move all traffic to the north side of the road. This is being done to facilitate work on the watermain that will occur the week of May 21. A watermain shutdown is scheduled for Monday, May 21 and the affected business has been notified.
Removal of the footings and foundations for the Interstate Diesel buildings and portions of the Alpha 5 building will continue the week of May 21.

Removal of the footings and foundations for the Interstate Diesel buildings will continue the week of May 14. The contractor will also begin the removal of the roof and other portions of the Alpha 5 building.

Demolition of the Alpha 5 building is anticipated to commence the week of April 30. Construction fencing will be relocated from Interstate Diesel to Alpha 5 the week of April 30.
April 20, 2018
The water main disconnect to the Alpha 5 building is scheduled for Wednesday, April 25, weather permitting. This will require a water main shut down and affected business owners have been notified. The contractor will also begin repairing and relocating safety fence and begin removals which includes removals of the concrete slab at Interstate Diesel the week of April 23.

Asbestos abatement is complete on the Alpha 5 building. Minor site work will continue the week of March 12 but the contractor will be suspending the project until later this spring. The dump site where some of the debris is being taken has temporarily halted accepting materials due to a short duration construction project of their own.

Crews have completed the building demolition for 2501, 2601 and 2701 American Blvd. Hauling of the material will continue. The rest of the removals on the Interstate Diesel site will need to wait until the ground thaws in the spring. Asbestos abatement has begun on 2600 Lindau Lane and will continue the week of March 5.

The remainder of 2501 and 2601 American Blvd above ground buildings should be removed during the week of February 19. The contractor will begin removal of the 2701 American Blvd building.
February 12, 2018
The contractor has begun demolition of 2501 American Blvd and will continue the week of February 12. This building does not contain pellet insulation like the other structures, so it does not require special phasing to limit the spread of debris. The contractor continues to wait for a low wind day to remove the outside walls of the other buildings.

The outside walls of 2601 American Blvd have been left up to help contain the insulation within the block walls. These will remain up until it is less windy. The contractor will begin demolition of 2701 American Blvd the week of February 5. Asbestos and regulated waste removal continues on 2501 American Blvd, and will start on Alpha 5.

The week of January 29, the contractor will be removing asbestos and other regulated waste from two of the Interstate Diesel buildings. They will also start demolition on the third Interstate Diesel building.

The contractor anticipates installing traffic control on American Blvd late the week of October 23 for use with the utility disconnects. This is contingent on the contract books being fully executed by that time.

The contract was awarded at the City Council meeting on Monday, October 2. Staff is working to schedule a preconstruction meeting.
