Notice of Public Hearing: Relating to a TIF Proposal in SouthLoop

NOTICE IS HEREBY GIVEN that the City Council (the “City Council”) of the City of Bloomington, Minnesota (the “City”) will hold a public hearing on Wednesday, December 7, 2022, at or after 6:00 p.m. in the City Council Chambers at Bloomington Civic Plaza, 1800 West Old Shakopee Road, Bloomington, Minnesota, 55431, relating to a proposal that the City approve an amended and restated spending plan to authorize expenditures of tax increments from Tax Increment Financing District No. 1-C and Tax Increment Financing District No. 1-G within the Industrial Development District No. 1 South Loop in the City to stimulate private development at one or more sites in the City, including but not limited to a possible waterpark to be developed by MOA WP Owner, LLC, all pursuant to Minnesota Statutes, Section 469.176, subdivision 4n, as amended.

To provide public testimony on public hearing items

  • Attend in person; or

  • Offer testimony in advance of the meeting by leaving a voicemail at 952-563-4695 or emailing no later than 2 p.m. on the meeting date. Include the item number and title listed on the agenda. Include your name, phone number, and address when leaving a voicemail or email. Please indicate if you also plan to attend in person or call in during the meeting to provide live testimony.

A draft copy of the Amended and Restated Spending Plan is attached below.  At the time and place fixed for the public hearing, the City Council will give all persons who appear at the hearing an opportunity to express their views with respect to the proposal.  In addition, interested persons may direct any questions or file written comments respecting the proposals with the City Clerk or the Administrator of the Port Authority, at or prior to the public hearing.  Please refer to the City’s website at or call the Bloomington Civic Plaza at 952-563-8700 for the options to provide public testimony.
