Notice of Public Comment Period: Community Development Block Grant

2026 Annual Action Plan and Budget

The City is soliciting public comments on its 2026 Community Development Block Grant (CDBG) Annual Action Plan which will be submitted to the U.S. Department of Housing and Urban Development (HUD) August 28, 2026. A copy of the detailed budget and Action Plan is available in the Housing and Redevelopment Authority (HRA) offices between the hours of 8:00 a.m. and 4:30 p.m. until the day of the closing of public comment period. 

Public Comment Period and Process

Using the Citizen Participation Process, the draft plan is available for a 30-day public review and comment period from July 27, 2026, through August 27, 2026. Written comments can be submitted by email or mail through August 27, 2026 and will be included in the documents submitted to HUD.

CDBG funding sources include a 2026 CDBG allocation at $477,190 previously received program income estimated at $300,000 and anticipated program income estimated at $300,000 for a total proposed 2026-2027 CDBG Program Year budget of $1,077,190.

Proposed 2026 CDBG Budget

Neighborhood Revitalization/Preservation

  • Homeowner Rehabilitation Assistance: $600,000
  • Acquisition and/or Demolition/Clearance: $162,190
  • Acquisition and Rehab for Homeownership (Homes within Reach): $150,000

Public Service

  • Senior Needs, Rental Assistance, Owner Rehab, Fair Housing: $70,000

Administration/Planning

  • Fair Housing: $5,000
  • Administration: $90,000

TOTAL: $1,077,190
